RE: RETAIL DEMAND ANALYSIS Present: Council Member Steve Dennis, Council Member Justin Olsen, Council Member Jen Peterson, Council Member Dave Thiede, and Mayor Myron Bailey. Also Present: Ryan Schroeder, City Administrator; Danette Parr, Economic Development Director; Robin Roland, Finance Director; Kori Land, City Attorney-LeVander, Gillen & Miller, PA; Jennifer Levitt, City Engineer, Sharon Madsen, Communications Coordinator and Members of the Cottage Grove Economic Development Authority. Jim McComb of McComb Group, Ltd., highlighted the Retail Market Analysis and Sales Potential Report he prepared for the City of Cottage Grove Economic Development Authority. The report was prepared with the understanding that the results of their work would be used to identify the types of businesses that can be attracted to shopping areas. He covered: � The two major retail areas along Highway 61 — Gateway and Jamaica • Windshield survey identified businesses in each area • Retail tenant mix by area. Cottage Grove has a strong presence in personal care • Average daily traffic counts. Actual 2012 and estimated 2030 • Competitive shopping areas in Woodbury and Hastings • Woodbury tenant mix by area • Cottage Grove trade area defined • Cottage Grove trade area estimated 2019 household density • Average and median household income • Household income distribution • Educational attainment • Employment by industry • Employment by occupation • Minneapolis-St. Paul MSA: estimated grocery sales by store type • Weekly food sales potential CITY OF COTTAGE GROVE . 12800 Ravine Parkway . Following discussion, the Council adjourned the special meeting to the regular meeting. OPEN FORUM - 7:15 P.M. During open forum, a person may address the City Council on any topic not on the regular meeting agenda, but must limit their remarks to three minutes per person. The purpose of open forum is to give the public an opportunity to present information or to request action by the City Council. It may not be used to make personal attacks, to air personality grievances, to make political endorsements, or for political campaign purposes. Open forum will adjourn to the regular meeting at 7:30 p.m. The following were present: Council Member Steve Dennis, Council Member Justin Olsen, Council Member Jen Peterson, Council Member Thiede, and Mayor Myron Bailey. Mayor Bailey asked if anyone in the audience wished to address the City Council on any topic not on the agenda. County Commissioner Karla Bigham announced that open houses are scheduled for March 25 and April 29 from 4:30 p.m. to 7:00 p.m. at the South Service Center regarding the 70tn Street/County Road 22 Improvement Project. Mayor Bailey closed open forum to the regular meeting. REGULAR MEETING - 7:30 P.M. CALL TO ORDER — Mayor The City Council of the City of Cottage Grove, Washington County, Minnesota, held a regular meeting on March 18, 2015, at the Cottage Grove City Hall, 12800 Ravine Parkway. Mayor Bailey called the meeting to order at 7:30 p.m. March 18, 2015 Cottage Grove City Council Page 3 PLEDGE OF ALLEGIANCE The audience, staff, and the Mayor and City Council members pledged allegiance to the flag of the United States of America and the State of Minnesota. ROLL CALL — City Administrator The following were present: Council Member Steve Dennis, Council Member Justin Olsen, Council Member Jen Peterson, Council Member Thiede, and Mayor Myron Bailey. The following were absent: None. Mayor Bailey presided over the meeting. 1. ADOPTION OF AGENDA Motion by Council Member Olsen, seconded by Council Member Thiede, to approve the agenda as presented. Motion carried. 5-0. 2. PRESENTATIONS — None. 3. APPROVAL OF MINUTES A. March 4, 2015 Regular Meetinq Mayor Bailey and members of the City Council approved the minutes as presented. 4. CONSENT CALENDAR The Council pulled items J, K and C from the consent calendar for discussion. Motion by Council Member Olsen, seconded by Council Member Thiede, to: A. Accept and place on file the following minutes: i. Advisory Committee on Historic Preservation meeting from January 13, 2015. B. Approve the appointment of La Rae Mills to the Arts Commission effective March 18, 2015. March 18, 2015 Cottage Grove City Council Page 4 C. Approve the appointment of Ben Gutzman to a youth seat on the Parks, Recreation, and Natural Resources Commission effective June 9, 2015. D. Approve the appointment of Lise' Rediske to a term on the Public Safety, Health and Welfare Commission ending February 28, 2017. E. Item removed from the agenda. F. Adopt Resolution No. 2015-028, a resolution in support of legislation to establish an early voting process in Minnesota. G. Adopt Resolution No. 2015-029, a resolution adjusting the 2014 General Fund budget. H. Receive fund balance information for the year ending December 31, 2014. I. Approve the appointment of Ken Brittain as Chair of the Planning Commission. J. Approve the appointment of Kathy Kline, Justin Fox, and Roger Zopfi to fill vacant terms on the Planning Commission ending February 28, 2018. K. Authorize staff to send a letter to the Minnesota Department of Natural Resources commenting on the north and east metro groundwater management area plan dated February 2, 2015. L. Adopt Resolution No. 2015-030, a resolution authorizing preparation of a feasibility report for road improvements to Jamaica Avenue from Indian Blvd to Military Road and 70t" Street from the Dodge Nature Center property to 2,130 feet east of Jamaica Avenue. M. Approve the proposed code enforcement policy. N. Authorize staff to refund prorated liquor license fees totaling $1,950.00 to Grove BBQ, LLC, dba/Famous Dave's. O. Approve the traffic signal operation review for the signal located at the intersection of 80th Street and Hardwood Avenue and East Point Douglas Road. Motion carried. 5-0. 5. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES — None. March 18, 2015 Cottage Grove City Council Page 5 6. PUBLIC HEARWGS A. Hold the Public Hearinq and Consider Adopting a Resolution of Support of a Minnesota Investment Fund (MIF) Loan Application in Connection with Potential Expansion Plans at Renewal bv Anderson Economic Development Director Parr stated that the purpose of the public hearing was to consider supporting a Minnesota Investment Fund (MIF) loan from the Minnesota Department of Employment and Economic Development (DEED) to support a business expansion plan at the Renewal by Anderson LLC facility located in the Cottage Grove Business Park. Parr recommended that the Council approve the resolution regarding the application by Renewal by Andersen LLC for Minnesota Investment Funds. Mayor Bailey opened the public hearing to receive comments and/or objections from those in attendance. Rick Wynveen, Plant Manager, Renewal by Andersen LLC — Cottage Grove, addressed the Council regarding their expansion plans. He noted that they have had double digit growths over the last two years and are looking for an additional 125 square foot expansion that would house additional production lines. He thanked everyone with the City who assisted them on this project. Mayor Bailey closed the public hearing. Motion by Council Member Olsen, seconded by Council Member Dennis, to adopt Resolution No. 2015-031, a resolution regarding an application by Renewal by Andersen LLC for Minnesota Investment Funds. Motion carried. 5-0. 7. BID AWARDS A. Consider Adoptinq a Resolution Awardinq the Bid for the 2015 Pavement Management Utility and Street Improvements. City Engineer Levitt reviewed the bids received for the project noting that the low bid was approximately 18 percent lower than the engineer's estimate of $5,670,000 and she recommended that the Council award the bid for the 2015 Pavement Management Project to McNamara Contracting, Inc., in the amount of $4,636,572.58. Motion by Council Member Dennis, seconded by Council Member Thiede, to adopt Resolution No. 2015-032, a resolution awarding the bid for the 2015 March 18, 2015 Cottage Grove City Council Page 6 Pavement Management Project to McNamara Contracting, Inc., in the amount of $4,636,572.58. Motion carried. 5-0. 8. UNFINISHED AND NEW BUSINESS - None. 9. RESPONSE TO PREVIOUSLY RAISED COUNCIL COMMENTS AND REQUESTS — None. 10. COUNCIL COMMENTS AND REQUESTS Council Member Peterson announced that the Youth Activities Expo is March 19 from 5-7 p.m. at River Oaks Golf Course; March 29 is the Cottage Grove Lions Club Easter Breakfast at the VFW from 8:00 a.m. to Noon; April 10 is the deadline to submit nominations for Volunteer of the Year; April 19 is the Stone Super Bowl from 9:00 a.m. to 5:30 p.m. at Park Grove Bowl; and May 25 is the Memorial Day Celebration at City Hall. Council Member Dennis stated that he had a wonderful conversation today with another local business owner and they talked about the economic bleed where money leaves the area to be spent elsewhere. A couple of things he would like to reinforce is to encourage a"shop local" attitude. Second, while he was at the River Oaks fish fry, an employee spoke to him about building a shed to store tables and chairs and he asked staff to look into that for him. Motion by Council Member Dennis, seconded by Council Member Olsen, to hold a workshop session on April 15, 2015 to discuss community and economic development issues for both residential and commercial areas and to reinvigorate our "shop local" program where we begin the process of redefining an enhanced and comprehensive multi-prone strategy to connect with the community and promote success and growth. Motion carried. 5-0. Council Member Olsen acknowledged that we have Police and Public Works Week in the month of May and he asked if the two Directors would take some time to think about ways that the Council can celebrate the fact that we have tremendous staff members in both, departments and to thank them for all that they do for the City. Council Member Thiede mentioned that the Strawberry Fest Committee is working really hard planning activities for the festival in June. He stated that they are still taking applications for the Business Expo and they are looking for volunteers. Information on the event can be found on their website. Mayor Bailey reminded the public that the Friday Night Fish Fry will continue through April 3 at River Oaks; the golf course is open for play; he encouraged the public to attend the open houses to discuss the 70th/Co. Rd. 22 improvement project; and April 4 is the indoor Easter Egg Hunt at the Cottage Grove Ice Arena. March 18, 2015 Cottage Grove City Council Page 7 Mayor Bailey briefly reiterated his thoughts on the Retail Market Analysis presented to the City Council during the special meeting earlier tonight. 11. PAY BILLS A. Approve Payment of Check Numbers 190213 to 190394 in the amount of �382,863.19 and EFT Payment of $22,265.14. Motion by Council Member Thiede, seconded by Council Member Peterson, to approve payment of check numbers 190213 to 190394 in the amount of $382,863.19 and EFT payment of $22,265.14.
