MINUTES OF MEETING
January 21, 2014
Pursuant to due notice, a meeting of the Public Safety, Health and Welfare Commission
was held at the City Hall.
1. REGULAR MEETING
01.A. Call to Order: The January 21, 2014, meeting of the Cottage Grove Public
Safety, Health and Welfare Commission was called to order at 7:00 pm.
Members Present: Nick Maciejewski, Dave Barkow, Jodi Lewis, AJ Janssen, Kellie
Eigenheer, Kent Griffith, Lori Hedican
Members Absent: None
Staff Present: Captain Pete Koerner, Fire Chief Rick Redenius
01 B. Approval of Minutes
Commission Co-Chair Jodi Lewis presented the October 15, 2013 minutes of the Public
Safety, Health and Welfare Commission minutes for review and approval. On a motion
by Commission member Kellie Eigenheer, seconded by Commission member AJ
Janssen, the October 15, 2013 minutes were accepted and approved by the
Commission. Motion carries.
01 C. Approval of Aqenda
Commission Co-Chair Jodi Lewis presented the January 21, 2014 agenda of the Public
Safety, Health and Welfare Commission for review. On a motion by Commission
member AJ Janssen, seconded by Commission member Lori Hedican, the January 21,
2014 agenda was accepted and approved by the Commission. Motion carries.
2. OPEN FORUM
Commission Co-Chair Jodi Lewis invited citizens present to address the Commission
regarding any matters that were not on the approved agenda.
There being no items, Commission Co-Chair Jodi Lewis closed the Open Forum
segment of the meeting.

05.A Administration — Discuss Commission Terms and make recommendations for 2014
Public Safety Commission Chair and Vice Chair
Jodi Lewis stated she could serve another two year term. The following members stated
they could not serve another term: Nick Maciejewski, Dave Barkow and AJ Janssen.
05.B Consider change in Regular Monthly Meeting Date
Captain Koerner wanted input from members as to their consideration to changing the
meeting from the third Tuesday to the second Tuesday. On a motion by Commission
member Lori Hedican, seconded by Kent Griffith, to change the meeting to the second
Tuesday of the month. Motion carried. Captain Koerner will inform the City Council and
City Administrator of the recommended change to the meeting day.
6. RESPONSE TO PREVIOUSLY RAISED COMMENTS AND REQUESTS

8. STAFF REPORTS
08.A Police — Captain Koerner informed the Commission of the following:
Captain Koerner informed the Commission that the City Council has appointed Council
member Dave Theide to be Council Liaison to the Public Safety Commission for the
2014 calendar year.
On this Saturday, January 25, 2014 a benefit will be held at the VFW Red Barn in
Cottage Grove for Sergeant Greg Brysky. He said that for more information they can go
to bryskybenefit.com. Encouraged to purchase tickets in advance on line and he
encouraged anyone considering going should purchase them in advance.
Also this Saturday, Council will be holding a workshop with all department heads, for
information regarding accomplishments and long term goals. This is an ongoing
process from the city's Good to Great retreat from 2012. Public Safety has been busy
preparing information to give to the Director of Public Safety for sharing at the
workshop.

He advised the Commission the Police Department is in the process of hiring three
officers to fill vacancies created by Officer/Paramedic Tim Morning, who was hired by
our fire department as a fire fighter/paramedic; Sergeant Greg Brysky, who has
retired and Officer Gina Lamers just recently gave her notice of intent to retire after 36
years working for the city. We are also hiring three Community Service Officers to fill
vacancies.
0�.� Fire — Fire Chief Redenius informed the Commission of the following:
Call reports for December — 28 Fire and EMS 246 responses. 2013 totals — 2,437 EMS
related calls, 280 fire related calls. 703/26% of those responses had overlaps. Due to
the fire department going to the Duty crew system our response times have dropped
drastically, our entire EMS response area (which includes Cottage Grove, St. Paul Park,
Newport and Grey Cloud) and fire response with mutual aid, our medical response time
is 6 min 15 sec, and our fire response time is 7 min 25 sec, compared to the metro
average is around 9 min. We are well below the metro average.
He gave a monthly average for the last 5 years (from 2008 to 2013). He stated things
stay pretty consistent, however, there were some spikes in the past two years,
attributing that to relatives coming to town and the start of the fire calls due to CO calls.
He added that we are still waiting to hear if we have been awarded the SAFER grant
that was submitted in 4t" quarter of 2013,.
Fire department recently held our Department Appreciation dinner. Awards were given
out. Fire Fighter/EMT Mike Gabrielle was awarded Fire Fighter of the Year award as
well as the amount of duty crew hours worked during a year with a total of over 860
hours in 2013, Call Response award, (EMS related ambulance responses), went to
Devin Radke, with a total of 280 responses.

Motion to adjourn the meeting by Commission member Kent Griffith, seconded by
Commission member Nick Maciejewski. Motion carried. Meeting adjourned at 7:20 p.m.
