MINUTES CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION September 8, 2015 Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic Preservation was duly held at the Cottage Grove City Hall, 12800 Ravine Parkway South, Cottage Grove, Minnesota, on the 8th day of September, 2015. Acting Chair Miller called the meeting to order at 7:02 p.m. Roll Call : MEMBERS PRESENTMelinda Miller, Beverly Gross, Verlyn Lindemann, Herb Reckinger, Corinne Marz : MEMBERS ABSENT Herb Japs, Jan Japs, Judy Spooner, Jon Raverty OTHERS PRESENT:Councilmember Dave Thiede; John M. Burbank, Senior Planner; Bud Gross, Citizen; Angi Butt, Citizen Burbank introduced Corinne Marz as the newest member of the ACHP. The ACHP introduced themselves, and Marz gave a short background on herself and about her interest in history. APROVAL OF THE AGENDA Lindemann made a motion to approve the agenda as distributed. Marz seconded. The agenda was unanimously approved. OPEN FORUM No one spoke. ACTION ITEMS Island Park Naming Discussion – Part II Burbank notified the ACHP that the transfer to the City of a tax-forfeited parcel of land (island) located in Grey Cloud Slough from the State was complete. He requested that the ACHP have additional discussions on potential names that could be passed onto the Parks Commission and City Council. The ACHP held a lengthy discussion on the topic and covered some of the suggestions from the previous meeting. By consensus, the ACHP identified that the name they Advisory Committee on Historic Preservation Minutes September 8, 2015 Page 2 of 3 would suggest is Settlers Island, and that the park information sign panel could have infor- mation points on several of the early inhabitants that lived on or near Grey Cloud Island. Gross made a motion the recommend Settlers Island as suggested and Marz seconded the motion. The motion passed unanimously. The suggested names to highlight were Maxcell Verille de Courtier, Joseph Lebathe. Joseph Brown, Hazen P. Moore, and Mahkpiahotowin/“Grey Cloud Woman.” Burbank suggested that the sign could be permanently mounted to a large tree located at the identified landing rest spot that had been identified for improvement, and that he would create a mock up for the next regular meeting. No additional action was taken. Burbank responded that he would place this topic on the next agenda. Historic Coins – 2015 Burbank asked if the ACHP would like to have another batch of the Historic Wooden Coins printed for community events. The ACHP held a short discussion on the topic. Gross made a motion to get the coins printed and Reckinger seconded the motion. The motion passed unanimously. Burbank stated that he would get the production of the coins started. No additional action was taken. PROJECT UPDATES Committee Awareness Program – Cedarhurst Video Burbank shared that the South Washington County Telecommunications Commission (SWCTC) had completed a segment on Cedarhurst as a continuation of their assistance in producing videos in support of the ACHP awareness and historic preservation education pro- gram. The ACHP reviewed the video and several other historic videos located on the SWCTC website. The ACHP also reiterated their suggestion of Aggregate Industries as another topic idea. Burbank responded that he would pass on the suggestion. No additional action was taken. John P. Furber Wedding and Event Center, 7310 Lamar – Renovation Update Burbank gave an update on the construction progress at 7310 Lamar Avenue and noted that a grand opening was scheduled for late October. The ACHP held a short general discussion on the topic. No additional action was taken. City Hall Historic Display Case – Barns of Cottage Grove Burbank reported that no additional progress had been made on the display project and that he was looking for additional direction. The ACHP discussed the topic and suggested docu- menting the restoration of Hope Glen Farm and the John P. Furber Historic Farm. Burbank responded that he would contact the respective owners in search of appropriate photos. No additional action was taken. Burbank responded that he would place this topic on the next agenda. Advisory Committee on Historic Preservation Minutes September 8, 2015 Page 3 of 3 APROVAL OF MINUTES Reckinger made a motion to approve the minutes from the March 10, 2015, meeting with dis- cussed corrections. Miller seconded. The minutes were unanimously approved as amended. COMMITTEE COMMENTS/ITEMS OF INTEREST The ACHP discussed the articles from the Historical Whisperings – July 25 edition that was . submitted with the packet. No action was taken HISTORIC INQUIRIES AND RESEARCH INFORMATION None COUNCIL LIASON COMMENTS None COMMITTEE COMMENTS Reckinger requested that the Nessel School be placed on the next agenda. Reckinger told the ACHP that the portable Vietnam War Memorial Wall was coming to the Twin Cities and there would be a name reading. Two of the memorialized solders were from Cottage Grove and seven additional soldiers remembered from Washington County. Gross read a historical newspaper clipping on the “Rolling Bulls.” STAFF COMMENTS Burbank informed the ACHP about the 2015 State Historic Preservation Conference that would be held in Little Falls, Minnesota September 17-19. ADJOURNMENT Lindemann made a motion to adjourn the meeting. Miller seconded. Motion passed unani- mously. The meeting was adjourned at 8:55 p.m.
