They plan to complete this work in two phases in 2015 and 2016. The 2015 project involves constructing the new track from approximately the Metro Transit Park & Ride to Jamaica Avenue, with the 2016 project to extend tracks from the Park & Ride through Belden Boulevard. Within the 2015 pro- ject limits, the City owns a 20-inch water main that runs parallel to the existing tracks, within the CP Rail property. Near the Park & Ride the water main crosses under the existing tracks and connects with the water main on West Point Douglas Road. This water main was con- structed as part of two projects. In 2006, the water main that runs parallel to the existing tracks was constructed as part of the CP Rail Addition development. The water main connection that runs under the CP Rail track to West Point Douglas Road was constructed as part of the 2007 West Point Douglas Water Main Extension project. The purpose of this water main is to serve the future City water tower site, located to the southwest of the Metro Transit Park & Ride. Discussion At an on-site utility meeting on September 30, CP Rail became aware of this City water main. The proposed grading as part of the CP Rail project is in conflict with the City water main, which would reduce the cover over the pipe. The agreement with CP Rail to have the water main located within their right-of-way requires the City to make modifications as necessary to facilitate their work. There is approximately 900 feet of water main in conflict with the proposed CP Rail work. The City has been working with CP Rail to coordinate the lowering of this water main, which will be salvaged and re-installed. Based on initial quotes that were received, the estimated cost of this project is over $100,000 and is required to be a publicly bid project. The projected time frame for this project is completion of plans & specifications and bidding of the project this winter, with work to occur in the late spring/early summer of 2016. CP Rail has indicated that they will postpone work in the area of the water main until after it can be lowered in 2016. This service road is located on the berm above the railroad tracks. As the work proposed as part of the track expansion includes grading to the limits of their property line, portions of this service road will be removed. The City is working with CP Rail to ensure a continuous access road to the water tower site will still be available for the City to use upon completion of this project. Recommendation It is recommended the City Council adopt a resolution authorizing the preparations of plans and specifications for the CP Rail Water Main Improvement Project. i RESOLUTION NO. 2015-XXX A RESOLUTION AUTHORIZING � PREPARATION OF PLANS AND SPECIFICATIONS FOR THE CP RAIL WATER MAIN IMPROVEMENT PROJECT � WHEREAS, CP Rail is adding an additional set of tracks parallel to the existing line from ' Belden Boulevard to Jamaica Avenue.
