OPEN FORUM - 7:15 P.M.
During Open Forum, a person may address the City Council on any topic not on the regular
meeting agenda, but must limit their remarks to three minutes per person.
The following were present: Mayor Myron Bailey, Council Member Steve Dennis, Council
Member Justin Olsen, Council Member Jen Peterson, Council Member Thiede.
Also present were: Ryan Schroeder, City Administrator; Korine Land, City Attorney-
LeVander, Gillen & Miller, PA; Jennifer Levitt, CD Director/City Engineer; Craig Woolery,
Public Safety Director; Les Burshten, Public Works Director, Joe Fischbach, HR
Manager/City Clerk.
Mayor Bailey asked if anyone in the audience wished to address the City Council on any
topic not on the agenda. There being none, Mayor Bailey closed Open Forum.
REGULAR MEETING - 7:30 P.M.
CALL TO ORDER — Mayor
The City Council of the City of Cottage Grove, Washington County, Minnesota, held a regular
meeting on May 20, 2015, at the Cottage Grove City Hall, 12800 Ravine Parkway. Mayor
Bailey called the meeting to order at 7:30 p.m.
PLEDGE OF ALLEGIANCE — BOY SCOUTS OF AMERICA TROOP 237 COLOR GUARD
The Boy Scouts of America Troop 237 Color Guard, the audience, staff, and the Mayor and
City Council members recited the Pledge of Allegiance.

ROLL CALL — City Clerk
The following were present: Mayor Myron Bailey, Council Member Steve Dennis, Council
Member Justin Olsen, Council Member Jen Peterson, Council Member Thiede.
Also present were: Ryan Schroeder, City Administrator; Korine Land, City Attorney -
LeVander, Gillen & Miller, PA; Jennifer Levitt, CD Director/City Engineer; Craig Woolery,
Public Safety Director; Les Burshten, Public Works Director; Joe Fischbach, HR
Manager/City Clerk; John McCool, Senior Planner.
Mayor Bailey presided over the meeting.
1. ADOPTION OF AGENDA
Motion by Council Member Olsen, seconded by Council Member Thiede, to approve
the agenda as presented. Motion carried: 5-0.
2. PRESENTATIONS
A. Eagle Scout Awards - Donald Brittnen, Samuel LeMay, Logan McGraw (Troop
237, Cottage Grove, Minnesota).
Mayor Bailey, along with the Council Members, presented Donald Brittnen,
Samuel LeMay, and Logan McGraw plaques from the City recognizing their
Eagle Scout Awards. Each of the Eagle Scouts described what they had done
to achieve their Eagle Scout Award.
B. Northern Lights Award Presentation by Sharon Madsen.
Ms. Madsen stated that the Minnesota Association of Government
Communicators issued an Award of Excellence to the City of Cottage Grove for
its use of Social Media regarding the Cottage Grove Bike Park. Ms. Madsen
acknowledged the efforts of the entire community, as well as the Mayor, City
Council, and City staff members involved with the planning, advertising, and
construction of the Bike Park.
C. Washington County Library System Presentation by Library Board Members
Tony Jurgens and Marie Skinner.
Mr. Jurgens and Ms. Skinner spoke about the strategic plan for the Washington
County libraries, and that there will be two upcoming meetings: one at the
Washington County Service Center, Cottage Grove, on May 27, and another at
the Washington County Government Center, Stillwater, on June 4. Ms. Skinner
requested the Mayor, Council Members, and members of the community to

attend those meetings to ofFer input to the County Board, who will make the
decision on the future of the Park Grove Library as there are some who feel
there is no longer a need for brick and mortar libraries.
Council Member Thiede encouraged citizens to visit the Park Grove Library to
see how many people, especially children, use the library.
3. APPROVAL OF MINUTES
A. May 6, 2015 Reqular Meeting_
Mayor Bailey and members of the City Council approved the minutes as
presented.
4. CONSENT CALENDAR
Council Member Dennis wished to pull Items C, E, and I, Council Member Olsen
wished to pull Item K, and Council Member Thiede wished to pull Item G from the
Consent Calendar for discussion.
Council Member Dennis recognized the investment put into the property at 7310
Lamar Avenue South for conventions, weddings, etc., and commented on its historic
significance to that part of Cottage Grove.
Council Member Dennis spoke as the Council Liaison for the Public Safety, Health and
Welfare Commission and said he was excited to have Evan Davick and Shelley
Hanson appointed to that Commission.
Council Member Olsen thanked LSP Cottage Grove, L.P. for their donation to the
Economic Development Trust Fund and asked the City Administrator to explain how
the donation would be used. Administrator Schroeder replied that this company has
made a donation every year since approximately 1999 and that the Trust Fund was set
up and used solely for economic development.
Council Member Thiede stated the Environmental Commission had received a report
on 3M's pollution control, the incinerator, air quality, etc. and he was very impressed
with how well 3M is doing in all of those areas. Director Levitt responded that 3M is
doing very well in this regard.

A. Accept and Place on File the Following Minutes:
i. Advisory Committee on Historic Preservation Meeting Minutes from
3/10/2015.
ii. Environmental Commission Meeting Minutes from 4/8/2015.
B. Appoint Herb Reckinger to a term on the Advisory Committee on Historic
Preservation ending February 29, 2016.
C. Approve a Certificate of Appropriateness for an addition and modification to the
1947 barn at 7310 Lamar Avenue South.
D. Authorize issuance of a single-occasion gambling permit to the Cottage Grove
Fire Relief Association to conduct a raffle and tipboards at American Motor
Sports Bar and Grill, 7240 East Point Douglas Road, on June 18, 2015.
E. Appoint Evan Davick as a youth member on the Public Safety, Health and
Welfare Commission.
F. Authorize execution of the Mutual Aid Agreement with the Fire Departments of
Washington County, Minnesota, and St. Croix County, Wisconsin, making
equipment, personnel, and other resources available in emergency situations or
for designated training activities.
G. Receive report on 3M Cottage Grove Environmental Compliance Document File
Review.
H. Authorize renewal of the Joint Powers Agreement of the Washington County
Narcotics Task Force and authorize Public Safety Director Woolery to execute
the agreement
I. Appoint Shelley Hanson to the Public Safety, Health and Welfare Commission
ending February 28, 2017.
J. Adopt Resolution No. 2015-062 authorizing signing authority allowing access to
Minnesota Government Access (MGA) accounts for electronic court records
and documents.
K. Adopt Resolution No. 2015-063 accepting a donation received from LSP
Cottage Grove, L.P. for the Economic Development Trust Fund.
Motion Carried: 5-0.
5. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES — None.
6. PUBLIC HEARINGS
A. 1. Hold the public hearing to vacate and discontinue all existing drainage and
utility easements located within the City-owned parcel (legally described as
Outlot A, Glengrove Industrial Park 3rd Addition) and both of AGCO's parcels.
2. Consider adopting a resolution approving the vacation and discontinuance of
the easements. 3. Consider adopting a resolution approving the Glengrove
Industrial Park 5th Addition.
Senior Planner John McCool explained the purpose of re-platting the area
relates to American AGCO's expansion in fihe business park.

Motion by Council Member Olsen, seconded by Council Member Thiede, to
adopt Resolution No. 2015-064 approving the vacation and discontinuance of
the easements and authorize the City Clerk to prepare a Notice to be presented
to the Washington County Auditor regarding the completion of the proceedings
herein. Motion Carried: 5-0.
Motion by Council Member Olsen, seconded by Council Member Peterson, to
adopt Resolution No. 2015-065 approving the Glengrove Industrial Park 5th
Addition. Motion Carried: 5-0.
7. BID AWARDS — None.
8. UNFINISHED AND NEW BUSINESS — None.
9. RESPONSE TO PREVIOUSLY RAISED COUNCIL COMMENTS AND REQUESTS --
None.
10. COUNCIL COMMENTS AND REQUESTS
Council Member Dennis advised there were four different homes burglarized in
the last couple of weeks and once again recommended citizens keep their
garage doors closed, house doors closed, keep keys and garage door openers
out of vehicles to keep others from accessing property, and also to clean up
overgrown shrubs, etc. to increase visibility and make things more difficult for
criminals.
Council Member Olsen spoke about the Strawberry Fest Talent Show in
conjunction with a singing contest put on by "Minnesota Sings."
Council Member Olsen advised that May 17 —23 is National Public Works
Week and the theme for the week is "Community Begins Here". He
acknowledged the City's Public Works employees for their great work.
Council Member Olsen commented on the proposed sale of the vacant Home
Depot property.
Council Member Peterson said the next "Fare for All" grocery event, which
helps support the food shelf, is June 11 at All Saints Lutheran Church.
Council Member Peterson stated that three times a week the Stone Soup Thrift
Shop receives day-old bakery and bread items from Panera in Woodbury and
said they would be interested in volunteers willing to help.

Council Member Peterson said there will be a Memorial Day ceremony on May
25 at Cottage Grove City Hall and encouraged the public to attend.
Council Member Peterson advised that June 27 - 28 is South East Metro
Amateur Radio Club Field Day at Zion Lutheran Church.
Council Member Thiede stated there are only four weeks until the Strawberry
Fest and encouraged citizens to get involved.
Mayor Bailey said it would be nice to hear from the Strawberry Fest members at
the next City Council Meeting on June 3 to find out what's new this year.
Mayor Bailey thanked everyone involved in the Home Depot site redevelopment
and outlined the next steps involved.
Mayor Bailey said the Night to Unite Information Picnic will be held on May 21
and citizens can sign up to request the Mayor or a Council Member to attend
their block party on August 5.
Mayor Bailey noted that this would be City Administrator Ryan Schroeder`s last
City Council Meeting and that they had a wonderful turnout at his reception prior
to the Council Meeting. He thanked Ryan for his years of service to the City and
wished him well in his future endeavors.
11. PAY BILLS
Motion by Council Member Thiede, seconded by Council Member Olsen, to approve
payment of check numbers 191088 through 191274 in the amount of$364,309.06 and
EFT Payment of$47,930.93. Motion Carried: 5-0.
12. WORKSHOP SESSION — OPEN TO PUBLIC — None.
13. WORKSHOP SESSION — CLOSED TO PUBLIC — None.
ADJOURNMENT
Motion by Council Member Peterson, second by Council Member Dennis, to adjourn the
regular meeting at 8:34 p.m. Motion Carried: 5-0.
