A. November 18, 2015 Regular Meeting.
4. CONSENT CALENDAR
A. Accept and Place on File the Following Minutes:
i. Planning Commission meeting minutes from 11/2/2015.
B. Consider authorizing the Letter of Understanding for Impound Housing Services 2016
with the Animal Humane Society.
Staff Recommendation: Approve the request.
C. Consider adopting a resolution certifying delinquent utility bills to 2016 property taxes.
Staff Recommendation: Approve the request.
D. Consider adopting a resolution updating the Personnel Policy with changes to the
Health Care Savings Plan (HCSP) and Annual Leave Accrual.
Staff Recommendation: Approve the request.
E. Consider passing an electric service franchise fee ordinance and adopting a resolution
authorizing publication of the ordinance by title and summary.
Staff Recommendation: Approve the request.
F. Consider accepting the reallocation of the $200,000 in SWWD CCIP grant funding from
the Renewal by Andersen project to the Hy-Vee/Home Depot site stormwater
improvements.

G. Consider approving the Stormwater Management Agreements with the Stu-Mac
Properties.

H. Consider adopting a resolution approving the Master Partnership Contract with the
Minnesota Department of Transportation.
Staff Recommendation: Approve the request.
I. Consider passing an ordinance amending fees for: (1) Licenses and Permits, (2) Land
Use/Development, (3) Building/Construction Permits, (4) Mechanical Permits, (5)
Utilities, (6) Street Lighting, (7) City Rights-of-Way, (8) Public Safety, (9) Parks and
Recreation, (10) Ice Arena, (11) Golf Course; and consider adopting a resolution
authorizing publication of the ordinance by title and summary.
Staff Recommendation: Approve the request.
J. Consider adopting a resolution approving changes to the 2016 Non-Represented Pay
Plan, and consider approving changes to the organizational structure by combining the
Community Development and Economic Development Departments.
Staff Recommendation: Approve the request.
*K. Consider authorizing staff to send a comment letter to Washington County on the Draft
Washington County 2016 – 2020 CIP.
