In 2015, there were 2,847 building permits issued with a total valuation of $90,859,057, including
65 new home permits, with a total valuation of $20,857,738. The 2015 Building Permits Issued/
Valuation report is attached.

Current Project Specific Updates
Renewal by Andersen: The Renewal by Andersen project
consists of a large warehouse addition and office
addition. The office addition is almost complete and ready
for occupancy. The interior office sheetrock and rough-in
mechanical inspections on the warehouse addition, which
iscompletely enclosed, are completed. The next phase
will be to remove the precast panels on the north-facing
exterior walls between the new and existing ware-
house/production structures.
Aldi: The Aldi project currently consists of the removal of the front wall to reconstruct the entrance
area per the Aldi entrance and cart storage format. The new frost footings have been approved,
and the construction of the new front wall has begun. The interior concrete floor has been removed
with all deep underground plumbing installed and inspected. Once the new front wall is completed,
the structural shoring will be removed to accommodate the remainder of the reconstruction. The
site plan below shows the location of the new trash enclosure that will be constructed.

Premier Storage: The Premier Storage project consists of five separate buildings in various stages
of construction. The building facing the east is in the process of completing the exterior façade,
installing the metal roofing system, and beginning the metal bay installations. For the building
facing north, construction of the exterior wall is beginning, and the center building exterior reno-
vations and interior demolition completed with the interior HVAC installation starting prior to con-
struction of the metal storage bays.
American Agco: The American Agco project consists of an addition to the existing building with
interior and exterior tank storage, the addition of a fueling station, and interior remodel of the
existing 7900 97th Street Building. The new building and fueling stations have been constructed

and will soon be operable and occupied while the building permit for renovations at 7900 97th
Street has yet to be secured. After further discussion with Vanguard Construction, the building
contractor, it appears that the renovation permit will be issued within the next few weeks.
Church of St Rita: The addition to the existing building is now enclosed with all rough-in framing
and mechanical inspections completed. Additional phases to this project included separating the
building with an additional two-hour fire-rated separation and proving a one-hour fire-rated ceiling
assembly within the common/gathering area. Both phases are currently being addressed.
Upcoming Projects
Glengrove Industrial Park 6th Addition
The City of Cottage Grove applied for a preliminary plat and final plat for Glengrove Industrial Park
6th Addition, which is located on 63.442 acres of land between 97th Street and 100th Street, east
of Hemingway Ave. This subdivision will create one industrial lot of 9.084 acres and two outlots
of 9.792 acres and 50.566 acres. The Planning Commission unanimously recommended approval
of the application at their meeting on December 21. The City Council will take final action on this
application at their January 20 meeting.

Tax Increment Financing (TIF) District 1-16 Plan and Program Modification
TIF District 1-16 for the construction of a 38,400 square foot warehouse and a 43,560 square foot
greenhouse for Gardenworld within the Cottage Grove Business Park was presented to the Plan-
ning Commission. The Planning Commission confirmed and adopted a resolution finding that TIF
District 1-16 conforms with t
The resolution will be presented to the City Council at their January 6 meeting for final action.
Gardenworld
APPRO Development applied for a site plan review and conditional use permit for a 43,560 square
foot greenhouse, a 38,400 square foot warehouse, and a 4,187 square foot office for Garden-
world, Inc. on nine acres of land located on the southeast corner of Hemingway Avenue and 97th
Street, which is part of the proposed Glengrove Industrial Park 6th Addition plat. The Planning
Commission recommended approval of the applications at their December 21 meeting, and the
City Council will take final action on January 20.

Hillcrest Development Environmental Assessment Worksheet
Hillcrest Development LLC has applied for an Environmental
Assessment Worksheet (EAW) for development of the Southeast
Industrial Park, which will entail the development of 38.72 acres
of land guided for Industrial use. The land in question is generally
bordered by the Canadian Pacific Railway and Highway 61 to the
north, Hamlet Park to the west, and 91st Street to the south. The
site is predominately non-native grassland with a small amount of
woods on its western boundary. Complete development of the
site could result in construction of up to 560,000 square feet of
industrial space, depending upon the future user. The Planning
Commission recommended that the City Council find that there is
a negative need to prepare an Environmental Impact Statement
(EIS) for the Southeast Industrial Park Industrial development and
associated subdivision, and that the EAW was sufficient to
ascertain the negative need to prepare an EIS based on the
established findings. The City Council confirmed the Planning Com-
commendation at their meeting on January 6, 2016.
Southeast Industrial Park Outdoor Storage Facility
HHHJWB, LLC has applied for a conditional use permit and site plan review of an outdoor storage
facility in the Southeast Industrial Park located at the northwest quadrant of 91st Street and
Hemingway Avenue. These applications are on the agenda for the January 25, 2016, Planning
Commission meeting and are tentatively scheduled for the February 17 Council meeting.
Summers Landing
Staff from the Community Development and Finance Departments met with a development com-
pany and the current property owners of 160 acres of residentially guided and zoned land located
north of the Mississippi Dunes subdivision, west of Hadley Avenue. In 2014 Capstone Homes
received concept plan approval for a phased single-family development, which would have been
named Riverstone, for this property. The new developer has entered into a contract with
chase and develop the 160 acres with the same lot configuration as the

Riverstone concept plan but under the new name of Summers Landing. The preliminary plat
application is expected to be on the agenda for the February 22 Planning Commission meeting
with development of Phase 1 in the summer of 2016.
Summers Landing Phasing Plan
Stewart Addition Cases PP2015-042, V2015-043, FP2015-044
Stu-Mac Properties applied for a preliminary plat and final plat for Stewart Addition, which will
create five rural residential lots. This subdivision will be located at 9866 Kimbro Avenue South.
The Planning Commission unanimously (5-to-0 vote) recommended approval of the preliminary
plat and variance applications. The City Council approved both applications at their meeting on
January 6, 2016.

conditional use permit for a restaurant with liquor to be located at 8463
East Point Douglas Road (Jamaica Square Mall), a variance to parking requirements, and a site
plan review of the proposed restaurant and parking area. The Planning Commission will review
the applications and hold the public hearing at their meeting on January 25.
Hotel RFP
Staff is meeting with two prospective developers for the proposed hotel site. The first meeting is
scheduled for January 13. Staff will have more details at the February EDA meeting.
