Burbank AICP, Senior Planner DATE: May 14, 2015 RE: Certificate of Appropriateness — Barn Modification, 7310 Lamar Avenue Introduction Wayne and Angi Butt have requested that the City Council issue a certificate of appropriateness for the construction of a second addition to the existing 1947 era historic arched roof dairy barn on their property at 7310 Lamar Avenue South. The planned improvements to their barn are in relation to their current Historic Places Conditional Use Permit for a wedding and event venue. Details of the improvements are attached. Background The property currently has a Historic Places Conditional Use Permit (HPCUP) for a wedding and event venue in place. In 2013, the 1947 era historic arched roof dairy barn was included on the City's register of Historic Sites and Landmarks, as required by the HPCUP approval. In 2014 Butts' architect presented the interior and exterior improvement plans to the Advisory Com- mittee on Historic Preservation (ACHP). The ACHP gave a favorable recommendation to the exterior plans. The Council approved the requested certificate and a building permit was issued. The Phase I addition was constructed in 2014 and was given a final inspection. The building and fire codes require the structure to be sprinkled to increase the occu- pancy. Due to the property being on private well and septic, a 20,000 gallon water storage tank is required as a component of a sprinkler system being designed for the site. Wayne and Angi Butt are proposing to construct another addition to the southwest corner of the barn that mirrors the addition approved in 2014. The water storage tanks would be housed in the basement of the structure and catering facilities and additional restrooms would be included in the above grade portions of the addition.
