Jamaica Avenue, north of 70 Street is showing significant signs of th surface deterioration. City Public Works staff continue to patch and repair this road segment on a regular basis. The proposed improvements include constructing a roundabout at the intersection of Jamaica and 70 Street; including storm sewer, concrete pavement, trail extensions, lighting, irrigation, and th landscaping. Jamaica Avenue, both north and south of 70 Street, are proposed to be reclaimed th and a new bituminous section constructed. 70 Street is proposed to be reconstructed to include th turn lanes into the Dodge Nature Center. The general project location is shown below in Figure 1 below. It is anticipated that this project would be constructed during the 2016 construction season. PROJECT SCOPE This project consists of street improvements in the general location shown in Figure 1 below. Figure 1 Ï General Project Location Jamaica Avenue (Indian Boulevard to Military Road) - Street Improvements 2 RI EQUIRED MPROVEMENTS The project includes improvements to Jamaica Avenue between Indian Boulevard and Military Road; and 70 Street South between 1600 feet west and 700 feet east of Jamaica Avenue (see th figure 2 in the appendix of this report). A roundabout at the intersection of Jamaica Avenue and 70 Street, public trail extensions, street lighting and landscaping are all included in the proposed th improvements to be constructed in 2016. S TREET IMPROVEMENTS The intersection of Jamaica Avenue and 70 Street currently exists as a four way stop controlled th intersection. This intersection is proposed to be reconstructed with a roundabout (see figure 3 in the appendix of this report). The proposed roundabout will be constructed with concrete curb and gutter, concrete pavement and landscaped medians. Jamaica Avenue, north of the roundabout, is proposed to be fully reconstructed to the north property line of the Rose of Sharon Church. Jamaica Avenue, north of the Rose of Sharon Church north property line and south of the roundabout, is proposed to be reclaimed and a new section of bituminous placed. To minimize costs related to future adjoining development construction north of the Rose of Sharon Church an interim pavement section (16 foot bituminous with 8 foot gravel shoulder) will be constructed. A full access to Jamaica Avenue is proposed for the Rose of Sharon Church. 70 Street is proposed to be reconstructed to provide turn lanes into the Dodge Nature Center. The th Dodge Nature Center is proposing to start school programs on site in 2016. A bypass will be constructed on the north side of 70 Street to allow east/west traffic to be opened during this th project (see figure 6 in the appendix of this report). Short closures on 70 Street may be required th during roundabout construction. A cost estimate has been included in the appendix of this report. All street improvements will be designed to meet Municipal State Aid, City of Cottage Grove and Washington County Standards. TSI RAIL AND IDEWALK MPROVEMENTS Eight-foot wide bituminous trails are proposed to be extended on both sides of Jamaica Avenue Street. The trail on the west side of Jamaica Avenue is proposed to be extended to 67 north of 70 thth Street Court South. The trail on the east side of Jamaica Avenue is proposed to be extended to the northern access of the Rose of Sharon Church. Portions of the existing sidewalks on Jamaica Avenue south of 70 Street are proposed to be realigned to connect into the proposed roundabout. th SLI TREET IGHTING MPROVEMENTS Street lighting is proposed to be installed within the four legs of the roundabout. The lighting, including the roundabout landscaping lighting, will be very similar to the lighting installed in the roundabout at the intersection of 70 Street South and Keats Avenue. Ravine style lighting is th proposed to be installed on both sides of Jamaica Avenue; north of the roundabout to the north property line of the Rose of Sharon Church. LI ANDSCAPING MPROVEMENTS The intent of this project is to provide landscaping and irrigation to the roundabout and median areas (see figures 7 through 10 in the appendix of this report). The landscaping will include hardwood trees, shrubs, perennials, ornamental grasses, limestone blocks within the Jamaica Jamaica Avenue (Indian Boulevard to Military Road) - Street Improvements 3 Avenue median area and proposed monumentation. Breakoff or crash worthy monumentation options proposed for the center of the roundabout are currently being reviewed by the County. UI TILITY MPROVEMENTS An 8 inch water service is proposed to be extended from the south side of 70 Street to the Dodge th Nature Center property (see figure 4 in the appendix of this report). This service will provide water for the Dodge Nature CenterÔs current and proposed expansion facilities. REQUIRED EASEMENTS At the intersection of 70 Street and Jamaica Avenue, where the roundabout is proposed, th additional right-of-way will be required at the four corners. The additional right-of-way will be needed to construct the proposed trails. Temporary construction easements will also be required for the proposed bypass lane and grading slope transitions. RP EQUIRED ERMITS This project requires the following permits: MPCA General Storm water permit (NPDES Permit) Washington County Right of Way and Access Permit MPCA Sanitary Sewer extension Permit MN Department of Heath Water Main Permit PROJECT COSTS ECC STIMATED ONSTRUCTION OSTS A detailed cost estimate for improving Jamaica Avenue between Indian Boulevard and Military Street South between 1600 feet west and 700 feet east of Jamaica Avenue, have Road; and 70 th been prepared and is included in the Appendix. All costs are based on anticipated unit prices for the 2016 construction season, and they include an additional 30 percent for indirect costs associated with the project. Costs for required right-of-way and temporary easements near the intersection of Jamaica Avenue and 70 Street are not included. Jamaica Avenue (Indian Boulevard to Military Road) - Street Improvements 4 FINANCING The improvement costs for this project would be financed through the use of a number of dedicated funds and special assessments. Washington County would provide funding for a portion of the improvements proposed within the 70 Street (C.S.A.H 22) right-of-way. Following is a th breakdown on the proposed project financing: $ 1,615,177 Washington County $ 2,097,511 City of Cottage Grove $ 41,671 Dodge Nature Center $ 57,400 Assessments* $ 3,811,759 TOTAL PROJECT COSTS *Assessment amounts were based on the City Policy and benefit appraisals (see figure 5 in the appendix of this report for assessable parcels). Based on the City policy approximately $365,000 would be collected through assessments ($245,800 for 6875 Jamaica Avenue South, $119,200 for 7000 Jamaica Avenue South). The benefit appraisal amounts received for assessable parcels are less than the amounts calculated through the CityÔs special assessment policy ($41,500 for 6875 Jamaica Avenue South, $15,900 for 7000 Jamaica Avenue South). RECOMMENDATIONS TO COUNCIL The proposed improvements in this report are necessary, feasible and cost-effective related to general engineering principles. The feasibility of this project as a whole is subject to the financial review. The improvements are necessary to address continued maintenance issues and to serve future development properties. The following recommendations are made: Adopt this report as the guide for improving the streets described. € The City conducts a legal and fiscal review of the proposed project. € The City installs the improvements as described within this report, with construction being € started in 2016.
