MINUTES OF MEETING
August 25, 2015
Pursuant to due notice, a meeting of the Public Safety, Health and Welfare Commission
was held at the City Hall.
1. REGULAR MEETING
01.A. Call to Order: The July 28, 2015, meeting of the Cottage Grove Public Safety,
Health and Welfare Commission was called to order at 7:00 pm.
Members Present: Jodi Lewis, AJ Janssen, Bill Serpico, Lise' Rediske, Kent Griffith,
Pat Forsythe, Evan Davik, Shelly Hanson
Members Absent: None
Staff Present: Council Liaison Steve Dennis, Deputy Director of Public Safety
Pete Koerner, Fire Chief Rick Redenius
01.B. Approval of Minutes
Commission Chair Jodi Lewis presented the July 28, 2015 minutes of the Public Safety,
Health and Welfare Commission minutes for review and approval. On a motion by
Commission member AJ Janssen, seconded by Commission member Bill Serpico, the
July 28, 2015 minutes were accepted and approved by the Commission. Motion carries.
01.C. Approval of Aqenda
Commission Chair Jodi Lewis presented the August 25, 2015 agenda of the Public
Safety, Health and Welfare Commission for review. On a motion by Commission
member Kent Griffith, seconded by Commission member AJ Janssen, the August 25, �
2015 agenda was accepted and approved by the Commission. Motion carries.
2. OPEN FORUM
Commission Chair Jodi Lewis invited citizens present to address the Commission
regarding any matters that were not on the approved agenda.
There being no items, Commission Chair Jodi Lewis closed the Open Forum segment
of the meeting.

5. New Business
05.A. Archery/Firearms Hunting Map Review— Deputy Director of Public Safety Pete
Koerner
Deputy Director of Public Safety Pete Koerner provided the Commission with a power
point presentation regarding the designation of hunting zones for 2015-2016.
He added that Cottage Grove City Code's Hunting Ordinance was amended August 10,
2005 by the City Council. Cottage Grove ordinance 5-3-6 addresses use of firearms
and archery equipment in the City of Cottage Grove. Ordinance 5-3-6 (c) 1 and 2 states
that each year prior to the commencement of the hunting season, designating hunting
areas will be reviewed by the Public Safety, Health and Welfare Commission. The City
Council will review the designated hunting areas for final approval prior to publication.
Under the amended language, it has been shown to be very effective, adaptable to
development and addresses the safety concerns of the city. Since the amended
language, complaints have been minimal.
2006-2007 season: 0 complaints
2007-2008 season: 8 complaints
2008-2009 season: 5 complaints
2009-2010 season: 1 complaint
2010-2011 season: 5 complaints
2011-2012 season: 6 complaints
2012-2013 season: 2 complaints
2013-2014 season: 2 complaints
2014-2015 season: 3 complaints
There were three hunting related complaints for the 2014-2015 hunting season. The
following is a brief summary.
• Report of goose hunter on private property near Grey Cloud Island. Unable to
locate however left message and map on possible vehicle of hunter. -
• Report of archery hunter on private property outside of hunting zone. Unable to
locate.

• Report of illegal turkey hunters on private property. Unable to locate.
Landowner controlled access of hunters within the designated areas continues to be
well received by landowners, police officers and persons wishing to take advantage of
this recreational opportunity.
For the 2015-2016 season, the Public Safety Department has reviewed the designated
areas for discharge of firearms and archery equipment and has approved the areas
designated. The Planning Department also reviewed and were given the opportunity to
provide comments.
After Public Safety and Planning Department review there is one change. The NW
corner of 70th Street and Jamaica Ave (Shepard's Farm) has been removed as an
approved area. There are no changes to the firearm areas.
On a motion by Commission member Griffith, seconded by Commission member
Janssen, to approve the 2015-2016 maps designating boundaries for discharge of
firearms and archery equipment for hunting. Motion carried.
05.B. Drone Presentation and Discussion — Deputy Director of Public Safety Pete
Koerner
Deputy Director of Public Safety Pete Koerner informed the Commission that at a recent
City Council meeting, the City Council was asked about what the city is doing to
address privacy concerns with drones and privacy issues. The City Council has
referred this matter to the Public Safety Commission to review the concerns and
formulate recommendations if a further study is necessary and/or if an ordinance is
necessary. He provided the commission with a PowerPoint presentation that included
current FAA rules and findings on what other cities are doing.
He went to say that by law, the FAA is charged with ensuring the safe and efficient use
of U.S. airspace. This authority generally preempts any state or local government from
enacting a statute or regulation concerning matters — such as airspace regulation —that
re reserved exclusively to the U.S. Government.
Under current FAA rules -
• Fly below 400 feet and remain clear of surrounding obstacles

• Keep the aircraft within visual line of sight at all times
• Remain well clear of and do not interFere with manned aircraft operations
• Don't fly within 5 miles of an airport unless you contact the airport and control
tower before flying
• Don't fly near people or stadiums
• Don't fly an aircraft that weighs more than 55 Ibs.
• Don't be careless or reckless with your unmanned aircraft—you could be fined
for endangering people or other aircraft
He also added that the Federal Aviation Administration is still setting new rules for
operating unmanned aircraft systems and that at least 20 states have already adopted
rules to govern their uses in response to safety and privacy concerns. Minnesota
lawmakers are working on creating regulations for UAS's (Unmanned Aircraft Systems).
Local Ordinances - St. Bonifacius is the only MN city with an ordinance. Law
enforcement needs a warrant, Fly only on their own property, No surveillance
equipment.
The challenges that may be faced might include:
• Fourth amendment rights (privacy)
• Law enforcement use
• Safety issues (unqualified people)
• Increase in popularity
✓ Cheaper costs
✓ Aerial photography (real estate, private, commercial)
✓ Amazon's drone home delivery
✓ Farmer's use for fields — monitoring crop conditions
Citizen concerns might include:
• Privacy issues (invasion of privacy)
• Destruction of property
• Injuries (operator error)
• Weight limits?
• "Drone trespassing"
• Kentucky man shoots down drone

He then asked for the Commission's comments or input on whether there is a need to
do a further study, is an ordinance necessary or wait to see what the FAA or the State
does regarding this matter.
A Commission member inquired that if there are going to be restrictions or
requirements, the best place to start might be to review the different types, ie. Toy style
vs. the type that record or take high resolution photos. In their opinion, the smaller ones
are not likely to do injury or damage and not capable of carrying a recording thing of
substance or too small to carry any type of recording device. There was also discussion
on how to enforce any requirements. Deputy Director of Public Safety Pete Koerner
said he would contact the League of Minnesota Cities as well to see what other cities
are doing.
The Commission would like to review the matter in the next few months as more
information is gathered for review.
6. RESPONSE TO PREVIOUSLY RAISED COMMENTS AND REQUESTS
None at this time.
7. COMMISSION COMMENTS AND REQUESTS
Commission member Serpico inquired as to what is involved in requesting an extension
of the sidewalk on 100t" Street as it goes only to Andersen Windows and then it stops
and then there is nothing and people are walking/running all the time. Deputy Director
of Public Safety Pete Koerner will reach out to our City Engineer to get an explanation
for review at the next meeting.
8. STAFF REPORTS
08.C. Council Recap
Council member Dennis informed the Commission of the following Council recaps:
Council is working on bringing a couple of processes to completion. The first is the
Budget— potential levy of 4.99%. Basically includes cost of living for staff, health
insurance increases, adding a couple of police officers to bring the numbers up to
becoming fully staffed, adding one more full time Firefighter/Paramedic. Also,
replacement of vehicles and equipment. He added that the city is very close to filling
our City Administrator position and has been offered to Charlene Stephens and waiting
for her acceptance of the job offer. She should be starting around October 5tn

08.A. Police — Deputy Director of Public Safety Pete Koerner informed the Commission
of the following:
Washington County is going through a strategic planning process and seeking
assistance of community members to attend a workshop on Saturday, September 26tn
from 9 am to 4 pm. Looking for citizens who use the library system and those that don't
use the library system. If any member is interested, please advise Deputy Director of
Public Safety Pete Koerner.
Staffing update. One of our CSOs was hired by St. Cloud PD, so we are going to be
hiring a CSO. The week of 9-8 interviews. We also have interviewed Police Officer
candidates which were from an internal pool and will be recommending one for hire.
08.B. Fire — Fire Chief Redenius informed the Commission of the following:
Call responses are 260 for the month of July and up for the month July, which is not
uncommon and following our 6 year pattern. Keeping very busy.
Starting a new training tactic on search and rescue that helps the fire staff initiate a
search from the exterior of building that will control fire flow. Several staff attended
thermal imaging training.
In regards to the Fire Station study, Fire Staff is going to be touring 4 or 5 fire stations in
the metro area and hopes to have some information to pass along to the Commission.
Fire Prevention week is second week of October, Open House will be Saturday,
October 10t" at Fire Station 2 from 10 am to 2 pm.
Commission member asked about sirens working. Fire Chief said all are working. Also
inquired about replacing some older sirens due to upgrades to siren systems. Try to put
into a replacement schedule — pre-80's sirens. He has put two to have battery backup
upgrades with remote monitoring systems in the budget. The cost to replace warning
sirens is roughly $25,000.
