The purpose of the brochure is to be a first response piece to inquiries or for a mass mailer to targeted • businesses. DISCUSSION During the development of the brochure, staff discovered a need to solicit help with the finishing work such as layout and a tag line. Two firms were contacted and asked to submit quotes for finishing the brochure. Staff anticipates having the quotes for Tuesday's meeting. While developing the new brochure, staff reviewed the existing advertising pieces. The two firms solicited for the brochure work were asked to submit quotes for developing a print ad series which could double for a direct mail campaign. The advertisements could be changed quarterly with the corresponding direct mail sent to targeted businesses. ACTION REQUIRED The EDA will receive the two quotes, along with a staff recommendation for awarding the marketing work on Tuesday. The memorandum is a quick overview of the status of the TIF and Waste Treatment Plant Bills. Schroeder, City Administrator Date: January 30, 1998 Re: Receive Legislative Updates On January 7,1998,Council directed the City Attorney to submit a bill to area legislators regarding the impact of Green Acres upon development potential of the Cottage Grove industrial park On January 21,1998,staff provided a very brief update of the legislative effort noting that the original bill had been reworded and had added to it a provision regarding the waste treatment plant. On January 27,1998, • the latter provision was introduced in the House Local Government and Metro Affairs Committee, although it did not receive a full hearing. On that same day an iteration of the staff presentation to the House was forwarded to Council. These bills have sparked a fair amount of interest. We have received the verbal support of a number of cities. At the same time,however,the Met Council and aligned groups have expressed concerns. As a result of the various discussions,the Mayor,Representative Marko,and I have been able to schedule a meeting with the Metropolitan Council and House Research to discuss our concerns regarding both issues(1.impact of Green Acres in industrial parks and 2)concern that seven cities are hosting treatment facilities for a total of 104 cities without any particular unique benefit to the host community). These meetings will take place on February 3,1998. The purpose of this memorandum is to update. The bills as they now exist are attached for your review. Given the short session it is not expected that either bill will go very far. It is expected, however,that enough attention will be generated to place Cottage Grove in a better position to further its issues and concerns regarding the industrial park,issues related,and the treatment plant. • • Page 1 01/15/98 (REVISOR ) XX/MP 98-5049 • 1 A bill for an act 2 relating to taxation; authorizing the inclusion of 3 certain property in tax increment districts; extending 4 payment of deferred taxes if certain property is 5 removed for green acres treatment; amending Minnesota 6 Statutes 1996, sections 273.111, subdivision 9; and 7 469.176, subdivision 7. 8 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: • 9 Section 1. Minnesota Statutes 1996, section 273.111, 10 subdivision 9, is amended to read: 11 Subd, 9. When real property which is being, or has been 12 valued and assessed under this section no longer gUalifies under 13 subdivisions 3 and 6, the portion no longer qualifying shall be 14 subject to additional taxes, in the amount equal to the 15 difference between the taxes determined in accordance with 16 subdivision 4,-and the amount determined under subdivision 5, 17 provided, however, that the amount determined under subdivision 18 5 shall not be greater than it would have been had the actual 19 bona fide sale price of the real property at an arms length 20 transaction been used in lieu of the market value determined 21 under subdivision 5. Such additional taxes shall be extended 22 against the property on the tax list for the current year, 23 provided, however, that no interest or penalties shall be levied 24 on such additional taxes if timely paid, and provided further, • 25 that such additional taxes shall only be levied with respect to 26 the last three years that the said property has been valued and Section 1 1 01/15/98 (REVISOR 3 XX/MP 98-5049 1 assessed under this section. Notwithstanding the preceding 2 sentence, taxes owed may be paid over a period of 30 years • 3 (1) if the property has been zoned industrial property at 4 least ten years prior to the date the property no longer 5 qualifies under subdivisions 3 and 6 and, 6 (2) if the property is in the metropolitan area as defined 7 in section 473.121, subdivision 2, all of the parcels in the 8 district are within the urban service area as defined by the 9 metropolitan council, and 10 (3) the property is developed as commercial or industrial 11 property within three years after it no longer qualifies under 12 subdivisions 3 and 6. 13 Sec. 2. Minnesota Statutes 1996, section 469.176, 14' subdivision 7, is amended to read: 15 Subd. 7. (PARCELS NOT INCLUDABLE IN DISTRICTS.] The 16 authority may request inclusion in a tax increment financing 17 district and the county auditor may certify the original tax 18 capacity of a parcel or a part of a parcel that qualified under • 19 the provisions of section 273.111 or 273.112 or chapter 473H for 20 taxes payable in any of the five calendar years before the 21 filing of the request for certification only for 22 (1) a district in which 85 percent or more of the planned 23 buildings and facilities (determined on the basis of square 24 footage) are for manufacturing or production of tangible 25 personal property, including processing resulting in the change 26 in condition of the property; or 27 (2) a qualified housing district as defined in section 28 273.1399, subdivision li; or 29 (3) a district in which all of the parcels included within 30 the district at the time of certification of the district or 31 added to the district have been zoned industrial property at 32 least ten years prior to the date of the request for 33 certification and in the metropolitan area as defined in section 34 473.121, subdivision 2, all of the parcels in the district are • 35 within the urban service area as defined by the metropolitan 36 council. 2 • • 01/16/98 [REVISOR ) RJS/KS 98-5050 " . 4110 1 A bill for an act 2 relating to metropolitan wastewater treatment works; 3 providing compensation to political subdivisions for 4 . certain lost revenue; amending Minnesota Statutes 5 1996, section 473.545. 6 BE IT ENACTED BY TEE LEGISLATURE OF TEE STATE OF MINNESOTA: 7 Section 1. Minnesota Statutes 1996, section 473.545, is • 8 amended to read: 9 473.545 [PROPERTY EXEMPT FROM TAXATION.) 10 Subdivision 1. [EXEMPTION; ASSESSMENTS.) Any properties, 11 real or personal, owned, leased, controlled, used, or occupied 12 by the council for any purpose referred to in Minnesota Statutes 13 1984, section 473.502, are declared to be acquired, owned, 14 leased, controlled, used and occupied for public, governmental, 15 and municipal purposes, and shall be exempt from taxation by the 16 state or any political subdivision of the state, provided that 17 such properties shall be subject to special assessments levied 18 by a political subdivision for a local improvement in amounts 19 proportionate to and not exceeding the special benefit received 20 by the properties from such improvement. No possible use of any 21 such properties in any manner different from their use aspart 22 of the metropolitan disposal system at the time shall be 23 considered in determining the special benefit received by such 24 properties. All such assessments shall be subject to final 25 confirmation by the metropolitan council, whose determination of Section 1 1 01/16/98 (REVISOR 3 RJS/KS 98-5050 '1 the benefits shall be conclusive upon the political subdivision • 2 levying the assessment. 3 Subd. 2. She has been approached and has agreed to serve a term beginning January 1, 1998 and ending December 31, 2003. The Economic Development Authority should approve the recommendation to appoint Ms. Boehm. Tradi- tionally, the surveys and visits are completed every two years. lill Goal #1-2: Work to attract new industry` ` community. • Staff responded to 14'requests for proposals from Metro East Develop- . ment Partnership. Cottage Grove was the first;communx t e take"Banner" Advertis- ing on the OCR (Organization of'Corpo►rate Realtors) Database. This is the main source of building and land inventory in the Metropolitan area, ii and it is accessed by all major brokerage houses. The community was featured in Corporate Report Minnesota as part of the"Pick Six" article focusing on Metro East cities. In August, the EDA sponsored the Development Tour and Golf Tourna- iii ment. The attendance doubled from last year with over 50 attendees. iii Goal #1-3: Maintain and enhance the economic development "tools" ii which support successful retention/expansion and business attraction efforts. ii A marketing partnership with Welsh Companies was developed. To- • II i In 1997, 12 new commercial/retail businesses opened, as well as 6 ex- panded operations. A national restaurant chain is expected to open in spring of 1998. il Goal #3-2: Identify and explore opportunities for improving access to the Mississippi River for commercial/industrial, housing and recre- ti ational opportunities. This particular item was not addressed in 1997. It may be a considera- ii tion that the CityVision 21 Task Force tackles through their process. Goal #3-3: Balance and diversify Cottage Grove housing stock by in- creasing options for"move up" market and upscale segments. Community Development has coordinated the development of new housing opportunities in Cottage Grov :it1998, Sandy Hills will con- tinue to expand, along with the West Drams, Five Year Goa ' Goal #4 • Support efforts to improve statewide "business climate" and legisla- tive issues which impact Cottage Grove' ability to attract and retain i jobs and tax base. Staff provided Tax Increment Financing testimony before the Conference Committee on Taxes. Staff also served as Legislative Co-Chair for the Economic Development Association of Minnesota. In 1997 the State reformed the class rates for the commercial and indus- trial sectors. ii 1m • Community Partners The following organizations are working together to enhance the economic vitality of Cottage Grove. Each plays an important role in ensuring a healthy business climate for companies to grow. >< Cottage Grove Area Chamber of Commerce Through its Retail and Business Development Committee, the Chamber works ill with the City on attraction of new business and retention of existing business. The chamber is part of the site tour team and every other month visits firms m iii ii the area. `< Metro East Development Partnership • One service which Metro!'East provides to companies looking for locations is lili to distribute a site request for proposal;>to t embership communities. iiii iii Frequently, the prospective company conip4nyvilliMAriOt a selected group of ilil communities through the coordinated efforts of Metro East. Cottage Grove has been fortunate to participate in the process. Northern States Power Economic Development The Industrial Park is served by NSP electric and gas utilities. The company assists the City in marketing Cottage Grove as a business location and has been known to bring prospective companies into the area for site tours. In the iiii ilil past, NSP has helped to fund the Industrial Park Study and Developers Tour. Economic Development Authority Appointed by the City Council, the seven member board guides the 11 community's economic development activities. The EDA is responsible for i. implementing the business retention and attraction programs, along with ii coordination of the marketing plan. ii! ii iiii • • Economic ImpactsII Business Contacted This category includes all businesses which contact or are contacted by the €> lili Economic Development Department. The majority of businesses in this category iil are requesting information about the community as part of a search for a new location. Figures are gathered for full-time and part-time employment. This figure is calculated by the Building iii Department and is based on the valuation of the business projects provided to the >€ City on the building permit. Mayor Denzer called the meeting to order at 7:30 p.m. ROLL CALL Present: Mayor John Denzer Council Member Sandy Shiely - - Council Member Jim Wolcott Council Member Rod Hale Absent: Council Member Cheryl Kohls Staff Present: Ryan Schroeder, City Administrator • Caron M. Stransky, City Clerk Michelle Wolfe, Assistant City Administrator Diane Archer, Finance Director Dennis Cusick, Public Safety Director Liz Johnson, Accountant Mayor Denzer presided over the meeting. The purpose of the public hearing was to present the City budget and amount of property taxes the City was proposing to collect to pay for the cost of services in 1998. Assistant City Administrator Michelle Wolfe presented an overview of the 1998 budgeting process, which began.in April 1997. Finance Director Diane Archer reviewed the funds, total fund balance as of 12/31/96, general fund revenues and expenditures, and the City portion of property taxes. Archer explained how taxes are determined, how to calculate residential property taxes, and presented a private sector vs. City of Cottage Grove monthly comparison of what tax dollars will buy. Public Safety Director Dennis Cusick reported on the Local Law Enforcement Community Block Grant Special Revenue Account. Mayor Denzer opened the hearing to those in the audience. City Administrator Ryan Schroeder and members of the City Council responded informally to miscellaneous questions from the audience.
