MINUTES OF MEETING
February 24, 2015
PUBLIC SAFETY, HEALTH AND WELFARE
COMMISSION
Pursuant to due notice, a meeting of the Public Safety, Health and Welfare Commission
was held at the City Hall.
1. REGULAR MEETING
01.A. Call to Order: The February 24, 2015, meeting of the Cottage Grove Public
Safety, Health and Welfare Commission was called to order at 7:00 pm.
Members Present: Jodi Lewis, AJ Janssen, Kent Griffith, Bill Serpico
Members Absent: Kellie Eigenheer, Pat Forsythe
Staff Present: Captain Pete Koerner, Fire Chief Rick Redenius
01B. Approval of Minutes
Commission Chair Jodi Lewis presented the January 21, 2014 minutes of the Public
Safety, Health and Welfare Commission minutes for review and approval. On a motion
by Commission member Kent Griffith, seconded by Commission member AJ Janssen,
the January 21, 2014 minutes were accepted and approved by the Commission. Motion
carries.
01C. Approval of Agenda
Commission Chair Jodi Lewis presented the February 24, 2015 agenda of the Public
Safety, Health and Welfare Commission for review. On a motion by Commission
member Kent Griffith, seconded by Commission member AJ Janssen, the February 24,
2015 agenda was accepted and approved by the Commission. Motion carries.
2. OPEN FORUM
Commission Chair Jodi Lewis invited citizens present to address the Commission
regarding any matters that were not on the approved agenda.
There being no items, Commission Chair Jodi Lewis closed the Open Forum segment
of the meeting.
3. PRESENTATION
A. Lethality Assessment Protocol (LAP) — Sergeant Randy McAlister
Sgt. McAlister made a power point presentation to the Commission and talked a little bit
about the LAP Program here in Cottage Grove and Washington County and

additionally, our Anti - Stalking Program and some research we are doing in that area. He
referenced a Washington County murder case that occurred in September 2006 that
made us start thinking. The suspect murdered his former girlfriend and her new
boyfriend. The suspect met his former girlfriend at 3M where they both worked. In
2010 we realized that the County and our department were working towards the same
goals for assessing for violence risk. The program is based on the Maryland model.
This is used as a screening tool called the Lethality Assessment program (LAP) which is
free and can train a large number of officers. All of Washington County officers are
trained to use this screening process. Commission member Griffith asked what the
difference is between the Danger Assessment and the LAP. Sgt. McAlister said that the
Danger Assessment has more questions and costs more to become certified.
Commission member Griffith also asked who gets trained, is it specific to law
enforcement. Sgt. McAlister said that it is not specific to law enforcement and the goal
now is to get it to clinics and hospitals.
The Commission thanked Sgt. McAlister for his presentation.

7. New Business
07.A Administration —Discuss Commission Terms and make recommendations for 2015
Public Safety Commission Chair and Vice Chair
Kelli Eighenheer and Kent Griffith stated they could serve another two year term. The
following member stated she could not serve another term: Lori Hedican.
Jodi Lewis stated she would serve as Chair for 2015. The Vice Chair will be discussed at
the next PSHWC meeting.

10. STAFF REPORTS
10.A Police —Captain Koerner informed the Commission of the following:
The City Council has appointed Council member Steve Dennis to be Council Liaison to
the Public Safety Commission for the 2015 calendar year.
At a recent Council workshop, Council met with all department heads, to gather
information regarding accomplishments and long term goals and some of the Public
Safety 2015 budget. On Saturday, March 28, 2015, there will be an all Commission
meeting to present the City Council goals and budget, which will be provided at that
time.
He went on to say that there will be a city -wide training coming - Leading Edge
Coaching and Development for all city staff, on April 15, 2015. This will be a day long
workshop for all city staff.
There has been a lot of turnover in the Public Safety Department in the past year.
Three new Police Officers will be starting March 9, 2015 - Patrick Young, Brianna Lutz
and Michael Tadych in a police academy for a few weeks. All have previous police
experience and we look forward to them starting.
We also hired three new CSOs to fill vacancies — Daniel Cahill, Alex Streff and Alec
Bobick.
08.13 Fire— Fire Chief Redenius informed the Commission of the following:
Fire Chief Redenius gave a recap for 2014 and stated they ended the year on the
month of December with 250 call responses and finished the year with 2,400 EMS calls
and 400 fire related calls. He added that in January 2015 we had about 250 calls.
He stated the Fire Division has started a weekly update on Facebook on calls, whether
its structure fires, training, EMS calls, we try to get information out to the community.
Recently we had a joint training with the PD about autism on how to respond and deal
with a person with autism or a family member who doesn't know how to handle it. Great
training and will help with future calls relating to this.
We are hiring fire fighter /medics and hired our 7th on February 18th and his name is
John Anderson. He has been with the fire department as a part time fire fighter /EMT
since 2009. He completed his paramedic training in the spring of 2014.
He added that the city has approved that all fire fighter and ems staff that the city hires
for the fire department have psychological evaluations. This would ensure we hire good
qualified candidates.
08.0 Council Recap
Council member Steve Dennis introduced himself to the Commission and said he is
looking forward to working with them.
He went on to inform the members that the City Council adopted a resolution and create
an order for the owners of The Rush nightclub, to either repair or remove the structure
due to the decay of the building over the past several years. This process will be
worked on over the next 30 days. The hope is that it gets taken care of one way or the
other.
At the conclusion of the last City Council meeting, Council went into an open workshop
dealing with code enforcement policies and procedures. The Planning Department and
Emily Schmitz, our Code Enforcement Officer have been working on a protocol to put
more emphasis how we deal with code violations. The Council provided updates and
some background to them and they will work on it and bring it back in the future for
review and approval.

Commission member AJ Janssen. Motion carried. Meeting adjourned at 7:55 p.m.
