COUNCIL ACTION REQUEST
Consider authorizing issuance of the following licenses to the Cottage Grove Lions: Strawberry
Fest events at Kingston Park on June 19 & 20, 2015, and Lamar Park Softball Complex on
June 20, 2015 (Temporary On Sale Intoxicating Liquor); Big Ticket Raffle on August 18, 2015
at American Motorsports Bar & Grill, 7240 East Point Douglas Road (Single Occasion
Gambling).
STAFF RECOMMENDATION
Approve the request.

Subject: LIQUOR LICENSE APPLICATION - TEMPORARY
INTRODUCTION
� All locations within the City of Cottage Grove that sell alcoholic beverages are required by
State Law and City Ordinance to be licensed.
� BACKGROUND
Pursuant to City Ordinance, Eric Trevor Witt, on behalf of the Cottage Grove Lions Club, P.
O. Box 2, Cottage Grove, MN 55016, has submitted an application for a temporary "On
Sale" intoxicating (strong beer) liquor license to be held at Kingston Park June 19t", 2015
from 12:00 noon until 1:00 a.m. and June 20th, 2015 from 10:00 a.m. until 1:00 a.m. and at
Lamar Park Softball complex on Saturday, June 20th, 2015 from 7:00 a.m. to 5:00 p.m. The
Department of Public Safety is required to conduct a police investigation of the
applicant/manager in charge. ,
DISCUSSION
The application of the Cottage Grove Lions, as submitted, is complete and in compliance
with our ordinance.
We have investigated the applicant and have not found any facts that would constitute a
basis for denial of an "On Sale" intoxicating (strong beer) liquor license, under the provisions
of the City Liquor Ordinance or Minnesota Statutes relating to alcoholic beverages.
RECOMMENDATION
Recommend that the City Council approve the Liquor License application for the Cottage
Grove Lions Club.

Subject: GAMBLING LICENSE APPLICATION - TEMPORARY
INTRODUCTION
All charitable organizations which are exempt from the requirements of the Minnesota
Charitable Gambling Control Board and who desire to conduct lawful gambling within the
City of Cottage Grove, must obtain a gambling permit. The issuance of lawful gambling
permits is subject to local approval by the City Council.
BACKGROUND
Pursuant to City Ordinance, Brenda Lee Witt, on behalf of the Cottage Grove Lions Club,
PO Box 2, Cottage Grove, MN 55016, has submitted an application for a Temporary Single
Occasion gambling permit, for the conduct of raffles to be held at American Motor Sports
Bar and Grill, located at 7240 E. Pt. Douglas, Suite 110, Cottage Grove, Minnesota 55016
on Tuesday, August 18th, 2015 at 7:00 pm. The Department of Public Safety is required to
conduct a police investigation of the applicants.
DISCUSSION
The application as submitted is complete, in compliance with our ordinance and is exempt
from the licensing requirements of the Minnesota Charitable Gambling Control Board. We
have investigated the applicants and have not found any facts that would constitute a basis
for denial of this application, under the provisions of the City's Gambling Ordinance.
RECOMMENDATION
Recommend that the City Council approve the single occasion Gambling Permit application
for the Cottage Grove Lions Club.
