HomeMy WebLinkAbout2015-09-08 PACKET 07.OS�TT9� HrSfORICLAND�DIDK MINUTES CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION May 12, 2015 Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic Preservation was duly held at the Cottage Grove City Hall, 12800 Ravine Parkway South, Cottage Grove, Minnesota, on the 12th day of May, 2015. Chair Herb Japs called the meeting to order at 7:05 p.m. Roll Call MEMBERS PRESENT: Herb Japs, Jan Japs, Beverly Gross, Verlyn Lindemann, Jon Raverty, Herb Reckinger MEMBERS ABSENT: Melinda Miller, Judy Spooner OTHERS PRESENT: Councilmember Dave Thiede, John M. Burbank, Senior Planner; Bud Gross, Citizen; Angi Butt, Citizen Burbank introduced the Herb Reckinger as the newest member of the ACNP. APROVAL OF THE AGENDA Lindemann made a motion to approve the agenda as distributed. Gross seconded. The agenda was unanimously approved. OPEN FORUM No one spoke. ACTION ITEMS 7390 Lamar— Barn Addition Phase 11 Burbank gave the ACHP an update on the construction progress at 7310 Lamar Avenue and noted that Angi Butt was present to explain an additional request for another addition to the historic barn. Angi noted that the proposed addition would mirror the first addition and would house their fire suppression tank below grade, a catering space on the main level, and more restrooms upstairs. The ACHP held a general discussion and recommended that the Council approve a certificate of appropriateness for the addition to the 1947 Historic Arched Barn. No additional action was taken. Advisory Committee on Historic Preservation Minutes May 12, 2015 Page 2 of 3 2016 Work Plan Burbank shared a draft work plan for the ACHP in 2016. The Committee held a general dis- cussion and identified goals including plaques similar to the recent park signs, Phase II of the Historic Playing Card Project, and a handout on historic properties in the community. Coun- cilmember Thiede suggested the creation of a GPS -based application that directs individuals to historic properties in the community. No additional action was taken. 2040 Comprehensive Plan Amendment Burbank shared the Historic Preservation element of the City's Future Vision 2030 Compre- hensive Plan for the Committee to review in preparation for the 2040 plan update. The ACHP held a general discussion on the topic, and no additional action was taken. June 8 Parks Tour Burbank invited the ACHP to save the date of June 8 on their calendars as they have been in- vited by the Parks Commission on a joint bus tour of the City's Park and Open Space System. No additional action was taken. Committee Awareness Program — Project Suggestions Burbank shared that the South Washington County Telecommunications Commission (SWCTC) was continuing to produce videos in support of the ACHP awareness and historic preservation education program and is seeking suggestions for additional segments for the program. Reckinger suggested geographic and geologic backgrounds. The ACHP also sug- gested a history on Aggregate Industries. Burbank responded that he would pass on those suggestions. No additional action was taken. Island Park Naming Discussion Burbank notified the ACHP that the transfer to the City of a tax -forfeited parcel of land from the State was proceeding forward. He noted further that the property is an island located in Grey Cloud Slough and requested that the ACHP discuss name suggestions that could be passed onto the Parks Commission and City Council. The ACHP held a general discussion on the topic, and no additional action was taken. Burbank responded that he would place this topic on the next agenda. PROJECT UPDATES Strawberry Festival Sales Event Burbank asked the ACHP if they wanted to staff the Community Cookbook sales tent at the Strawberry Festival. The group gave a positive response; and Burbank reported that he would send out e-mails to coordinate shifts. No additional action was taken. City Hall Historic Display Case — Barns of Cottage Grove Burbank reported that no additional progress had been made on the display project. No action was taken. James Sullivan Norris — Research Burbank reported that Judy Spooner was still working on the James Sullivan research, but that in her absence, no additional information is available at this time. Lindemann seconded. The minutes were unanimously approved as presented. COMMITTEE COMMENTS/ITEMS OF INTEREST The ACHP discussed the articles from the Historical Whisperings — April 25 edition that was submitted with the packet. No action was taken. HISTORIC INQUIRIES AND RESEARCH INFORMATION None COUNCIL LIASON COMMENTS COMMITTEE COMMENTS None STAFF COMMENTS Burbank gave the ACHP an update on the construction progress at 7310 Lamar Avenue. The ACHP held a general discussion on the project. No further action was taken. Burbank shared the saga of the gifting and subsequent auction of Dr. Steen's historic horse carriage. No further action was taken. Burbank shared that he was contacted by Robert and Diane Narrier who had some historic in- formation on Cottage Grove to share. He reported that upon completion of the couple's move to a different housing location, they would contact him. No further action was taken. Burbank noted that Carl Manke, one of the caretakers for the Cottage Grove Cemetery for many years, passed away. No further action was taken. ADJOURNMENT Gross made a motion to adjourn the meeting. Jan Japs seconded. Motion passed unani- mously. The meeting was adjourned at 8:50 p.m.
