Parr, Economic Development Director Date: May 6, 2015 Subject: Up North Plastics Expansion This agenda item is for the purpose of making the EDA aware of upcoming expansion plans for the Up North Plastics facility located at 9480 Jamaica Avenue in the Cottage Grove business park. Up North Plastics was founded in 1981 for the purpose of supplying a variety of specialty polyethylene products, such as silage and brewer’s grain bags, to the agricultural industry. When the small manufacturing facility started out, it had three production lines. Since that time, Up North Plastics has continued to grow, thus facilitating a need for a 166,000 square foot expansion in 2003. The facility is now nearly 400,000 square feet and must again be expanded to meet further demand. The below exhibit shows the proposed 86,640 square foot expansion area crosshatched. The proposed building elevation and site plan is attached. The applicant is intending to use exterior materials of brick and blue sheet metal siding to keep the expansion consistent with the existing building materials. While the proposed materials would not comply with today’s architectural requirements for new facilities being built in the business park, it is consistent with our practice of allowing an expansion area of an existing building to use the originally approved materials. The th expansion area will contain additional loading doors as well that will be facing 95 Street (which is consistent with the existing loading doors), however, it will require a variance from the Code to be compliant. In addition to the building expansion, the applicant is proposing to expand parking and outdoor storage. The Community Development Department is reviewing the site plan and is intending to take the site thrd plan and variance applications to the May 18 Planning Commission meeting and the June 3 City Council meeting. Recommendation This item is for informational purposes only and no EDA action is necessary.
