Discussion Fee changes include: • Utility Rates The rate changes proposed were discussed during the 2016 budget workshops, included in the preliminary budget that Council adopted in September, and are included in the final budget. These rate changes are for street lights and storm water. Water and sewer rates are not proposed to be changed. In addition to the street light rate increase, commercial street light customers are proposed to be charged at a residential lot equivalent basis as discussed during the budget workshops. It was determined this summer that some customers were charged on a front foot basis and some were charged on a per lot basis. In order to have uniformity, it was determined that a per lot basis was more equitable. The water and sewer rates have an update in regard to 8-digit meters which the City began to install in 2015. It is noted in the fee table that customers with an 8-digit meters will be charged per gallon. This is consistent with the utility billing system calculation. These customers are not charged any extra utility charges for an 8-digit meter but they are charged on a gallon basis instead of each time they reach 1,000 gallons. • Ambulance, Ice Arena and Golf Charges The rate changes were included in the preliminary budget and are needed to help fund operations in those funds. Memo to Council, 2016 City Fees Page 2 • Miscellaneous changes As departments were reviewing the fee table, small changes were proposed for cost recovery of those services. They changes include the addition of electrical inspections for solar RV installations and radon mitigation. Amusement licenses are being deleted because the City is not issuing them in 2016. The increases are detailed in Attachment A. All city fees including the proposed increases are listed in the City Fee Table with proposed changes. Action Requested Staff recommends that Council adopt the resolution and ordinance increasing the proposed fee increases for 2016 effective January 1, 2016. ORDINANCE NO. XXX AN ORDINANCE AMENDING FEES EFFECTIVE January 1, 2016. The City Council of the City of Cottage Grove, Washington County, Minnesota, hereby ordains: BE IT RESOLVED, by the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, shall establish the fees in Attachment "A" effective January 1, 2016. BE IT FURTHER RESOLVED, this ordinance will not be codified in the City Code but will be maintained in the office of the City Clerk. EFFECTIVE DATE: This ordinance shall be in full force and effect on January 1, 2016 after its passage and publication according to law.
