The proposed improvements include constructing a roundabout at the intersection of Hadley Avenue South and 95 Street South; including storm sewer, concrete pavement, trail extensions, th lighting, irrigation, and landscaping. Hadley Avenue South and 95 Street South are proposed th to be reconstructed; including B618 curb and gutter, new bituminous pavement, turn lanes, bituminous trails, storm sewer, water main, sanitary sewer, lighting and boulevard trees. The general project location is shown below in Figure 1 below. It is anticipated that this project would be constructed during the 2016 construction season. PROJECT SCOPE : This project consists of utility and street improvements in the general location shown in Figure 1 Figure 1 Ï General Project Location Hadley Avenue and 95 Street Improvements 2 th RI EQUIRED MPROVEMENTS The project includes improvements to Hadley Avenue South between 90 Street South and th approximately 600 feet south of 100 Street South, and 95 Street South between Mississippi thth Dunes Boulevard and 500 feet east of Hadley Avenue South (see figure 2 in the appendix of this report). A roundabout at the intersection of Hadley Avenue South and 95 Street South, public th trail extensions, street lighting and landscaping are all included in the proposed improvements to be constructed in 2016. A cost estimate has been included in the appendix of this report. S I TREET MPROVEMENTS Street South currently exists as a two way stop The intersection of Hadley Avenue South and 95 th controlled intersection; 95 Street South traffic has to stop. This intersection is proposed to be th reconstructed with a roundabout (see figure 3 in the appendix of this report). The proposed roundabout will be constructed with concrete curb and gutter, concrete pavement and a landscaped center roundabout area. Hadley Avenue South, both north and south of the roundabout, is proposed to be fully reconstructed with B618 curb and gutter, new bituminous pavement, turn lanes, bituminous trails, storm sewer, water main, sanitary sewer, lighting and boulevard trees. 95 Street South, both east and west of the roundabout, is proposed to be fully reconstructed th with B618 curb and gutter, new bituminous pavement, turn lane, bituminous trails, storm sewer, lighting and boulevard trees. All street improvements will be designed to meet Municipal State Aid and City of Cottage Grove standards. TI RAIL MPROVEMENTS Eight-foot wide bituminous trails are proposed to be extended and/or reconstructed on both Street South. The Summers Landing developer will be sides of Hadley Avenue South and 95 th responsible for the costs associated with constructing the trails along the west side of Hadley Avenue South between 90 Street and 95 Street. The Summers Landing developer will also be thth responsible for the costs associated with constructing the trails along the north side of 95 Street th South between Hadley Avenue South and Mississippi Dunes Boulevard. SLI TREET IGHTING MPROVEMENTS Cobra street lights are proposed to be installed within the four legs of the roundabout at Hadley Avenue South and 95 Street South. Lighting within the center of the roundabout is proposed th and will be very similar to the lighting installed in the roundabout at the intersection of 70 Street th South and Keats Avenue. Ravine style lighting (single luminaire) is proposed to be installed on both sides of Hadley Avenue South and 95 Street South outside of the roundabout area. th LI ANDSCAPING MPROVEMENTS The center of the roundabout is proposed to be landscaped and irrigated. The landscaping will include hardwood trees, shrubs, perennials and ornamental grasses. This will be very similar to what was installed at the intersection of 70 Street South and Keats Avenue. Boulevard th hardwood trees are proposed to be placed on both sides of the road on Hadley Avenue South and 95 Street South. th Hadley Avenue and 95 Street Improvements 3 th UI TILITY MPROVEMENTS The sanitary sewer for this project will be directional drilled and extended from the southeast corner of the Pine Hill Elementary School property. This sanitary sewer extension is necessary to provide service for future phases of the proposed Summers Landing Development. The Summers Landing developer will be responsible for all costs associated with extending the sanitary sewer from the southeast corner of the Pine Hill Elementary School to the west side of Hadley Avenue South. Old ductile iron water main, between six and twelve inches in diameter, will be replaced within Hadley Avenue South from 90 Street South to 92 Street South. The proposed Summers thnd Landing 1 Addition water main will connect to the existing water main located on the east side st of Hadley Avenue South at the intersection of 94 Street South. The Summers Landing developer th will be responsible for all costs associated with extending the water main from the east side of the Hadley Avenue South to the west side of Hadley Avenue South at the intersection of 94 th Street South. New storm sewer is proposed to be installed along both Hadley Avenue South, 95 Street South th and within the proposed roundabout area. The existing storm sewer system in Hadley Avenue South, south of 94 Street, will be utilized. The existing storm sewer system in 95 Street South will thth also be utilized. RE EQUIRED ASEMENTS All public utilities will be located under the public street right-of-way and within dedicated utility easements. Additional right-of-way will be obtained from the Summers Landing developer for the improvements proposed in the northwest corner of the roundabout at Hadley Avenue South and 95 Street South. An easement will have to be obtained from the Pine Hill Elementary th School for the proposed sanitary sewer and storm sewer extensions. P R EQUIRED ERMITS This project requires the following permits: MPCA General Storm Water Permit (NPDES Permit) € MPCA Sanitary Sewer extension Permit € MN Department of Health Water Main Permit € C C ONSTRUCTION OORDINATION Street, trail and utility extensions proposed with this project will require the project contractor to stay in regular contact with the Summers Landing Developer to coordinate work schedules, site access, testing, etc. Hadley Avenue and 95 Street Improvements 4 th PROJECT COSTS ECC STIMATED ONSTRUCTION OSTS Street South and A detailed cost estimate for improving Hadley Avenue South between 90 th approximately 600 feet south of 100 Street South, and 95 Street South between Mississippi thth Dunes Boulevard and 500 feet east of Hadley Avenue South, have been prepared and is included in the appendix. All costs are based on anticipated unit prices for the 2016 construction season, and they include an additional 30 percent for indirect costs associated with the project. Costs for required right-of-way and easements are not included. The Summers Landing Developer will be funding a portion of the improvements as outlined in table 1.1. Following is a breakdown on the proposed project financing: City of Cottage Grove $4,283,076 Summers Landing Developer $1,779,704 Assessments* $41,600 TOTAL PROJECT COSTS $6,104,380 *Assessment amounts were based on the City Policy and benefit appraisals (see figure 6 in the appendix of this report for assessable parcels). Based on the City policy approximately $210,165 would be collected through assessments ($150,050 for Pine Hill Elementary School, $60,115 for 9015 Hadley Avenue South). The benefit appraisal amounts received for assessable parcels are less than the amounts calculated through the CityÔs special assessment policy ($9,600 for Pine Hill Elementary School, $32,000 for 9015 Hadley Avenue South). RECOMMENDATIONS TO COUNCIL The proposed improvements in this report are necessary, feasible and cost-effective related to general engineering principles. The feasibility of this project as a whole is subject to the financial review. The following recommendations are made: Adopt this report as the guide for improving the streets described. € The City conducts a legal and fiscal review of the proposed project. € The City installs the improvements as described within this report, with construction being € started in 2016.
