(2015-03-24 Minutes draft)Cottage J Grove h ere Pride a..P,,Sgerity Meet MINUTES OF MEETING March 24, 2015 PUBLIC SAFETY, HEALTH AND WELFARE COMMISSION Pursuant to due notice, a meeting of the Public Safety, Health and Welfare Commission was held at the City Hall. 1. REGULAR MEETING 01.A. Call to Order: The March 24, 2015, meeting of the Cottage Grove Public Safety, Health and Welfare Commission was called to order at 7 :00 pm. Members Present: Jodi Lewis, AJ Janssen, Bill Serpico, Pat Forsythe, Lise' Rediske Members Absent: Kellie Eigenheer (excused), Kent Griffith (excused) Staff Present: Council Liaison Steve Dennis, Captain Pete Koerner, Fire Chief Rick Redenius, Senior Planner John McCool 01B. Approval of Minutes Commission Chair Jodi Lewis presented the February 24, 2015 minutes of the Public Safety, Health and Welfare Commission minutes for review and approval. On a motion by Commission member AJ Janssen, seconded by Commission member Pat Forsythe the February 24, 2015 minutes were accepted and approved by the Commission. Motion carries. 01C. Approval of Agenda Commission Chair Jodi Lewis presented the March 24, 2015 agenda of the Public Safety, Health and Welfare Commission for review. On a motion by Commission member Bill Serpico, seconded by Commission member Pat Forsythe, the March 24, 2015 agenda was accepted and approved by the Commission. Motion carries. 2. OPEN FORUM Commission Chair Jodi Lewis invited citizens present to address the Commission regarding any matters that were not on the approved agenda. There being no items, Commission Chair Jodi Lewis closed the Open Forum segment of the meeting. 3. COMMUNITY DEVELOPMENT 03.A Presentation — Land Spreading Septage from Subsurface Sewage Treatment Systems — Senior Planner John McCool Page 2 PSHWC Minutes February 24, 2015 John McCool made a presentation that gave a brief background. He went on to say that Washington County is in the process of amending their Subsurface Sewage Treatment System (SSTS) ordinance. Among the many proposed changes, the issue of permitting land spreading of untreated septic waste is proposed in the County's Ordinance amendment. The proposed "land spreading" regulation does incorporate an oversight of land spreading activities in compliance with federal regulations and state guidelines. The County's Department of Health will have the right to access sites and evaluate the suitability of applying septage. A permit from the County prior to land spreading septage is required. Their ordinance also implements the policies outlined in their Groundwater Plan. The following is taken from a memo he provided that gave the definition: "Septage" is defined as "solids and liquids removed from an SSTS and includes solids and liquids from cesspools, seepage pits, other pits, or similar systems or devices that receive sewage. Septage also includes solids and liquids that are removed from portable, incinerating, composting, holding, or other toilets. Waste from Type ll1 marine sanitation devices, as defined in Code of Federal Regulations, title 33, section 159.3, and material that has come into contact with untreated sewage within the past 12 months is also considered septage." Mr. McCool informed the Commission that if the County approves their proposed amendments, which includes the possibility of land spreading septage, the City of Cottage Grove is bound to those same regulations. If the City prohibits land spreading, the County said they will honor the City's proposed ordinance amendment and not issue any permits for land spreading septage in Cottage Grove. He provided the Commission a copy of the proposed amendment to review and asked the Commission to consider the draft ordinance amending the City Codes for purposes of prohibiting land spreading within Cottage Grove's municipal boundaries. After a short discussion, on a motion made by Commission member Janssen, seconded by Commission member Rediske, that the proposed ordinance amendment is accepted as presented. Motion carried. The Commission thanked Mr. McCool for his presentation. 4. OLD BUSINESS 04.A Administration — Take recommendations and nominate a 2015 Public Safety Commission Vice Chair Captain Koerner invited input from the Commission as to any nominations and /or recommendations for the position of Vice Chair. No one came forward at this time, Page 3 PSHWC Minutes February 24, 2015 however, it was mentioned to table the matter and all can be present to express their recommendations and decisions. The Vice Chair will be discussed at the next PSHWC meeting. Captain Koerner informed the members present that Council Liaison Dennis would like to get to know the current Commission members and asked that the members could share a little bit about themselves and what motivated them to serve on the Commission. Each 5. New Business None at this time. 6. RESPONSE TO PREVIOUSLY RAISED COMMENTS AND REQUESTS None at this time. 7. COMMISSION COMMENTS AND REQUESTS None at this time. 8. STAFF REPORTS 08.A Police — Captain Koerner informed the Commission of the following: Our CSO's have been trained and are in the field. The 3 newest police officers just completed a two week Academy and started FTO training and should be finished with this training in 12 weeks or by the end of June. A reminder that on Saturday, March 28, 2015, there will be an all Commission meeting to present the City Council goals and budget, which will be provided at that time. Captain Koerner sent the members an updated Agenda for review. Next week, a Community Forum on drug abuse which is a collaborative effort with Washington County sheriff's office and are well attended. Thursday, April 2 nd at 7:00 pm at Park High Auditorium. Speakers will be from Washington County Sheriff's office, Washington County Attorney's office, Cottage Grove Police Department and is sponsored with MN Adult and Teen challenge. 08.13 Fire — Fire Chief Redenius informed the Commission of the following: Page 4 PSHWC Minutes March 24, 2015 Calls are down for last month, which is a typical drop for February, down to about 170 calls total for EMS and the fire side. We are hiring a full time fire fighter /medic due to a recent vacancy and two part time fire fighter /medics. There was a residential fire on Hinton Avenue and is under investigation at this time. No injuries however, some family pets were unable to get rescued. Some equipment issues; one ambulance is out of service due to a manufacturer defect. 08.0 Council Recap Council member Dennis informed the Commission of the following Council recaps: Patriot Award was presented to Director of Public Safety Woolery. This award recognizes outstanding support by the city for those who work here as well as being part of the military armed services. Council raised concern for a westbound turn signal at 80th and E. Pt. Douglas due to not working properly. Corrections have been made to the turn signal. On Wednesday, March 25th 4:30 pm to 7:00 pm, Washington County, in conjunction with Cottage Grove, will be hosting an open house at the Washington County Service Center which deals with the 70th Street project. This will be an opportunity for citizens to receive information and support of County staff regarding this project. The project start date is in the spring of 2017. In the last few weeks, there will be expansion for some businesses will be adding over 400 more new jobs in the business park; Werner Electric, American Logistics, Renewal by Andersen and LeafLine Labs. More announcements will be coming up shortly. If any Commission member has any questions regarding any process or things at the Council level, Council Liaison Dennis said he will be happy to respond. 9. ADJOURN Motion to adjourn the meeting by Commission member AJ Janssen, seconded by Commission member Bill Serpico. Motion carried.
