This section of the ordinance also specifies that signage in excess of these requirements requires City Council approval of a conditional use permit. Planning Staff Report— Case No, CUP2015-023 Crossroads Church — Exterior Signage July 27, 2015 Page 2 of 8 The ordinance lists eleven general criteria that must be met to obtain approval of the conditional use permit. The criteria relates to impact on property, design, compatibility with the existing and intended character of the zoning district, not hazardous, detrimental or disturbing to present and potential surrounding land uses, generate minimum traffic on local streets, not create additional public improvements at the public's expense, and adversely impact scenic or natural features or potential development of adjacent properties. Approval of this conditional use permit application for additional signage as proposed by the appli- cant and recommended by City staff meets the ordinance criteria described above. Existing Site Characteristics Crossroads Church is located on a 4.4 -acre parcel on the northwest corner of the Jamaica Avenue and 80th Street intersection. Two existing driveways leading into the Church's parking lots connect to Ivystone Avenue. Off-street parking is provided on the north, west, and south sides of the Church building. The main entrances into the building are located on the north and south sides of the building. An aerial photo of the property is shown below. There is no other signage provided on the Church property. A photo- graph of the existing monument sign is shown below. Existing Monument Sign Proposed Signage Crossroads Church is proposing to remove the existing cross on the southeast side of the building and replacing it with a new sign which simply states "Crossroads Church: no perfect people allowed' with a logo in the upper right corner. The property owner has prepared three options for their new sign. The sign's message reads the same for all three options. The aluminum backer panel is 1.5 inches deep. The media on the sign is 49.47 square feet. The black vinyl letters and sunflower yellow colored logo will be mounted to the aluminum panel. The applicant is considering the white colored panel as a background so that the media on the sign can be legible from the 80th Street and Jamaica Avenue intersection. The applicant is considering the white colored panel as a background so that the media on the sign can more easily be legible from the 80th Street and Jamaica Avenue intersection. The Option 1 design shows the lettering mounted to the building's exterior wall without the white colored backer panel. This was the preferred design by the Tech- nical Review Committee, but all three options can be considered. Staff finds that the criteria for issuance of a conditional use permit to allow additional signage on the Crossroads Church property as recommended above does not adversely impact any of the criteria, will not adversely impact neighboring properties, will not cause any changes traffic volumes, is not hazardous or disturbing to surrounding properties, or will not create additional services by City departments. Public Hearing Notices Public hearing notices were mailed to 102 property owners who are within 500 feet of Crossroads Church site. These notices were mailed on July 15, 2015. The 500 -foot buffer around the site is shown on the location map. The notice was also published in the South Washington County Bulletin on July 15, 2015. An email message from Michelle Rageth, 8850 80th Street South, was received on July 22, 2015. Ms. Rageth's message stated that she is in favor of the 102.5 square foot sign proposed on the Church's building. Technical Review Committee The Technical Review Committee (City staff representing all City Departments and advisory commissions) reviewed Crossroads Church's conditional use permit application on July 8. Attendees at the Technical Review Committee generally supported the applicant's three options. Planning Staff Report—Case No. CUP2015-023 Crossroads Church — Exterior Signage July 27, 2015 Page 8 of 8 Recommendation That the Planning Commission recommends to the City Council that the conditional use permit application by Crossroad Church to exceed the maximum wall sign size of 50 square feet to mount a new exterior wall sign having up to 102.50 square feet on the southeast wall of the principal structure located at 7955 Ivystone Avenue South. This recommendation is subject to the following conditions: 1. A building permit for the new sign is applied for and submitted to the City's Building Inspections Division for review and approval. The building permit must be issued before the sign(s) are installed. 2. All electrical wiring, connections, and temporary lighting fixtures must comply with State electrical requirements. 3. Any illuminated sign shall be diffused or directed so as not to direct rays of light toward adjacent properties or public right-of-way. The illumination source shall not be placed so as to cause or create a traffic hazard. 4. All electrical power supply, wiring, and conduits must not be visible on the exterior of any sign. 5. All other Sign Ordinance regulations are complied with. 6. If a raceway design is used to mount signage, the raceway shall be uniform in color and consistent in color with the wall fagade. Our cross has become tarnished over the years and as it faces the intersection of 80' and Jamaica, we realize it is an eyesore for the neighborhood and city. We would like to replace it with a new sign which simply states "Crossroads Church: No perfect people allowed" along with our logo (see attachment). We are asking to install a 102.5 square foot sign on our exterior facing the intersection. We are working with Lawrence Sign to remove the cross and install the new sign. Currently, we have one monument sign on our property (see attachment). Please consider our request to install this new sign so our property will look nicer and we can better communicate to the city who we are as a church. Thank you so much!
