Development Update
There are currently various active commercial sites under construction throughout the City. These
projects have added a total commercial valuation of $49,799,525.
Between September 1 and September 30, 2015, 248 building permits, commercial and residen-
tial, were issued with a total valuation of $5,043,200.
The number of residential buildings issued this past month were down; however, there are
numerous permits that were submitted and are ready to be issued by the Building Division. Site
grading has begun on a new development, Kingston Grove, which has 12 single-family
residential lots available. That project is located west of Keats Avenue, adjacent to Cottage
Grove Middle School.

Project Specific Updates
Premier Storage Project
The permit for the Cottage Grove Storage Facility to be located at former "Rush" site was issued.
The project consists of the reconstruction of the existing building and construction of four new
buildings with an overall construction value of $1,200,000. The site grading and new roofing on the
existing building is being completed. Site work related to the new Rush Storage Center began the
week of September 21. This included the start of the reclamation of the old bituminous parking
lots and re-grading of the site.

Aldi
The Aldi Renovation Project building permit submittal was received for review. Planning, Engi-
neering, Fire, and Building are currently reviewing the 20,127 square foot remodel project for
permit issuance. Aldi will be locating in the Office Max building.
Up North Plastics
All below grade concrete footing and foundation work has been completed. The contractors are
currently erecting steel. The fire suppression permit has been issued. The majority of the utility
work has been completed.

Renewal by Anderson
The framing and interior area of the office addition is being completed, and the concrete tip-up
panels are being set for the warehouse area. The fire suppression permit with a value of
$275,000.00 has been issued. The majority of the utility work has been completed.

American Agco
All foundation work for the building at 7900 97th Street is being completed, and the contractors are
in the process of installing the underground interior storm drain along with the fuel tanks and can-
opy. The fire suppression permit with a value of $130,000 is ready to be issued. During the month
of September, the majority of the utility work was completed. This included completion of the
new water main in early September, followed by the installation of the onsite storm sewer pipe.

The grading contractor has been working on grading of the new parking area behind the
building; the picture below shows placement of class 5 base for the new parking lot.
American Logistics – New building and parking lot
The Werner Electric project is completing both the interior & exterior construction along with site
work. The Fire Alarm permit recently issued with a construction value of $9,561.00. The majority of
the utility work has been completed.

The John P. Furber Wedding and Event Center
The barn project is near completion. The sprinkling system has been installed. They are finishing
the stormwater ponding and parking improvements. A permit was issued for the construction of a
retaining wall with a construction value of $40,000. Weddings are booked through 2017.

Church of St. Rita
The underground concrete work has been completed with the construction of the exterior. Site
work continued during the month of September. The contractor completed the installation of the
new storm sewer infrastructure and has been working to complete the filtration basin located at
the bottom of the hill on the northern part of the site. The picture below shows the curbing in the
new parking and turnaround area.

Hy-Vee/Grove Plaza Redevelopment
Hy-Vee, Inc. filed the following planning applications for the redevelopment of the former
Rainbow Foods property and to construct a new 92,800 square foot grocery store and a 3,100
square foot motor fuel station and convenience store:
1. Re-subdivision of Grove Plaza 2nd Addition for properties located at 7210, 7282, and
7362 East Point Douglas Road.
2. A site plan review for the redevelopment of the former Rainbow Foods site.
3. Conditional use permits for a restaurant with on-sale liquor; drive-throughs for pharmacy,
and grocery pick-up; signage plan for the overall site development; motor
fuel/convenience store; and outdoor displays in front of the grocery store.
4. Variances to off-street parking and building setbacks, landscaping requirements, outdoor
temporary/seasonal sales, and off-site signage.
5. An interim conditional use permit for a seasonal garden center.
The Planning Commission unanimously (8-to-0 vote) recommended approval of all the planning
applications described above. The Commission recommended that the developer be required to
remove a few parking spaces, plant additional coniferous trees, and construct a new privacy in
the southeast corner of the project site. A few adjoining residential property owners spoke at the
public hearing expressing their concerns for truck deliveries, motor vehicle headlights shining
into residential properties, noise and odors from dumpsters and trash compactor, and loss of
privacy for residential properties. The developer agreed to remove the parking in the southeast
corner of their project site, place the dumpster and trash compactor on the west side of the truck
delivery docks, plant coniferous trees on an earth berm, replace the existing privacy fence with a
new eight-foot tall privacy fence, re-grade the slope adjoining the residential parcel closest to
the project site, and not install any free-standing outdoor lighting fixtures along the rear property
line of their project site. The proposed site plan is shown below:

EAW – Southeast Industrial Park
Hillcrest Development submitted an application for an
Environmental Assessment Worksheet (EAW) review.
The City of Cottage Grove will be acting as the Respon-
sible Governmental Unit (RGU). The project description is
as follows:
The Southeast Industrial Park will entail the development
of 38.72 acres of land guided for Industrial use in the City
of Cottage Grove, MN. The land in question is generally
bordered by the Canadian Pacific Railway and Highway
61 to the north, Hamlet Park to the west, and 91st Street
to the south. The site is predominantly non-native grass-
land with a small wooded area on its western boundary.
Complete development of the site could result in con-
struction of up to 560,000 square feet of industrial space,
depending upon the future user.
Copies of the EAW will be distributed to agencies listed
on the most current Minnesota Environmental Quality
Board distribution list. The EAW may be accessed by
anyone electronically on the City of Cottage Grove’s

website, and paper copies are available for review at City Hall, Park Grove Branch, and the
Minneapolis Central Branch of the Hennepin County Public Library.
Garden World
Garden World is preparing to enter into a purchase agreement with the EDA for the acquisition of
nine acres located at Hemingway Avenue and 97th Street. The applicant has indicated that they
would like to be under construction in the spring of 2016 on a 40,000 square foot building and
associated glass greenhouses for plant propagation.
3M Trap & Skeet Club
The storage building permit has been issued with a construction value of $19,300.
