MINUTES
CITY OF COTTAGE GROVE
ADVISORY COMMITTEE ON HISTORIC PRESERVATION
March 10, 2015
Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic
Preservation was duly held at the Cottage Grove City Hall, 12800 Ravine Parkway South,
Cottage Grove, Minnesota, on the 10th day of March, 2015.
Chair Herb Japs called the meeting to order at 7:02 p.m.
Roll Call
MEMBERS PRESENT: Herb Japs, Jan Japs, Beverly Gross, Melinda Miller,
Verlyn Lindemann, Jon Raverty, Judy Spooner
MEMBERS ABSENT: None
OTHERS PRESENT.• John M. Burbank, Senior Planner;
Bud Gross, Citizen
Burbank reminded the ACHP that there was a vacancy still for the Committee. The ACHP dis-
cussed the potential for associate members.
APROVAL OF THE AGENDA
Spooner made a motion to approve the agenda as distributed. Miller seconded. The agenda
was unanimously approved.

ACTION ITEMS
AUAR — Phase I A archeoloqical Studv
Burbank reported that one of the comments that the City received on the 2015 Alternative Urban
Areawide Review (AUAR) was from the State Historic Preservation Office, suggesting that the
City complete a Phase 1A archeological survey of the East Ravine. Burbank reported that some
surveys have already been done in the district including the Ravine Regional Park. He noted
further that to do the entire area would be a costly endeavor, and he would recommend that
active developing areas be assessed on a case-by-case basis on the need of a survey. The
ACHP concurred and recommended that the comment response reflect that action. In addition,

the ACHP recommended that the City Council look at adding the survey as a fixed cost in the
annual fee schedule. No further action was taken.
Historic Preservation Month
Burbank presented the draft language on the proclamation for Historic Preservation Month for
review and approval. The ACHP concurred with the text and held a general discussion on the
topic. No further action was taken.
2015 Historic Preservationist of the Year Plaque Review
Burbank presented the 2015 plaque text for Herb Reckinger to review and approve. The ACHP
held a general discussion on the topic. No further action was taken.
2015 Strawberrv Festival Schedule/Cookbook Sales
Burbank reported that he had secured a table for the ACHP to conduct cookbook sales. He
noted further that he would send out a reminder email and contact members to arrange cover-
age of the table. The ACHP held a general discussion on the event. No further action was taken.
Island Park Naminq Discussion
Burbank reported that the bills related to the conveyance of a tax forfeit parcel of property to the
City was making its way through the House and Senate. He noted further that should the con-
veyance be approved, he requeted that the ACHP suggest names for the island to the Parks
Commission. The ACHP held a general discussion on the topic. Burbank reported that he would
put the item on the May agenda for additional discussion. No further action was taken.
Bev's Verv Important Super Fascinatinq Scrapbook Review and Discussion
Gross shared a scrapbook that was given to her by the Biscoe family. It contained mainly news-
paper clippings for local wedding and funeral announcements from the early 1900's. The ACHP
reviewed the book and held a general discussion on it. The Committee thanked Gross for bring-
ing it in. No further action was taken.
PROJECT UPDATES
Committee Awareness Proqram
Burbank noted that Justin Atkinson had started the Cedarhurst Mansion production and was
waiting for things to green up to finish it. The ACHP held a general discussion. No further action
was taken.
Citv Hall Historic Displav Case — Barns of Cottaqe Grove
Burbank reported that he was still looking for items for the barn display case. The ACHP held a
general discussion on the project. No further action was taken.
James Sullivan Norris — Research
Spooner reported that she was still pulling together information on Norris. The ACHP held a
general discussion on the project. No further action was taken.

APPROVAL OF MINUTES
Jan Japs made a motion to approve the minutes from the January 13, 2015 meeting. Gross
seconded. The minutes were unanimously approved as presented.

Burbank gave the ACHP an update on the construction progress at 7310 Lamar Avenue. The
ACHP held a general discussion on the project. No further action was taken.

Lindemann made a motion to adjourn the meeting. Jan Japs seconded. Motion passed unani-
mously. The meeting was adjourned at 8:50 p.m.
