Current Project Updates
Building Permit Statistics: Between January 1 and January 31, 2015, 154 building permits were
issued with a total valuation of $2,939,310, including 2 new single family detached homes valued
at $609,341. There were 27 commercial permits issued with a total construction valuation of
$1,797,041.
Hope Glen Tree House: Reviewed the project submittal for the construction of a 1,012 square foot
Tree House with a construction value of $90,000. The footings had been installed last fall so as
to not damage any tree roots, and the structural steel was recently installed. When the updated
set of plans are received, the permit will be issued.
Up North Plastics: The exterior, grading, and warehouse have all been completed with the expec-
tation that temporary approval of the warehouse will be issued shortly. The office/restroom are
under construction.
Renewal by Andersen: Temporary occupancy approval of the office area has been issued. Final
inspections of the warehouse have begun with an assumed final completion date of February 17.
American Logistics: The exterior, grading, and warehouse have been completed. The storage
mezzanine, restrooms, and office area are currently under construction. The structural steel,
plumbing, framing, and fire suppression system have been approved, and the sheetrock installa-
tion is scheduled for the week of February 1.

Cottage Grove Self-Storage: The exterior wall construction for the second building is complete.
The exterior walls of the third building are being constructed. The roofing and HVAC system for
the first (eastern) building are complete. The main building (old Rush) is almost complete.
Aldi: The front roof support system has been removed, and the new front wall/vestibule area has
been constructed. The plan is to thaw out the frozen areas within the building, complete all under-
ground plumbing, and begin the slab pours next week.
The main commons area of the existing church is complete with the required
fire-rated separation. The upper level of the addition has been painted and is ready for flooring to
be installed.
Southeast Industrial Park: The Planning Commission held the public hearing for an industrial de-
velopment project proposing the construction of two warehouse structures consisting of 362,240
square feet and 186,820 square feet respectively and a conditional use permit for outdoor storage
on approximately 39 acres of land. The project site is located northwest of 91st Street and
Hemingway Avenue. Testimony opposing the project was not received. The Planning Commission
unanimously (7-0 vote) recommended to the City Council that the site plan and conditional use
permit applications be approved, subject to conditions.

Zoning Ordinance Text Amendment Restaurant Parking: The City of Cottage Grove applied for
a zoning text amendment to City Code Title 11-3-9F, Required Parking, regarding restaurants,
bars, taverns, and nightclubs. This public hearing was continued from the November 23, 2015
and December 21, 2015 Planning Commission meetings. The Planning Commission reviewed
and discussed the additional information provided by C-
rent parking ratio requirement is generally similar to parking ratio regulations by other communi-
t ordinances and that current parking for existing restaurants in Cottage Grove is generally
satisfactory. No testimony for or against the ordinance parking regulations was received at the
public hearing. The Planning Commission unanimously recommended (7-to-0 vote) to the City
ff-street parking regulations.
Upcoming Projects
The following projects are scheduled for review and public hearing at the Planning Commission
meeting on February 22, 2016:
for an amendment to their conditional use permit for expansion of their current restaurant with liquor
to a total of 7,635 square feet to add a full bar, and a variance to minimum parking requirements at
Almar Village.
80th Street Crossing: United Properties Development has applied for a preliminary plat to be called
Eightieth Street Crossing that will consist of three commercial lots; a site plan review of their pro-
posed development at the northwest corner of 80th Street and Hadley Avenue; a conditional use
permit to allow a gas station and convenience store; and a variance to required setbacks and green
space requirements.

Summers Landing: Summergate Development LLC has applied for a zoning amendment to rezone
160.12 acres of land located west of Hadley Avenue, south of 90th Street, and north of 95th Street
from AG-1, Agricultural Preservation, to R-3, Single Family Residential with a Planned Development
Overlay (PDO); and a preliminary plat to be called Summers Landing that will consist of 383 resi-
dential lots for single-family homes and 24 outlots.

Merchants Bank Relocation: Merchants Bank has applied for a site plan review to convert a restau-
rant to a bank and a variance to allow an additional drive-thru lane at 8479 East Point Douglas Road
South.

Borner Solar Garden: Minnesota Solar Collection has applied for a conditional use permit for a 5
MWac Community Solar Garden project to be located at 9105 Lamar Avenue South.

Solar Garden at 11301 70th Street: CGSun, LLC applied for a conditional use permit to allow a
community solar garden up to 4 MW on a 37.70-acre parcel of land located east of Lamar Fields and
south of 70th Street.
Aggregate Industries Mining Permit: Aggregate Industries North Central Region, Inc. has applied
for their 2016 mining permit to continue their mining operations at 11250 Grey Cloud Trail on Lower
Grey Cloud Island.
West Point Douglas Road Rezoning: The City of Cottage Grove applied for a zoning amendment to
rezone approximately 70 acres of land along West Point Douglas Road from B-2, Retail Business,
to P-B, Planned Business District.
Commercial Uses Text Amendment: The City of Cottage Grove has applied for a zoning text amend-
ment to correct the discrepancies in the commercial zoning districts for air conditioning and heating
sales and repair; electrical service, heating, and plumbing service shops; and appliances, upholstery,
or air conditioning service shops. The purpose of this amendment is to properly identify these uses

The Southeast Industrial Park in Cottage Grove has been certified as “shovel ready” by the
Minnesota Department of Employment and Economic Development.
The designation signals to potential developers that planning, zoning, environmental studies,
title work, public infrastructure and other preconstruction activities have been completed on
the site, the department said.
According to DEED, the “shovel ready” program is designed to make communities more
attractive to commercial and industrial developers, who can save time and money because
much of the site preparation is finished in advance of their projects.
The nearly 39-acre industrial park at the former Lyman Lumber site at 91stStreet and
Hemingway Avenue is the 29th site to be certified “shovel ready” since the program began in
2009.

Details: A development group looking to bring more than a half-million square feet of new industrial
warehousing capacity to the southeastern Twin Cities entered the approval process in Cottage Grove.
Minneapolis-based Hillcrest Development and the Opus Group of Minnetonka on Monday won the
unanimous approval of the city’s planning commission for the Southeast Industrial Park site plan, which
calls for 549,060 square feet of bulk warehouse space spread across two buildings.
Hillcrest Director of Sustainability Kristina Smitten and Opus Development Co. Director Phil Cattanach
said approval was being sought now to assure prospective tenants the building plans could be implemented
quickly once lease deals were signed.
When the park was announced in April, three potential concepts were floated. The largest of them,
including one building of 362,240 square feet and a second of 186,820 square feet, was ultimately chosen.
The 38-acre site is just south of Hwy. 61 and served by a spur of the Canadian Pacific railroad. Along with
the site plan, a conditional use permit for outdoor storage and trailer parking was also approved by the
commission. The project now goes to the Cottage Grove City Council, which will consider it on Feb. 20.
Hillcrest and Opus have targeted a fall 2016 occupancy date for the new park.
