MINUTES OF MEETING
July 28, 2015
Pursuant to due notice, a meeting of the Public Safety, Health and Welfare Commission
was held at the City Hall.
1. REGULAR MEETING
01.A. Call to Order: The July 28, 2015, meeting of the Cottage Grove Public Safety,
Health and Welfare Commission was called to order at 7:00 pm.
Members Present: Jodi Lewis, AJ Janssen, Bill Serpico, Lise' Rediske, Kent Griffith,
Pat Forsythe, Evan Davik
Members Absent: Shelly Hanson
Staff Present: Council Liaison Steve Dennis, Interim City Administrator/Director of
Public Safety Craig Woolery, Captain Pete Koerner, Fire Chief Rick

01.B. Approval of Minutes
Due to no June 23�d, 2015 meeting being held, Commission Chair Jodi Lewis informed
the Commission there are no minutes to be approved.
01.C. Approval of Aqenda
Commission Chair Jodi Lewis presented the July 28, 2015 agenda of the Public Safety,
Health and Welfare Commission for review. On a motion by Commission member Kent
Griffith, seconded by Commission member Bill Serpico, the July 28, 2015 agenda was
accepted and approved by the Commission. Motion carries.
2. OPEN FORUM
Commission Chair Jodi Lewis invited citizens present to address the Commission
regarding any matters that were not on the approved agenda.
There being no items, Commission Chair Jodi Lewis closed the Open Forum segment
of the meeting.
3. PRESENTATIONS
03.A. Fire Station 2 Presentation — Interim City Administrator/Director of Public Safety

Interim City Administrator/Director of Public Safety Woolery gave an update on the
process of the space needs study for Fire Station 2. He stated the tentative schedules
out to 2017 for construction is to begin on Fire Station 2. The city contracted with Wold
Architect for the Space Needs Study in 2015. A Core Planning Group is comprised of
City Finance Director Robin Roland, Council member Justin Olsen, Interim City
Administrator/Public Safety Director Craig Woolery, Fire Chief Rick Redenius, Fire
Marshal PJ McMahan, Public Safety Commission Chair Jody Lewis, and members from
Wold Architect. He informed the Commission of the Mission Statement and Guiding
Principles as well as the Goals and Objectives for implementation are developed by the
Core Planning Group for future planning. The next step is to set up tours to look at other
departments — Roseville, Eagan, Richfield, St. Paul and Stillwater.
He provided a copy of ineeting minutes for the Commission's information. He stated he
would like feedback from the Commission on future Fire Station 2 location. There was
some discussion regarding location staying at its current location on 80t" Street as it
appears to be "in the community" rather than near City Hall "in a park setting". Also,
there will be development expanding to the east in the future. Also, discussion as to
whether Fire Station 2 would be destroyed prior to the construction of a new building.
Fire Chief Redenius said that it would not and that it would house fire fighters and
equipment until the new building was ready to transition to and then possibly use some
of the older building (apparatus bays) for use as part of training area (HERO Center).
03.B. City Administrator Update — Interim City Administrator/Director of Public Safety
Craig Woolery
Informed the Commission that Springsted was the hiring firm that City Council hired to
recruit applicants. Based on criteria by City Council, there were 26 applicants and after
review by Council brought the number down to 14. There was a sub-committee that
included Mayor Bailey, Council member Olsen, Interim City Administrator/Director of
Public Safety Woolery and City Attorney Kori Land. The sub-committee then reviewed
the 14 applicants and brought that number down to 5 with interviews schedufed during
the first week of office. All are good candidates and from the 5 state mid-west area.
Once finalists are announced, they will be stated publicly. There will be a social event
held with invitations to include Commissions. Also tours of the city facilities and areas
and the last day have interviews with candidates. It has been a thorough process from
the start of the process until now.

8. STAFF REPORTS
08.A. Police — Captain Koerner informed the Commission of the following:
The 2016 budget process is keeping everyone very busy. Public Safety will be at a
Council workshop tomorrow night going over our budget and budget additions. On 8-
19 at 6 pm there will be a City Council-All city commissions' budget presentation and
open house.
Strawberry Fest events — Public Safety had 7 calls that were somewhat related to
festival, ie. Band music too loud, a couple of intoxicated people, lost keys.
One of our CSOs was hired by St. Cloud PD, so we are going to be hiring a CSO.
CSOs are usually retained here for 2-3 years, and then often hired by a police
department.
Citizen Academy is being postponed until this fall and will be held on Tuesday nights
beginning October 6 until November 24.
The Crime Board has recently changed their name to the Public Safety Board. Emily
Buss did an article on what the Board has done over the years. They held fund raising
event for all elements of public safety— Police, fire and ems. Recently worked with
Cottage Grove Lions and donated an AED to our VFW. They are involved in Night to
Unite, Safety Camp, and are also redoing their web page and new logo. Contact Officer
Gail Griffith if interested.
Safety Camp was last week. Coordinated effort with our public safety department and
Parks and Rec department and is held for 2 days. Awesome event.

Holiday Train Committee will be holding their first meeting in August.
Friends in Need Food Shelf is looking at getting a new building and will be holding a
capital campaign —with fund raising events coming up, including OktoberFest.
All Commission budget presentation on August 19t" at 6 pm at City Hall. Also, at the
August 25t" Commission meeting we will be covering the Hunting ordinance.
08.B. Fire — Fire Chief Redenius informed the Commission of the following:
Call responses are 250 for the month of May and down to 20 for the month June, which
is not uncommon. There were some very busy weekends that included lightning strikes.
We have our 7t" Firefighter in place and he is now out on his own. In 2016, the part time
fire staff will be on a new schedule by going to a bid schedule.
08.C. Council Recap
Council member Dennis informed the Commission of the following Council recaps:
This time of year Council meetings have been on the lighter side due to the budget
process.
He did inform the Commission he felt had only one issue that would fall under the
interest of the Commission that relates to revoking rental licenses from the June 3rd and
June 15th meetings. 532 licenses granted for 2015. There were a total of 6 license
applications that had violations of either challenges in getting their applications into us
or had other violations found that are termed as life or safety issues. 3 of the 6 were
revoked. It is the hope that the issues identified get taken care of and they can reapply
for licenses and get back in good standing.
Night to Unite will be Tuesday August 4t" from 5 to 9 pm. This year we have over 40
parties registered with the city. This is a great opportunity to get to know your
neighbors.
Thursday July 30th from 7 to 9 pm, Council member Justin Olsen and Council member
Steve Dennis will be holding a Town Hall meeting at City Hall and invited citizens to
stop by for discussion and would welcome any questions or ideas they would like to
bring to their attention.

Code Enforcement Officer Emily Schmitz has accepted a position as a Planner for
Carver County and we wish her well.
Thank you to the Commission for volunteering their service. He then introduced Evan
Davik as a newly appointed Youth Member to the Commission.
9. ADJOURN
Motion to adjourn the meeting by Commission member AJ Janssen, seconded by
Commission member Bill Serpico. Motion carried. Meeting adjourned at 8:00 p.m.
