Re: Legislative Matters
INTRODUCTION
As the legislative session draws to a dose, staff is pleased to say that a Bill passed to
assist in our Tax Increment/Green Acres dilemma. It does not resemble our initial
draft legislation, but does allow for a broader set of circumstances in which we can
create TIF districts.
• The new legislation provides for the creation of TIF districts for qualified
manufacturing and distribution projects. To be considered a "qualifying" project, the
owner must agree to pay 90% of the employees a wage rate equal or greater than
160% of Federal minimum wage for individuals over the age of 20.
It is not the best result, but it is workable. We no longer have to be concerned about
square footage requirements—we can help warehousing and distribution companies
and there does not appear to be an additional financial penalty for bringing property
out of green acres. We will, as has been the case in the past, be cognizant of wage
levels of the companies we are assisting.

Staff has summarized the input given by the EDA through the comprehensive plan exercise
completed at the last meeting. Please review the issues and if the information reflects a consensus of
the members,I will forward the data to the Planning Commission for their consideration.

Re: 1997 Annual Report
INTRODUCTION
The 1997 Annual Report is printed and staff is very pleased with the end result. I
think the EDA will agree that Neil Belscamper did a nice job in coordinating the
project.
• Staff is ready to distribute the Annual Report, but first the EDA needs to accept the
document. The Annual Report will be distributed to internal as well as external
customers, such as other commissions, brokers, real estate consultants, businesses
and other appropriate parties.
ACTION REQUIRED
The EDA should make a motion to accept the 1997 Annual Report.

Re: TIF District No. 1-9
INTRODUCTION
On April 8, 1998, the City Council will call for a Public Hearing to establish TIF District
No. 1-9. As part of the public process and review, the EDA will need to review the
Development Program and Plan. This activity is scheduled to take place on May 12,
1998 with the Public Hearing following on June 3, 1998.
• DISCUSSION
The establishment of the TIF District is a proactive move by the City to facilitate
pending development. We are currently working with prospects, and the use of tax
increment is in a few cases necessary to consummate the deal. It is important,
however, that should the projects not locate here the TIF District establishment
process can either be halted, or the process can be completed but the actual
certification of the district can be delayed until a project occurs.
Staff is bringing this matter to the EDA's attention at this time to ensure
understanding of tax increment and the process. Hopefully, a number of questions
about the procedure can be addressed now to facilitate the actual review in May. A
time line has been attached for your reference. Any questions you have can be
discussed Tuesday morning when staff provides additional background.

May 25 , 1998 Planning Commission finds Plans to be in compliance with City's

June 3, 1998 City Council holds public hearing at 7:30 pm on the modification of
Development District No. 1 and the establishment of Tax Increment
Financing District No. 1-9 and passes resolution approving the Plans.

Re: Washington County Welfare to Work Initiative
INTRODUCTION
Washington County was the fortunate recipient of a grant from the McKnight
Foundation to facilitate welfare to work transition between users of current county
services and area employers. Funds from the grant have been distributed throughout
• the county and have been targeted toward population centers. Cottage Grove,
Woodbury, Newport and St. Paul Park are considered one target area and those
communities have been working together.
DISCUSSION
One focal point of the grant is the linking of employers to resources to help them
retain employees(both welfare-transitional employees and others). Funds have been
allocated for outreach and the South Washington County Group has decided to
sponsor a Labor Resources Expo.
The idea is to bring together the employers with agencies, both for profit and non-
profit, that can provide resources to assist them in managing current labor force
issues such as shortages, training, transportation, etc. It is anticipated that the event
will take place the week after Labor Day and will be structured as a trade show with
scheduled seminar topics throughout the day.
Staff wanted the EDA to be aware of this effort. I will be dedicating some time to
planning the event which should benefit our local employers.
