SPECIAL MEETING – 6:00 P.M.
CALL TO ORDER – Mayor
The City Council of the City of Cottage Grove, Washington County, Minnesota, held a
special meeting on August 5, 2015, at Cottage Grove City Hall, 12800 Ravine Parkway.
Mayor Bailey called the meeting to order at 6:14 p.m.
ROLL CALL
The following were present: Mayor Myron Bailey, Council Member Steve Dennis,
Council Member Justin Olsen, Council Member Jen Peterson, Council Member Dave
Thiede.
Also present were: Craig Woolery, Interim City Administrator; Les Burshten, Public
Works Director; Zac Dockter, Parks and Recreation Director; Jennifer Levitt, Community
Development Director/City Engineer; Robin Roland, Finance Director; Brenda
Malinowski, Assistant Finance Director; Harry Taylor, Public Works Supervisor; Gary
Orloff, Streets Foreman; Eric Johnson, Fleet Maintenance Foreman; Molly
Pietruszewski, Recreation Supervisor; Jordan Hirman, Ice Arena Manager; Steve Bowe,
Forester.
BUDGET WORKSHOP SESSION
The Public Works budget discussion began with the Streets, Signs, and Snow Removal
budgets. Foreman Orloff discussed the sprayer/spreader that was not in the proposed
budget.
Council Member Olsen asked for clarification of equipment sharing between the Public
Works and Parks Departments.
The Sealcoating and Storm Water budgets were discussed. Mayor Bailey wanted to
know if the proposed budget increase for storm water charges was adequate. Director

Levitt proposed presenting a 20-year storm water projection at the next budget
workshop.
The Water, Sewer, and Street Light budgets were presented to Council. Street Light
rates will be discussed further in the CIP workshops this fall per Director Roland.
The Fleet, Public Works Administration, and Equipment Replacement budgets were
presented. Council Member Olsen questioned if the bucket truck in 2017 needed to be
replaced if an aerial truck was purchased in 2016. Director Dockter recommended
waiting until 2016 to evaluate the need for the bucket truck in 2017.
There was a short break.
Forman Orloff, Supervisor Taylor, Forman Johnson, and Director Levitt left, while
Supervisor Pietruszewski, Manager Hirman, and Forester Bowe arrived.
The Parks and Recreation, Forestry, and Parks Maintenance budgets were discussed.
Director Dockter discussed oak wilt in the City. He requested that an additional $10,000
be added to the proposed Forestry budget to address potential oak wilt concerns. He
also requested that the EAB funding be renamed Diseased Tree Removal Funding.
The Ice Arena budget and Park Capital Improvement funds were presented to Council
by Manager Hirman and Director Dockter.
