HomeMy WebLinkAbout2016-02-09 PACKET 07.WTTAu HISTORIC LANDMARK MINUTES CITY OF COTTAGE GROVE ADVISORY COMMITTEE ON HISTORIC PRESERVATION January 12, 2016 Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic Preservation was duly held at the Cottage Grove City Hall, 12800 Ravine Parkway South, Cottage Grove, Minnesota, on the 12th day of January, 2016. Chair Herb Japs called the meeting to order at 7:02 p.m. Roll Call MEMBERS PRESENT. Herb Japs, Jan Japs, Beverly Gross, Verlyn Lindemann, Herb Reckinger, Corinne Marz, Melinda Miller MEMBERS ABSENT: Jon Raverty OTHERS PRESENT. Councilmember Jen Peterson; Charlene Stevens, City Administrator, John M. Burbank, Senior Planner APROVAL OF THE AGENDA Jan Japs made a motion to approve the agenda as distributed. Marz seconded. The agenda was unanimously approved. OPEN FORUM No one spoke. ACTION ITEMS 7003/7007 East Point Douglas Road (Hill -Gibson House) — HSL Delisting Request Burbank reported that the City had received an application for delisting 7003/7007 East Point Douglas Road South from the City's Historic Register of Historic Sites and Landmarks from Anchor Bank, who is the current property owner. The ACHP discussed some of the background material for the property that was included in the staff report. Sherman Malkerson of the C. Chase company, 5353 Gamble Drive, Suite 108, St Louis Park, reported that he represented the applicant and indicated that the request was in relation to the Bank's inability to market the site for an adaptive reuse since obtaining it via foreclosure in 2013, and to facilitate the sale and develop- ment of the property into a senior housing residential project. The ACHP held a brief discussion on the topic. Gross seconded the motion. Herb Japs commented that given this delisting request was the first since the adoption of Ordi- nance No. 953, he wanted to make sure that the ACHP had all the appropriate information in which to base a decision. Burbank inquired if the group would be available to hold a special meeting on February 9, as the next time the ACHP met would be outside of the 60 -day review period. The ACHP concurred, and Burbank reported that he would send out an agenda packet with addi- tional information on the topic. No additional action was taken by the ACHP. Island Naming Discussion — Part IV Burbank reported that the Parks Commission had reviewed the ACHP recommendation to name the recently acquired tax forfeited island as "Joseph Labathe's Settlers Island" and had sug- gested a second name of "Spirit Wood Island." The ACHP discussed the fact that Lower Grey Cloud Island proper is historically referenced as Spirit Wood Island or Chan Wakon, and unani- mously recommended to the Parks Commission and Council that their original recommendation stand, and that the use of Spirit Wood in the name of our new park and open space would be inappropriate. Reckinger made the motion and Marz seconded. Burbank reported that he would share this with the Parks Commission. No additional action was taken. Island Signage Design Burbank reported that Reckinger and Marz has been researching information on LaBathe and the other early settlers and had compiled a draft narrative for inclusion in the interpretive sign- age for the Island. The ACHP held a general discussion on the topic and no additional action was taken. Burbank reported that he would place more related items on the next regularly scheduled meeting of the ACHP. National Historic Preservation Month Burbank reported that May is designated as Historic Preservation Month and asked if the group wanted to have the Council read a proclamation and do anything else special. The ACHP held a general discussion on the topic and concurred. Burbank reported that he would place draft procla- mation language and other related items on the next regularly scheduled meeting of the ACHP. No additional action was taken. 2015 Historic Preservationist of the Year Burbank asked if the ACHP had any additional nominations for the Historic Preservationist of the Year. The ACHP held a general discussion on the topic. Jan Japs moved that the ACHP rec- ommend that Wayne and Angi Butt receive the award based on their creative and careful efforts to preserve the historic arch style barn at 7310 Lamar Avenue into the Furber Wedding and Event Center. Lindemann seconded. The motion was unanimously approved by the ACHP. Burbank reported that he would have the draft plaque at the next regularly scheduled meeting of the ACHP. No additional action was taken. PROJECT UPDATES Nesse) School Burbank shared information that he had received from the Washington County Historical Soci- ety. Gross shared an artifact from the School that is in possession of and on loan from the South Washington Heritage Society. The item was a school records book from the late 1800's. Burbank reported that he would share the information with the Washington County Historical society. No additional action was taken. City Hall Historic Display Case — Barns of Cottage Grove Burbank reported that he was getting additional pictures and stories on the project. No addi- tional action was taken. APROVAL OF MINUTES Marz made a motion to approve the minutes from the November 10, 2015, meeting with the correction to the spelling of Labathe. Lindemann seconded. The minutes were unanimously approved. COMMITTEE COMMENTS/ITEMS OF INTEREST Burbank shared a school textbook on the History of Minnesota that was donated by PJ and Lisa McMahon and noted that it contained references to Cottage Grove, James Norris, and Joseph Haskel. The ACHP held a general discussion on the topic and recommended that a thank you note be sent. No additional action was taken. Burbank reported that he would process the thank you and donation acknowledgement. HISTORIC INQUIRIES AND RESEARCH INFORMATION None COUNCIL LIASON COMMENTS None COMMITTEE COMMENTS Gross shared a photo book on the moving of the previous church building that was moved to the current site of the community church from Denmark township in 1874. She noted that after the original move, it burned to the ground and was rebuilt exactly the same the next year. STAFF COMMENTS None ADJOURNMENT Lindemann made a motion to adjourn the meeting. Miller seconded. Motion passed unani- mously. The meeting was adjourned at 9:07 p.m.
