Backqround ;
The next scheduled Pavement Management Area as outlined in the Capital Improvement Plan '
includes streets in two residential areas of Cottage Grove along with a portion of 80th Street: ;
• Pinehill Neighborhood: Streets north of 95th Street and east of Hadley Avenue (District �
D-2).
• Pine Meadow Neighborhood: Streets north of 85th Street, west of Keats Avenue, south '�
of 80th Street, and east of East Central Ravine Park (a portion of Districts F-3 and F-5).
• 80th Street between Ideal Avenue and Jamaica Avenue
Included with this memo is a project location map that highlights the proposed areas. 'I
Discussion '
Both the Pinehill and Pine Meadow Neighborhoods are proposed for reconstruction due to the :
poor condition of the streets. Similar to the 2014 and 2015 Pavement Management projects, ;
these streets are experiencing failure due to stripping, which was greatly increased during
extreme winter of 2013-2014.
The section of 80th Street between Ideal Avenue and Jamaica Avenue is also included in the �
2016 Pavement Management project. Due its deteriorating condition, the pavement on 80th
Street from Highway 61 to Keats Avenue was analyzed during the spring of 2015. Along with a
large amount of rutting, this analysis indicated very low pavement condition ratings (PCI's) for '
the entire length of 80th Street, ranging from 33 to 43. The section of 80th Street from Ideal
Avenue to Jamaica Avenue was determined to have a PCI of 36. Due to the length and associ- (
ated pavement replacement costs, the 80th Street rehabilitation was proposed to be completed
over three years from 2016 to 2018. This plan would call for the Jamaica Avenue to Keats '
Avenue segment to be completed in 2017, and the Highway 61 to Ideal Avenue segment to be
completed in 2018.
Feasibility Report: The next step in the project development process is the preparation of a �
feasibility report. It is recommended that the feasibility report be ordered at this time to deter- �
mine the physical and economical feasibility of providing the necessary public improvements. �

RESOLUTION AUTHORIZING THE PREPARATION OF A FEASIBILITY ''
REPORT FOR THE 2016 PAVEMENT MANAGEMENT PROJECT I
WHEREAS, based upon the City CounciPs acceptance of the Capital �,
Improvement Plan, the next step in the development process is the preparation of
a feasibility report; and
WHEREAS, it is recommended at this time to determine the physical and ',
economical feasibility of providing the necessary public improvements; and !

WHEREAS, the City desires to assess the cost of said improvements to all ,
benefitted properties. ,
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of
Cottage Grove, County of Washington, State of Minnesota, that a feasibility report ',
for the 2016 Pavement Management Project be authorized. '
