During Open Forum, a person may address the City Council on any topic not on the regular meeting agenda, but must limit their remarks to three minutes per person. The purpose of Open Forum is to give the public an opportunity to present information or to request action by the City Council. It may not be used to make personal attacks, to air personality grievances, to make political endorsements, or for political campaign purposes. Open Forum will adjourn to the regular meeting at 7:30 p.m. The following were present: Council Member Steve Dennis, Council Member Justin Olsen, Council Member Jen Peterson, and Mayor Myron Bailey. The following were absent: Council Member Thiede. Also present were: Ryan Schroeder, City Administrator; Korine Land, City Attorney- LeVander, Gillen & Miller, PA; Jennifer Levitt, City Engineer; Craig Woolery, Public Safety Director; and Les Burshten, Public Works Director. Mayor Bailey asked if anyone in the audience wished to address the City Council on any topic not on the agenda. There being none, Mayor Bailey closed Open Forum to the Regular Meeting. REGULAR MEETING – 7:30 P.M. CALL TO ORDER – Mayor The City Council of the City of Cottage Grove, Washington County, Minnesota, held a regular meeting on March 4, 2015, at the Cottage Grove City Hall, 12800 Ravine Parkway. ROLL CALL – City Administrator The following were present: Council Member Steve Dennis, Council Member Justin Olsen, Council Member Jen Peterson, and Mayor Myron Bailey. The following were absent: Council Member Thiede. Mayor Bailey presided over the meeting. 1. ADOPTION OF AGENDA Motion by Council Member Olsen, seconded by Council Member Dennis, to approve the agenda as presented. Motion carried. 4-0. 2. PRESENTATIONS A. Receive a Presentation on Safety Issues from Management Assistant Adam Moshier Management Assistant Mosher gave a presentation on safety issues within the Public Works Department covering their safety program goal, employee safety manual AWAIR, committees, safety consultant, inspections, temporary traffic control, OSHA consultations, job hazard analysis, seat belts, cell phone policy, the right-to-know policy, stretching program, OSHA training, and other safety items. B. Receive a Presentation on the Patriot Award by Everett Doolittle, the Employer Support of the Guard and Reserve (ESGR) Representative for Minnesota, Officers Brad Peterson and Pat Nickle to Director of Public Safety Craig Woolery on behalf of the City. Everett Doolittle of ESGR and Police Officers Peterson thanked Public Safety Director Craig Woolery and provided him with the Patriot Award and for allowing them to participate in the guard and reserves. March 4, 2015 Cottage Grove City Council Page 3 3. APPROVAL OF MINUTES A. February 18, 2015 Regular Meeting Mayor Bailey and members of the City Council approved the minutes as presented. 4. CONSENT CALENDAR The Council pulled items L, D, and H from the consent calendar for discussion. Motion by Council Member Peterson, seconded by Council Member Dennis, to: A. Accept and place on file the following minutes: i. January 21, 2015 Public Safety, Health and Welfare Commission meeting. ii. January 26, 2016 Planning Commission meeting. B. To not waive the statutory tort limits where an individual claimant would be able to recover no more than $500,000 on any claim to which the statutory tort limits apply. The total all claimants would be able to recover for a single occurrence which the statutory tort limits apply would be limited to $1,500,000. C. Receive the 2015 Strategic Planning Report. D. Approve the appointment of Daniel Bonneson to the Parks, Recreation and Natural Resources Commission effective March 9, 2015. E. Approve the contract with Rumpca Companies Inc., for operation and maintenance of the yard waste facility for 2015 through 2017. F. Approve the Fifth Amendment to the ground lease with 3M Company for property used by River Oaks Golf Course for the period May 1, 2015 through April 30, 2020, contingent upon review and approval by the City Attorney, following the same terms and conditions as the Fourth Amendment. G. Adopt Resolution No. 2015-025, a resolution supporting the Washington County request for $1,000,000 in State Funding for the Red Rock Corridor. Adopt Resolution No. 2015-026, a resolution supporting the Ramsey County Regional Railroad Authority’s request for $1,000,000 from the State General March 4, 2015 Cottage Grove City Council Page 4 Fund to complete environmental analysis and engineering for the Union Pacific and Burlington Northern Santa Fe Railway Grade Separation Project. H. Approve the appointment of Joseph Johnston to the youth seat on the Environmental Commission for a term ending February 29, 2016. I. Pass Ordinance No. 940, an ordinance for the City of Cottage Grove, Minnesota, Amending Title 8, Chapter 4 of the Cottage Grove City Code Relating to Stormwater; Illicit Discharge, and Illicit Connection; and Pass Ordinance No. 941, amending Title 11, Chapter 6, of the Cottage Grove City Code relating to Grading, Filling or Excavation. th J. Approve Change Order No. 1 in the amount of $5,820.94 for the CSAH 22/70 Street & Meadow Grass Intersection Improvements Project. K. Adopt Resolution No. 2015-027, a resolution approving the plans and specifications for the 2015 Seal Coat Program, and to establish an April 23, 2015 bid date. L. Approve the appointment of Jodi Lewis as Chair of the Public Safety, Health and Welfare Commission. M. Enter into a separation agreement between the City of Cottage Grove and Ryan Schroeder, City Administrator, dated March 4, 2015. Motion carried. 4.0. 5. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES – None. 6. PUBLIC HEARINGS – None. 7. BID AWARDS – None. 8. UNFINISHED AND NEW BUSINESS – None. 9. RESPONSE TO PREVIOUSLY RAISED COUNCIL COMMENTS AND REQUESTS – None. 10. COUNCIL COMMENTS AND REQUESTS Council Member Peterson stated that the next Fare for All, a discount grocery buying opportunity is March 12; the Cottage Grove Lions Club Easter Breakfast is March 29 at the VFW; Stone Super Bowl is April 18 at Park-Grove Bowl; and the Standing Strong 5K Run/Walk is May 16. March 4, 2015 Cottage Grove City Council Page 5 Council Member Dennis stated that he has had a couple of residents have approached th him about the left-hand turn signal at 80 Street South and East Point Douglas Road and asked if we could take a look at it. The traffic seems to be about a six second duration and depending on the type of vehicle you have, it would be difficult to see if you can get through the green light. To expand on Council Member Dennis’ comment, Council Member Olsen stated that we explored the expense to coordinate some light timing at the intersection of Cub Foods/Target and he is curious if that has happened yet or if it will happen soon. Staff advised Council Member Olsen that they would follow up on this. Council Member Olson stated that a few months ago the Parks Department came forward and asked if we would consider installing turf on one of the dry rinks at the Ice st Arena and by that by March 1 it would be installed. The Parks Director indicated that last night it sounds like the calendar is filling up fast so if you are one of the coaches thinks they you use turn turf for your team sport, such as softball, baseball, or lacrosse, now is the time to think about reserving space. Council Member Olsen stated that last Saturday he participated in the J-fund, a fund raiser put to raise money for childhood cancer through the J-H at the Park High Field House. He stated that he was in attendance, as well as Council Member Dennis, his wife, Mayor Bailey and Mayor Bailey’s team. They had a great time. Council Member Olsen stated that Friday is Employee Appreciation Day across the United States. He expressed his appreciation for the employees who work for the City of Cottage Grove. We have an extremely dedicated staff of professionals who do an awfully good for the City. Lastly, Council Member Olsen stated that an employee who made the front page of the newspaper was Police Officer Brian Franke and his family who were on vacation and as they were getting their rental car, he was the subject of an attempted carjacking. Unfortunately for the carjacker, Officer Franke subdued him. Mayor Bailey acknowledged that on March 6 voting ends for the People’s Choice Award photo contest; the Friday Night Fish Fry at River Oaks; March 8 is the Hastings Bridal Fair; April 4 is the First Easter Egg Hunt at the Ice Arena; Nominations for the volunteer of the year award begins April 10; and volunteers are needed for the Cottage Grove Strawberry Fest from June 18-21 at Kingston Park. Motion carried. 4-0. 12. WORKSHOP SESSION – OPEN TO PUBLIC The following were present: Council Member Steve Dennis, Council Member Justin Olsen, Council Member Jen Peterson, and Mayor Myron Bailey. The following were absent: Council Member Thiede. Also present were: Korine Land, City Attorney-LeVander, Gillen & Miller. The Council discussed the process for selecting a search firm to replace the City Administrator position. They indicated that they would like to conduct interviews of the three firms prior to selection. The Council requested that the City Attorney contact the ndth firms and find some possible dates for such interviews, possibly on a 2 or 4 Wednesday or on a Thursday at 7:00 p.m. or on a Saturday morning. Attorney Land generally outlined the process that the search firm would follow to find good candidates to fill the position. 13. WORKSHOP SESSION – CLOSED TO PUBLIC – None.
