Location Map
Planning Commission
The Planning Commission reviewed the application at their regular meeting on July 27, 2015.
With their application they submitted three signage options. A fourth option was presented to the
Commission at the meeting which showed a 126 square foot wall sign mounted on the south-
east side of the Church building. Pastor Kekerschner explained that the church committee has
not decided which of the four sign options will be installed, but wanted to know which of the four
options would be approved by the City. The Commission inquired about the percentage of wall
signage for each of the four options. That information was not available at the meeting, but the
percentages have since been calculated. The results for wall face where the proposed wall sign
is proposed:
Option 1 50 square feet of wall sign 5.7 percent
Option 2 66 square feet of wall sign 7.8 percent
Option 3 102 square feet of wall sign 11.7 percent
Option 4 100 square feet of wall sign 11.5 percent

NOTE: There is no other wall signage anywhere else on the Church building.
The Commission supported the applicant's request to install wall signage on the southeast side �
of the Church building and understood that the sign media and color scheme are details that the
City cannot regulate.
The public hearing was open for public comment. Nobody in attendance spoke in favor or i
against the conditional use permit application that proposed 50 to 126 square feet of wall sign- ,
age. For this reason, the Planning Commission unanimously (7-to-0 vote) recommended ap- '
proval of the conditional use permit application; allowing one of the four sign mounted options, '
subject to the conditions listed in the planning staff report.

Planning Considerations ;
Compliance with Ordinance Requirements
The Sign Ordinance (Title 9, Chapter 8, Section 5(C), Places of Worship, Parks, Hospitals, i
Schools, and Other Non-residential Buildings), allows one monument sign not to exceed 50
square feet and not higher than 10 feet and limits the amount of exterior wall signage to 50 ',
square feet. This section of the ordinance also specifies that signage in excess of these ;
requirements requires City Council approval of a conditional use permit.
The ordinance lists eleven general criteria that must be met to obtain approval of the conditional I
use permit. The criteria relates to impact on property, design, compatibility with the existing and ,
intended character of the zoning district, not hazardous, detrimental or disturbing to present and i
potential surrounding land uses, generate minimum traffic on local streets, not create additional i
public improvements at the public's expense, and adversely impact scenic or natural features or
potential development of adjacent properties. '
Approval of this conditional use permit application for additional signage as proposed in the four i
options by the applicant and recommended by City staff meets the ordinance criteria described
above.
Existing Site Characteristics i
Crossroads Church is located on a 4.4-acre parcel on the northwest corner of the Jamaica Ave- I
nue and 80th Street intersection. Two existing driveways leading into the Church's parking lots �
connect to Ivystone Avenue. Off-street parking is provided on the north, west, and south sides of
the Church building. The main entrances into the building are located on the north and south
sides of the building. An aerial photo of the property is shown below. �

feet west of Jamaica Avenue. There is no other signage provided on the Church property. A photo-

Proposed Signage
Crossroads Church is proposing to remove the existing cross on the southeast side of the building
and replacing it with a new sign which simply states "Crossroads Church: no perfect people
allowed" with a logo in the upper right corner. The property owner has prepared four options for their
new sign. The sign's message reads the same for all four options.

Option 2 is a 66 square foot sign with the lettering and logo mounted onto a 72-inch by 132-inch
aluminum backer panel that is painted white. The aluminum backer panel is 1.5 inches deep. The
media on the sign is 49.47 square feet. The black vinyl letters and sunflower yellow colored logo will
be mounted to the aluminum panel. The applicant is considering the white colored panel as a back-
ground so that the media on the sign can be legible from the 80th Street and Jamaica Avenue inter-
section.

Southeast Exterior Wall-Existing Cross Proposed to be Removed
Based on the exterior wall's area on the southeast side of the existing Church building, the pro-
posed 102.5 square feet of exterior wall signage (Option 3) and 100 square foot (Option 4) both
appear to be proportional to the building's wall surface area. The Option 1 design shows the
lettering mounted to the building's exterior wall without the white colored backer panel. The sign
options without the white colored sign background was the preferred design by the Technical
Review Committee.
Staff finds that the criteria for issuance of a conditional use permit to allow additional signage on
the Crossroads Church property as recommended above does not adversely impact any of the
criteria, will not adversely impact neighboring properties, will not cause any changes traffic vol-
umes, is not hazardous or disturbing to surrounding properties, or will not create additional
services by City departments.
Public Hearing Notices
Public hearing notices were mailed to 102 property owners who are within 500 feet of Cross-
roads Church site. These notices were mailed on July 15, 2015. The 500-foot buffer around the
site is shown on the location map. The notice was also published in the South Washington
County Bulletin on July 15, 2015.
An email message from Michelle Rageth, 8850 80th Street South, received on July 22, 2015
stated that she is in favor of the 102.5 square foot sign proposed on the Church's building. Ms.
Rageth probably was not aware of the fourth sign option.
Technical Review Committee
The Technical Review Committee (City staff representing all City Departments and advisory
commissions) reviewed Crossroads Church's conditional use permit application on July 8.
Attendees at the Technical Review Committee generally supported the applicant's three options.

PRINCIPAL STRUCTURE, 7955 IVYSTONE AVENUE SOUTH ;
WHEREAS, Crossroads Church applied for a conditional use permit to exceed the �
maximum wall sign size of 50 square feet to mount a new wall sign having up to 126 square feet '
on the southeast wall of their principal structure, on the property legally described below: ;
Lot 2, Block 1, Northwest Covenant 1 st Addition, Cottage Grove, Washington County,

WHEREAS, public hearing notices were mailed to property owners within 500 feet of the ,
property and a public hearing notice was published in the South Washington County Bulletin; and '
WHEREAS, the Planning Commission held a public hearing on July 27, 2015; and
WHEREAS, a planning staff report, which detailed specific information on the property and
the application request was prepared and presented; and ,
WHEREAS, the public hearing was open for public testimony and no one spoke for or !
against the application. Testimony from the applicant was received and entered into the public '

WHEREAS, the Planning Commission unanimously (7-to-0 vote) recommended approval
of the applications, subject to certain conditions listed below. j

NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Cottage Grove,
Washington County, Minnesota, hereby approves the conditional use permit to exceed the j
maximum wall sign size of 50 square feet to mount a new wall sign having up to 126 square feet �
on the southeast wall of Crossroads Church principal structure, located on the property legally
described above, subject to the following conditions: ;

1. A building permit for the new sign is applied for and submitted to the City's Building
Inspections Division for review and approval. The building permit must be issued i
before the sign(s) are installed.
2. All electrical wiring, connections, and temporary lighting fixtures must comply with �
State electrical requirements.

3. Any illuminated sign shall be diffused or directed so as not to direct rays of light
toward adjacent properties or public right-of-way. The illumination source shall not '
be placed so as to cause or create a traffic hazard. ,

4. All electrical power supply, wiring, and conduits must not be visible on the exterior of
any sign. ',
5. All other Sign Ordinance regulations are complied with.
6. If a raceway design is used to mount signage, the raceway shall be uniform in color
and consistent in color with the wall fa�ade. ,

To Whom it May Concern I�
Crossroads Church in Cottage Grove (80th and lamaica) is seeking to remove an old exterior cross and '
replace it with a new, nice updated sign. Our cross has become tarnished over the years and as it faces '
the intersection of 80th and Jamaica, we realize it is an eyesore for the neighborhood and city. We
would like to replace it with a new sign which simply states"Crossroads Church: No perfect people
allowed" along with our logo (see attachment). We are asking to install a 102.5 square foot sign on our
exterior facing the intersection. We are working with Lawrence Sign to remove the cross and install the
new sign. Currently, we have one monument sign on our property(see attachment). Please consider ',
our request to install this new sign so our property will look nicer and we can better communicate to the

6.2 Crossroads Church Sign — Case CUP2015-023 '

Crossroads Church has applied for a conditional use permit to exceed the maximum wall ,
sign size of 50 square feet to mount a new wall sign having up to 102.50 square feet on the i
southeast wall of the principal structure at 7955 Ivystone Avenue South.
McCool summarized the staff report. He reported that the applicant provided a fourth sign �
package option for up to 126 square feet of signage. He recommended approval of the
application allowing signage up to 126 square feet to be mounted on the southeast wall of the ''
church subject to the conditions stipulated in the staff report.
Zopfi asked if they had decided which design they wanted. McCool responded no. Jake
Kerschner, Campus Pastor at Crossroads Church, 7858 67th Street Court South, stated that
they are still undecided on their preferred sign package. They want the signage to be visible '
from the street and look nice; they are leaning towards Option #1 but at a larger size.
Brittain asked if they needed to have a slogan in addition to their logo taking up the square �
footage of their allowable signage. Kerschner stated that is the main reason they want to do
that sign, noting that they have that signage on their Eagan campus. Johnson stated that �
slogan is part of their brand.
Levitt encouraged the Commission to limit the discussion to the size of the signage as the City I
cannot regulate the content of the sign. The application is for a conditional use permit for the
size of the sign. I

Brittain opened the public hearing. No one spoke. Brittain closed the public hearing. ,

Graff asked if findings of fact are needed for this application. McCool responded that this is '
not a variance application; it is a conditional use permit. The Commission could incorporate
rationale for the conditional use application. �

Brittain expressed concern about setting a standard by straying significantly from the sign
ordinance requirements to go from 50 square feet to 126 square feet. McCool clarified that the I
ordinance allows 50 square feet for freestanding and 50 square feet for wall mounted signage. �
The ordinance allows for the conditional use for non-residential uses such as schools and
churches. He noted that we are evaluating a sign package. Brittain asked what other
conditional use permits for sign packages for other entities of this type have been allowed. ,
McCool stated that the review is for how much of the wall space the signage would occupy. In
this particular case, there is no other wall signage on the building. The square footage �
requested would occupy only a small percentage of the total wall area of the.structure, and �
they only have one freestanding sign on the property. The four options they provided would
occupy a reasonable amount of space on the building. �

Rostad asked if the pictures provided with the proposed signage are to scale. McCool �
responded yes. Rostad asked about the options. Kerschner stated that they are still deciding

which option they want; the important factor is visibility from the street. They would like to have ;

Johnson asked about the square footage of the cross on the building. Kerschner does not
know. Johnson stated that it appears the proposed sign size is comparable to the cross size.
He asked if the ordinance is changed when the cross is removed and the words are added. '
McCool responded that the City does not consider crosses to be signage, so they are not
regulated.
Rostad stated that the 100 square foot sign is in proportion to the building and believes the
request is within reason and would look appropriate. He supports the application.
Graf made a motion to approve the conditional use permit to allow a sign up to 126 '�
square feet to be mounted on the Crossroads Church building,subject to the conditions
listed in the staff repori: Rostad seconded. ,
Johnson asked if the updated sign ordinance takes into consideration the proportion of sign
size to building size. McCool responded that for commercial properties there is a sign coverage ;
is limited to15 percent of wall space. In this particular case, the proposed options would not �
exceed the 15 percent allowed for commercial signage. He stated that staff could provide the I
percentage of wall signage for this building, noting that the larger size requested fits the wall '
space visually. Johnson asked if this application would be for this size or no bigger than 15
percent of your building in order to not set precedent. McCool responded that this is a proposed 'I
sign package as a conditional use permit. The City can identify the percentage of coverage on '
a wall area; we would look at the whole property and the entire building as to whether or not
the sign package is appropriate for the building and property. Examples would be schools and ;
churches. There are no specified criteria or limitations; it is just a proposed sign package. j
