MINUTES
NOVEMBER 2, 2004
Pursuant to due call and notice thereof, a special meeting of the Economic Development
Authority was held at City Hall, 7516 80th Street South, Cottage Grove, Minnesota on the 2nd
day of November 2004.
CALL TO ORDER
The meeting was called to order at 7:30 a.m. by EDA President Wolcott.
ROLL CALL
• Members Present: Jim Wolcott, EDA President
Sandy Shiely, EDA Vice-President
Gerry Weingartner, EDA Secretary/Treasurer
Al Boche, EDA Member
Glen Kleven, EDA Member
Dick Pederson, EDA Member
Mike Wennen, EDA Member
Members Absent: None
Others Present: Ryan Schroeder, EDA Executive Director
Neil Belscamper, Recording Secretary
Public Hearing—Cottage Grove Land Sales to Innovative Chemical Corporation, Plastic
Resource Incorporated, and American AGCO
EDA President Wolcott opened the Public Hearing at 7:30 a.m. EDA Executive Director
Schroeder explained that the EDA would be facilitating the purchase of property in the
industrial park for three projects from the current property owner. EDA President Wolcott
asked how the tax-increment revenue from the project would be used. EDA Executive
Director Schroeder replied that it would be used for grading and sewer relocation. No one
else spoke and EDA President Wolcott closed the public hearing.
EDA Member Kleven moved to adopt EDA Resolution No. 04-07 (sale of the property
41111 located at 7769 - 95th Street, Cottage Grove, MN to Innovative Chemical Corporation,
Inc.), EDA Resolution No. 04-08 (sale of the property located at 7799 – 95th Street,

Cottage Grove, MN to Plastic Resources, Inc.), and EDA Resolution No. 04-09 (sale of
the property of approximately 5.5 acre site adjacent to and west of 7900-97th St.,
Cottage Grove, MN to South St. Paul Agri-Properties). EDA Member Pederson seconded
the motion. Motion carried unanimously.
ADJOURN
EDA Vice-President Shiely moved to adjourn the meeting at 7:40 a.m. EDA Member
Wennen seconded. Motion carried unanimously.
