Jamaica Avenue, north of 70 Street is showing significant signs of surface deterioration. City Public Works staff continue to patch and repair this road segment on a regular basis. th The proposed improvements include constructing a roundabout at the intersection of Jamaica and 70 Street; including storm sewer, concrete pavement, concrete medians, trail extensions, lighting, irrigation, and th landscaping. Jamaica Avenue, both north and south of 70 Street, are proposed to be reclaimed and a new th bituminous section constructed. 70 Street is proposed to be reconstructed to include turn lanes into the Dodge Nature Center. The general project location is shown below in Figure 1 below. It is anticipated that this project would be constructed during the 2016 construction season. PROJECT SCOPE This project consists of street improvements in the general location shown in Figure 1 below. Figure 1 Î General Project Location RI EQUIRED MPROVEMENTS th The project includes improvements to Jamaica Avenue between Indian Boulevard and Military Road; and 70 Street South between 1600 feet west and 700 feet east of Jamaica Avenue (see figure 2 in the appendix of th this report). A roundabout at the intersection of Jamaica Avenue and 70 Street, public trail extensions, street lighting and landscaping are all included in the proposed improvements to be constructed in 2016. th The intersection of Jamaica Avenue and 70 Street currently exists as a four way stop controlled intersection. This intersection is proposed to be reconstructed with a roundabout (see figure 3 in the appendix of this report). The proposed roundabout will be constructed with concrete curb and gutter, concrete pavement and concrete medians. Jamaica Avenue, north of the roundabout, is proposed to be fully reconstructed to the north property line of the Rose of Sharon Church. Jamaica Avenue, north of the Rose of Sharon Church north property line and south of the roundabout, is proposed to be reclaimed and a new section of bituminous placed. To minimize costs related to future adjoining development construction north of the Rose of Sharon Church an interim pavement section (16 foot bituminous with 8 foot gravel shoulder) will be constructed. A full access to Jamaica Avenue is proposed for the Rose of Sharon Church. th 70 Street is proposed to be reconstructed to provide turn lanes into the Dodge Nature Center. The Dodge Nature Center is proposing to start school programs on site in 2016. A cost estimate has been included in the appendix of this report. All street improvements will be designed to meet Municipal State Aid, City of Cottage Grove and Washington County Standards. th Eight-foot wide bituminous trails are proposed to be extended on both sides of Jamaica Avenue north of 70 th Street. The trail on the west side of Jamaica Avenue is proposed to be extended to 67 Street Court South. The trail on the east side of Jamaica Avenue is proposed to be extended to the northern access of the Rose th of Sharon Church. Portions of the existing sidewalks on Jamaica Avenue south of 70 Street are proposed to be realigned to connect into the proposed roundabout. Street lighting is proposed to be installed within the four legs of the roundabout. The lighting will be very th similar to the lighting installed in the roundabout at the intersection of 70 Street South and Keats Avenue. Ravine style lighting is proposed to be installed on both sides of Jamaica Avenue; north of the roundabout to the north property line of the Rose of Sharon Church. The intent of this project is to provide landscaping, irrigation and accent lighting to the roundabout area. The landscaping will include hardwood trees, shrubs, perennials and ornamental grasses. The landscaping, th irrigation and accent lighting will be very similar to that installed in the roundabout at the intersection of 70 Street South and Keats Avenue. An 8 inch sanitary sewer service and 8 inch water service are proposed to be extended from the south side of th 70 Street to the Dodge Nature Center property (see figure 4 in the appendix of this report). These utility extensions will provide future service connections for the Dodge Nature Center. REQUIRED EASEMENTS th At the intersection of 70 Street and Jamaica Avenue, where the roundabout is proposed, additional right-of- way will be required at the four corners. The additional right-of-way will be needed to construct the proposed trails and grading slope transitions. Temporary construction easements will also be required, the extent of which will be determined during the detailed plan preparation. RP EQUIRED ERMITS This project requires the following permits: MPCA General Storm water permit (NPDES Permit) Washington County Right of Way and Access Permit MPCA Sanitary Sewer extension Permit MN Department of Heath Water Main Permit PROJECT COSTS ECC STIMATED ONSTRUCTION OSTS th A detailed cost estimate for improving Jamaica Avenue between Indian Boulevard and Military Road; and 70 Street South between 1600 feet west and 700 feet east of Jamaica Avenue, have been prepared and is included in the Appendix. All costs are based on anticipated unit prices for the 2016 construction season. th Costs for required right-of-way and temporary easements near the intersection of Jamaica Avenue and 70 Street are not included. FINANCING The improvement costs for this project would be financed through the use of a number of dedicated funds and special assessments. Washington County would provide funding for a portion of the improvements th proposed within the 70 Street (C.S.A.H 22) right-of-way Following is a breakdown on the proposed project financing: Washington County $ 1,181,530 City of Cottage Grove / $ 1,754,560 Assessments* TOTAL PROJECT COSTS $ 2,936,090 *Assessment amounts are based on the City Policy and further subject to benefit appraisal. RECOMMENDATIONS TO COUNCIL The proposed improvements in this report are necessary, feasible and cost-effective related to general engineering principles. The feasibility of this project as a whole is subject to the financial review. The improvements are necessary to address continued maintenance issues and to serve future development properties. The following recommendations are made: Adopt this report as the guide for improving the streets described. € The City conducts a legal and fiscal review of the proposed project. € The City installs the improvements as described within this report, with construction being started in € 2016. The below tentative schedule be implemented for the project. € Accept the feasibility report and order the Public Hearing.
