COUNCIL ACTION REQUEST:
Continue the public hearing from May 6, 2015 and consider authorizing issuance of on-sale
intoxicating and special Sunday liquor licenses to A This Little Piggy Catering, Inc. at 6940
Keats Avenue South contingent upon Cedarhurst, Inc. relinquishing their liquor licenses, and
authorize a prorated refund of 2015 liquor license fees to Cedarhurst, Inc.

Subject: Liquor License Public Hearing —A This Little Piggy Catering, Inc.
Background
We have received an application from A This Little Piggy Catering, Inc. for on-sale intoxicating
and special Sunday liquor licenses. They will be taking over food and liquor operations at
Cedarhurst, 6940 Keats Avenue South, from the present liquor license holder and property
owner, Cedarhurst, Inc., on July 1, 2015.
Our City Code stipulates that a liquor license cannot be issued to a person having an interest
in another business holding a liquor license in the City; additionally, the State of Minnesota
Alcohol and Gambling Enforcement Division confirmed that two separate entities cannot hold
liquor licenses at a single place of business, therefore as part of the approval for this
application, Cedarhurst, Inc. must relinquish their current on-sale intoxicating and special
Sunday liquor licenses. Cedarhurst, Inc. agreed to this and requested a prorated refund of their
2015 liquor license fees.
The Public Safety Department conducted a background investigation of the applicant and no
facts were found that would constitute a basis for denial of the application. Finance Director
Roland reviewed the applicant's financial information and found no basis for denial of the
application on financial grounds.
A Notice of Public Hearing was published in the South Washington County Bulletin on April 22,
2015 in accordance with our City Code for a public hearing to take place on the May 6, 2015
City Council Meeting. As the applicant and property owner subsequently notified us that the
transfer would not take place until July, the City Council continued the public hearing to the
June 17, 2015 City Council Meeting.
Staff Recommendation:
Authorize issuance of on-sale intoxicating and special Sunday liquor licenses to A This Little
Piggy Catering, Inc. at 6940 Keats Avenue South contingent upon Cedarhurst, Inc.
relinquishing their liquor licenses, and authorize a prorated refund of 2015 liquor license fees
to Cedarhurst, Inc.

Subject: 2015 LIQUOR LICENSE APPLICATION
INTRODUCTION
All locations within the City of Cottage Grove that sell alcoholic beverages are required by
State Law and City Ordinance to be licensed.
BACKGROUND
Pursuant to City Ordinance, Mr. Seth Michael Brittain, on behalf of This Little Piggy Catering,
located at 22280 Chippendale Ave W, Farmington MN 55024, has submitted an application
for an "On Sale" intoxicating liquor license and "On Sale" Special Sunday intoxicating liquor
license at 6940 Keats Avenue South, Cottage Grove, Minnesota. The Department of Public
Safety is required to conduct a police investigation of the applicants.
DISCUSSION
The application of This Little Piggy Catering, as submitted, is complete and in compliance
with our ordinance.
We have investigated the applicants and have not found any facts which would constitute a
basis for denial of an "On Sale" intoxicating liquor license and an "On Sale" Special Sunday
intoxicating liquor license, under the provisions of the City Liquor Ordinance or Minnesota
Statutes relating to alcoholic beverages.
RECOMMENDATION
Recommend that the City Council approve the Liquor License application for This Little
Piggy Catering.

Subject: Review of Financial Information —This Little Piggy Catering Inc.
I reviewed four years of tax returns provided by the applicants in conjunction with the required
background information for their liquor license application.
The financial information provided indicates a solid and viable business financial plan. A liquor
license should not be denied on financial grounds.

This letter is to expiain the dining plan at Cedarhurst Mansion in Cottage Grove. Friday and Saturday will
be reserved for private events,uveddings,corporate functions,etc. We pfan to have a public dinner on
Thursday evening which will allow the general public ta come to the mansion for dinner with seating
being at 6:OOpm. In addition,we will continue to offer the Afternoon fiea during the weel<which
includes a selection of teas and appetizers.

NOTICE IS HEREBY GIVEN that an application has been filed with the City of
Cottage Grove for an "On Sale" Intoxicating Liquor License and an "On Sale"
Special Sunday Intoxicating Liquor License by This Little Piggy Catering on
property described as follows:
Cedarhurst ,
6940 Keats Avenue
Cottage Grove, MN 55016
This Little Piggy Catering will be taking over the liquor operations currently
conducted at the location by Cedarhurst, Inc.
NOTICE IS FURTHER GIVEN, that a public hearing will be held on said
application on Wednesday, May 6, 2015 at 7:30 p.m., at the City Hall Council
Chamber, 12800 Ravine Parkway South, Cottage Grove, Minnesota.
All interested persons will be heard at this time.

Motion by Council Member Dennis, seconded by Council Member Peterson, to continue the Public
Hearing to the June 17, 2015, Regular City Council Meeting. Motion carried 5-0.
