Signal Timing and Future Considerations

Over the past few weeks, Bolton & Menk has worked with the City and Traffic Control Corporation on
the development and implementation of updated signal timings for the three signals part of the Jamaica
Avenue and East Point Douglas Road signal system. This includes:

Jamaica Avenue at 90 Street
Jamaica Avenue at East Point Douglas Road
East Point Douglas Road at Cub/Target
The signal timing improvements include implementing the coordination of the signals during the day
and still running the signal FREE during the night hours. This allows for better coordination to the
signals, keeping traffic moving and clearing waiting backups. It also provides more flexibility to traffic
during the late evening and early morning.
The signal timing updates also included a review of controller settings and updates to controller
firmware and hardware. These were implemented the week of October 12, 2015.
As the area increases in traffic, there is still a need to provide additional capacity in the East Point
Douglas Road corridor and have additional space for vehicle stacking on the east leg of Jamaica Avenue
and East Point Douglas Road. Potential improvements include:
Adding Flashing Yellow Arrow operation for East Point Douglas Road and Cub/Target
Adding a westbound right turn lane for East Point Douglas Road at Jamaica Avenue
Adding vehicle detector loops for east and west movements at EPDR/Jamaica and adding
Flashing Yellow Arrow for east-west left turns
Reconstruction of the intersections on East Point Douglas Road: eliminate a signal, convert to a
¾ intersection, and provide a roundabout further east to serve the properties
