Dear Mr. Dunn:
This letter is in response to the concerns you presented at the September 2, 2015, Cottage Grove
City Council meeting.
The City has reviewed the permit (2015-01623) that was obtained for 9545 78th Street South
in Cottage Grove for an interior remodel. The general contractor, John Hunt from All Season
Handyman & Remodeling, secured all permits necessary far the residenfial lower level bathroom
remodel project, which included a plumbing permit to Donald Dunn Plumbing Service. When the
, plumbing permit was issues, it was found, via the State of Minnesota Department of Commerce
website, that Donald Dunn Plumbing Service was licensed and in good standing. The permit notes
the State Plumbing Contractor's number as verification of that review. In the investigation of this
permit and the work that took place, it is alleged that work for the underground plumbing was
completed prior to the issuance of a plumbing permit. Clearly any work that took place prior to the
issuance of a plumbing permit is a violation of City and State Building Code.
The Minnesota Department of Labor and Industry indicated that the City has the right to issue
permits to a general contractor on the behalf of State licensed plumbing contractors unless
specifically prohibited by City Ordinance. The City has no ordinance that prohibits this action.
The City Attorney reviewed Minnesota State Statute 326B.44 and concludes that the City can
administratively issue permits to general contractors on behalf of subcontractors assuring that they
are licensed and in good standing with the Minnesota State Department of Labor and Industry.
We appreciate you bringing this issue to our attention for review. The City holds professionalism �
and respect of customers in high regard, especially in how services are delivered to the public. I
am sorry you did not feel that this issue was handled in the highest level of professionalism.
