CITY OF COTTAGE GROVE
ADVISORY COMMITTEE ON HISTORIC PRESERVATION
January 13, 2015
Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic
Preservation was duly held at the Cottage Grove City Hall, 12800 Ravine Parkway South,
Cottage Grove, Minnesota, on the 13th day of January, 2015.
Chair Herb Japs called the meeting to order at 7:00 p.m.
Roll Call
MEMBERS PRESENT: Herb Japs, Jan Japs, Beverly Gross, Verlyn Lindemann, Jon
Raverty, Judy Spooner
MEMBERS ABSENT: Melinda Miller
OTHERS PRESENT.• Councilmember Dave Thiede; John M. Burbank, Senior Planner;
Bud Gross, Citizen
Burbank reminded the ACHP that there was a vacancy still for the Committee. The ACHP dis-
cussed the potential for associate members.
APROVAL OF THE AGENDA
Lindemann made a motion to approve the agenda as distributed. Raverty seconded. The
agenda was unanimously approved.
OPEN FORUM
No one spoke.
ACTION ITEMS
2015 Meetinp Schedule
Burbank shared the 2015 ACHP meeting schedule. No further action was taken.
Elections
The ACHP held the annual election of officers. Lindemann nominated Herb Japs as Chair.
Gross seconded the nomination. Japs agreed to the nomination. Being no other nominations,
Japs was elected Chair for 2015.

Lindemann nominated Judy Spooner as Vice Chair. Gross seconded the nomination. Spooner
agreed to the nomination. Being no other nominations, Spooner was elected-Vice-Chair #or �
2015.
Woodward/Nelson — Photo Documentation
Burbank shared interior and exterior photos of the Historic Woodward Nelson home and out-
buildings that were taken prior to them being demolished. The ACHP held a general discussion
and noted the state of dilapidation that was present from years of neglect. Burbank noted that
the photos would be placed in the archive file for the property. No additional action was taken.
Hope Glen Farm — Corn Crib Cottape Modification
Burbank reported that he had authorized a minor modification to the roofline of the corncrib cot-
tage as it was more in line with the design of the existing chicken coop apartment. The ACHP
held a general discussion on the modification and agreed on the rationale for the approval. No
additional action was taken.
HPCUP — Code Compliant Site Improvements
Burbank reported that the Council wanted the ACHP to discuss commercial site performance
standards in relation to properties with Historic Places Conditional Use Permits (HPCUP). The
ACHP held a general discussion on the topic. Some of the points discussed were that hard-
scape improvements are out of character for historic properties and should be reserved for sites
with problems or issues. Another point was that the HPCUP process was established to help
owners raise income creatively in order to keep up the historic structures. The ACHP identified
that the policy could establish certain triggers that would set site improvements into motion.
Burbank reported that he would share the comments and recommendations with the Planning
Commission and City Council. No additional action was taken.
2015 Historic Preservationist of the Year Nominations
Burbank stated that he was seeking nominations for the 2015 Historic Preservationist of the
Year. Gross nominated Herb Reckinger and Spooner seconded. The ACHP held a general dis-
cussion on the recommendation, and the ACHP voted unanimously to recommend that the City
Council award the 2015 Historic Preservationist of the Year to Herb Reckinger. No additional
action was taken.
Historic Plavinp Cards Phase ll
Burbank noted that because of budget purposes, that the Phase II card project would be post-
poned to 2016. The ACHP held a general discussion on the project. No further action was
taken.
Committee Awareness Propram
Burbank noted that Ann Simpson was changing positions at SWCTC and that Justin Atkinson
was the new Government Producer for Cottage Grove. Burbank stated that Atkinson was
looking for additional suggestions for the ACHP Committee Awareness Project. The ACHP held
a general discussion and suggested Cedarhurst Mansion. No further action was taken.
City Hall Historic Displav Case — Barns of Cottape Grove
Burbank reported that he was still looking for items for the Barn display case. Gross shared
some photos and stories. The ACHP held a general discussion on the project. No further action
was taken.

Burbank asked if the ACHP was interested in selling cookbooks again at the 2015 Strawberry-
Festival. The ACHP agreed to sell the books again and held a general discussion on the project.
Burbank reported that he would send out reminders and a schedule in the future. No further
action was taken.
James Sullivan Norris — Research
Spooner reported that she was continuing her research on Norris. No further action was taken.
APPROVAL OF MINUTES
Jan Japs made a motion to approve the minutes from October 28, 2014, special meeting. Gross
seconded. The minutes were unanimously approved as presented.

COMMITTEE COMMENTS
Lindemann suggested that Rich Mullen be interviewed as a part of the Committee Awareness
Program.
STAFF COMMENTS
Burbank noted that the Dodge Nature Center was beginning to work on the Master Plan for
Shepard Woods and was looking for volunteers from Cottage Grove to serve on the planning
committee. Herb Japs and Spooner responded that they would be willing to participate.
ADJOURNMENT
Lindemann made a motion to adjourn the meeting. Gross seconded. Motion passed unani-
mously. The meeting was adjourned at 8:55p.m.
