OPEN FORUM - 7:15 P.M.
The following were present: Mayor Myron Bailey, Council Member Steve Dennis,
Council Member Justin Olsen, Council Member Jen Peterson, Council Member Dave
Thiede.
Also present were: Craig Woolery, Interim City Administrator; Korine Land, City
Attorney-LeVander, Gillen & Miller, PA; Les Burshten, Public Works Director; Joe
Fischbach, HR Manager/City Clerk; Jennifer Levitt, Community Development
Director/City Engineer; Robin Roland, Finance Director.
Don Dunn (of Don Dunn Plumbing, Oakdale, Minnesota) said a plumbing permit
application was completed and a permit was issued without his knowledge or
authorization. He said the person who filled out the application form used his plumbing
contractor's license number and he wanted that investigated. Mayor Bailey said they
would look into it and get back to him.
Mayor Bailey asked if anyone else wished to address the Council; as no one else
wished to speak, Mayor Bailey closed the Open Forum.
REGULAR MEETING - 7:30 P.M.
CALL TO ORDER— Mayor
The City Council of the City of Cottage Grove, Washington County, Minnesota, held a
regular meeting on September 2, 2015, at Cottage Grove City Hall, 12800 Ravine
Parkway South. Mayor Bailey called the meeting to order at 7:30 p.m.

The following were present: Mayor Myron Bailey, Council Member Steve Dennis,
Council Member Justin Olsen, Council Member Jen Peterson, Council Member Dave
Thiede.
Also present were: Craig Woolery, Interim City Administrator; Korine Land, City
Attorney-LeVander, Gillen & Miller, PA; Les Burshten, Public Works Director; Joe
Fischbach, HR Manager/City Clerk; Jennifer Levitt, Community Development
Director/City Engineer; Robin Roland, Finance Director.
Mayor Bailey presided over the meeting.
1. ADOPTION OF AGENDA
Motion by Council Member Olsen, second by Council Member Peterson, to
approve the agenda as presented. Motion carried 5-0.
2. PRESENTATIONS
A. BizRecycling Program by Washington County.
Danielle Lesmeister with Washington County Public Health and
Environment spoke about BizRecycling, which is an effort to support the
business community by increasing recycling, reducing waste, and thereby
saving money.
Mike Weitekamp, Waste Wise Program Manager, spoke about the
services offered to businesses, gave examples of businesses they had
helped, and hoped that the City Council would help spread the word about
BizRecycling to Cottage Grove businesses.

C. August 12, 2015 Regular Meeting.

4. CONSENT CALENDAR
Council Member Thiede pulled Item D and recommended that the Council
approve the appointment of Corrine Marz to the Advisory Committee on Historic
Preservation, as she's been very active with several different historic
associations and has a wealth of information and energy to share.
Motion by Council Member Thiede, second by Council Member Dennis, to
approve the Consent Calendar. Motion carried 5-0.
A. Accept and Place on File the Following Minutes:
i. Planning Commission Meeting Minutes from July 27, 2015.
ii. Public Safety, Health and Welfare Commission Meeting Minutes
from July 28, 2015.
B. Approve the 2015 —2016 maps designating areas to discharge archery
and firearms within the City.
C. Adopt Resolution 2015-087 declaring costs and Resolution 2015-088
calling for the public hearing on the 2015 Pavement Management (F2, F3,
F4, 90th Street, and Grey Cloud Trail) Project.
D. Appoint Corinne Marz to a term on the Advisory Committee on Historic
Preservation ending February 26, 2017.
E. Adopt Resolution 2015-089 renaming "67th Avenue South" in the Cayden
Glen subdivision to "67th Street South."
F. 1. Adopt Resolution 2015-090 approving the final plat named Kingston
Grove. 2. Adopt Resolution 2015-091 approving the Feasibility Report
dated August 21, 2015 and the final construction plans and specifications
dated September 1, 2015 for Kingston Grove. 3. Approve the
Development Agreement with Keats Land, LLC for the development of the
Kingston Grove project.
5. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES — None.

8. UNFINISHED AND NEW BUSINESS
A. Consider adopting a resolution approving a variance to building material
requirements for the west building of a proposed storage facility; a minor
subdivision of two existing parcels to shift the southeast boundary
approximately 54 feet to the southeast and the northwest boundary
approximately 26 feet to the northwest; and a site plan review of four new
and one remodeled commercial storage structures to be located at 7160
West Point Douglas Road South.

Director Levitt stated that Premier Storage had made an application to
renovate the existing building and add four new buildings, along with some
minor changes to the two parcels involved.
The applicant has also requested a variance to allow painted smooth-
faced block on areas not facing the public view.
Council Member Olsen asked how this type of storage facility is different
from a standard storage facility and how the adjacent properties could be
used. Director Levitt replied that from a zoning perspective this was
considered an indoor storage facility and that the applicant would have to
plat the site to move forward with redevelopment of the adjacent sites.
Mayor Bailey asked about the mold issues with the existing building.
Director Levitt stated that the current owner had mitigated all the public
health issues with the building, and that additional steps would be
necessary before a certificate of occupancy could be issued.
Todd Jones of Premier Storage stated they would be doing a remodel of
the existing building by taking it down to the shell, and then adding four
additional single-level buildings around the perimeter of that building,
turning the whole complex into a well-appointed storage center. Their
intent is to aggressively market the balance of the property to the
community and either sell to a developer, to build for another user, or have
a joint venture with others to develop the property. He added that they
intend to open the storage facility in early spring.
Council Member Thiede expressed concerns about upkeep and Mr. Jones
assured that there wouldn't be any issues and that they maintain several
facilities throughout the country.
Council Member Olsen asked how they would market the adjacent
parcels. Mr. Jones indicated it would be through a broker, and welcomed
any collaboration with the City.
Council Member Dennis asked about signage. Director Levitt said the
applicant had indicated signage in front of the building but not along the
perimeter. Mr. Jones affirmed.
Motion by Council Member Olsen, second by Council Member Dennis, to
adopt Resolution 2015-092 approving a variance to building material
requirements for the west building of a proposed storage facility; a minor
subdivision of two existing parcels to shift the southeast boundary
approximately 54 feet to the southeast and the northwest boundary
approximately 26 feet to the northwest; and a site plan review of four new

B. Consider adopting a resolution approving the preliminary Property Tax
Levy payable in 2016.
Director Roland requested that the Council approve a preliminary levy for
2016, which is the maximum property tax levy the city can set, and that
there would be another opportunity in December to reduce it should they
choose to do so. She noted that the 2016 tax base is expected to be about
3% larger than the 2015 tax base. A taxpayer with the market value
increase of 1.1% combined with the tax rate increase would see about a
5% increase, or approximately $40 per year, to the City portion of their
property taxes. Director Roland went on to review various revenues and
expenses in the 2016 budget. She said residents would see the levy
increase on their Truth in Taxation Notices in November, along with any
increases or decreases from other taxing entities (the County, School
District, etc.). The request to approve the final tax levy for 2016 would be
at the December 2, 2015 Council meeting.
Motion by Council Member Dennis, second by Council Member Thiede, to
adopt Resolution 2015-093 approving the preliminary Property Tax Levy
payable in 2016. Motion carried 5-0.
C. Consider entering into an employment agreement with Charlene Stevens
for the City Administrator position.
Attorney Land outlined the specifics for the employment agreement with
Charlene Stevens to fill the City Administrator position and conveyed Ms:
Stevens' enthusiasm to be a part of the organization.
The Mayor and Council Members discussed the relocation incentives in
the agreement.
Motion by Council Member Olsen, second by Council Member Peterson,
to approve the employment agreement with Charlene Stevens for the City
Administrator position. Motion carried 5-0.
9. RESPONSE TO PREVIOUSLY RAISED COUNCIL COMMENTS AND
REQUESTS — None.
10. COUNCIL COMMENTS AND REQUESTS
Council Member Dennis stated the deadline to apply for the Police Citizens'
Academy was September 4.

Council Member Peterson said the next Fare for All discounted food-buying
event will be on September 10 at All Saints Lutheran Church.
Council Member Peterson stated that Community Soccer Day is September 12 at
Park High School and will also feature a fund-raising event for the Friends in
Need Food Shelf.
Council Member Olsen said there was a meeting regarding the Stone Soup Thrift
Shop the previous week and he congratulated Council Member Peterson, who
will soon be taking over as President of Stone Soup.
Council Member Olsen said there was going to be a Public Works open house on
September 22 at the Public Works Garage, 8635 West Point Douglas Road
South.
Council Member Olsen asked Director Burshten about the recent patch work on
East Point Douglas Road and what the next steps were going to be. Director
Burshten replied that another thin layer of asphalt would be put on top to extend
the life of the asphalt, and two manholes would to be adjusted. He added that it is
not a perFect surFace but the cost was reasonable and it would extend the life of
the road a minimum of five years.
Council Member Olsen asked if the Council could explore partnering with
MnDOT on a slip ramp off of Highway 61 onto the frontage road and revisit that
during the CIP conversation.
Council Member Olsen suggested that the Council and staff review golf course
operations for efficiencies and improvements.
Council Member Olsen said citizens could sign up for the Citizens' Academy to
get an inside look at law enforcement.
Mayor Bailey announced that Hy-Vee had submitted an application for a site plan
for a new store to be located at the former Rainbow Foods site.
11. PAY BILLS
A. Motion by Council Member Olsen, second by Council Member Thiede, to
approve payment of check numbers 192559 to 192865 in the amount of
$2,114,136.76 and EFT Payment of$165,620.01. Motion carried 5-0.
