Building Permit Statistics: Between February 1 and February 29, 2015, 150 building permits were
issued with a total valuation of $2,998,284, including 6 new homes valued at $2,181,535.There
were 24 commercial permits issued with a total construction valuation of $317,972.

Current Project Updates
Hope Glen Farm Treehouse: The permit was issued for the construction of the treehouse with a
construction value of $90,000.
3M Building #39: The building permit and plumbing were issued for the renovation of the
restrooms with a construction value of $127,000.
Aldi Foods: The framing is complete and concrete floor has been poured. Steiner Construction is
working on the interior finishes.
American Agco: The office renovation is complete and a Certificate of Occupancy will be issued
soon.
Up North Plastics: Temporary occupancy approval was issued for the use of the warehouse.
Premier Storage: Both semi-heated buildings are near completion and the storage area of two of
the three non-heated buildings are in the process of construction.
The final heating and plumbing systems have had their final inspections. Work
is continuing on the elevator. The addition should be completed soon.

Planning Commission Applications
The Planning Commission met on Monday, February 22, 2016, and reviewed, held public hear-
ings, and made recommendations to the City Council on the planning applications summarized
below:
Minnesota Solar Collection Conditional Use Permit: Minnesota Solar Collection applied for a
conditional use permit for a five mega-watt community solar garden project to be located at 9105
Lamar Avenue South. At the public hearing, a neighboring property owner supported the short-
term use for a community solar garden, but expressed concerns for their property value if the
community solar garden is approved for a long-term period of time (25 to 30 years). The solar
project would be located on approximately 43 acres of farmland. The Planning Commission unan-
imously (8-to-0 vote) recommended to the City Council that the conditional use permit application
March 16, 2016, City Council agenda.
CGSun, LLC Conditional Use Permit: CGSun, LLC applied for a conditional use permit for a
four mega-watt community solar garden project on approximately 38 acres of land located east of
Lamar Fields. At the public hearing, no testimony for or against this proposed solar collection
facility was received. One of the recommended conditions of approval for this application is a
requirement that a windrow of Blackhill spruce trees be planted along the west side of the site to
screen the solar facility from the Lamar Field Park. The Planning Commission unanimously (8-to-
0 vote) recommended to the City Council that the conditional use permit application be approved,
City Council agenda.

Summers Landing Residential Development Project: Summergate Development applied for a
zoning amendment to rezone 160 acres of land located west of Hadley Avenue, between 90th
Street and 95th Street from AG-1, Agricultural Preservation to R-3, Single Family Residential with
a Planned Development Overlay (PDO), and a preliminary plat to be called Summers Landing.
The proposed residential subdivision called would consist of 383 residential lots for single-family
homes and 24 outlots. A neighborhood meeting was held on February 18, 2016. At the public
hearing, no testimony was received for or against the project. The Planning Commission unani-
mously (8-to-0 vote) recommended to the City Council the approval for the rezoning and prelimi-
nary plat. This recommendation will be on the March 16, 2016, City Council agenda.

Conditional Use Permit and Variance:
Cottage Grove, 7155 Jorgensen Lane South, applied for an amendment to their conditional use
permit for expansion of their current restaurant with liquor to a total of 7,635 square feet, and a
variance to minimum parking require-
ments at Almar Village. The expansion
includes additional floor area for the
kitchen and seating areas and to add a
full bar. A retail tenant within the shop-
ping center expressed concerns for the
parking variance and requested that
parking spaces closest to the other
-
parking. The Planning Commission on a
7-to-1 vote recommended approval of
the conditional use permit amendment
and the parking variance, subject to
recommendations to the City Council will
be on the March 16, 2016, City Council
agenda.
80th Street Crossing Redevelopment: United Properties Development has applied for a prelimi-
nary plat to be called Eightieth Street Crossing that will consist of three commercial lots; a site
plan review of their proposed development at the northwest corner of Hadley Avenue and 80th
Street; a conditional use permit to allow a gas station and convenience store; and a variance to
setback and green space requirements. The redevelopment would subdivide the property into
three lots, relocate Honest-1 Auto Care, and the construction of a Kwik Trip motor fuel station with
a convenience store and car wash. At the public hearing, nobody spoke in favor or against the
proposed project. The Planning Commission on a 7-to-0 vote with one abstention recommended
to the City Council the approval of all the planning applications, subject to conditions. This recom-
mendation will be on the March 16, 2016, City Council agenda.
Merchants Bank Relocation Site Plan Review and Setback Variance: Merchants Bank applied
for a site plan review to convert a restaurant to a bank and a variance to allow an additional drive-
thru lane at 8479 East Point Douglas Road South. Merchants Bank is proposing to relocate their

Restaurant location. The existing building will be remodeled and one additional drive-thru lane is
proposed to be constructed. At the public hearing, nobody spoke in favor or against the proposed
project. The Planning Commission unanimously recommended to the City Council the approval
of all the planning applications, subject to conditions. This recommendation will be on the City
Council agenda for their meeting on March 16, 2016.
Aggregate Industries Annual Nelson Mine Permit: Aggregate Industries North Central Region,
Inc. submitted their annual mining permit application to continue mining and processing aggregate
materials in the Nelson Mine located at 11250 Grey Cloud Trail. The aggregate materials will be
incorporated into various products in the Twin Cities metropolitan area and are used for ready mix
concrete and/or asphalt in the construction of highways and buildings, etc. The 2016 Mining
Operations Plan proposes mining and processing between 800,000 to 850,000 tons of aggregate
materials. The Planning Commission unanimously (8-to-0 vote) recommended to the City Council

West Point Douglas Road Rezoning: The City of Cottage
Grove applied for a zoning amendment to rezone approxi-
mately 80 acres of land along West Point Douglas Road
between 80th Street and the property at 7858 West Point
Douglas Road from B-2, Retail Business, to P-B, Planned
Business District. Nobody spoke in favor or against the
proposed rezoning application. The Planning Commission
unanimously (8-to-0 vote) recommended to the City Council
the approval of this rezoning application, which will be on the
, 2016.
Commercial Zoning Text Amendment Business Uses within Commercial Districts: The City of
Cottage Grove has applied for a zoning text amendment to Zoning Ordinance regulations that
pertain to sales and services for air conditioning, heating, electrical and plumbing, tattoo and body
piercing businesses. The purpose of this proposed amendment is to eliminate the duplication of
these business uses within the current ordinance regulations and clarify where these businesses
are allowed within a particular commercial zoning district. No testimony for or against this ordi-
nance amendment was received at the public hearing. The Planning Commission, on a 6-to-2
vote, recommended to the City Council that Title 11-10B-1(c), Use Table, for the commercial
zoning districts be amended. This recommendation will be on the City Council agenda for their
meeting on March 2, 2016.
Upcoming Projects
To date, the following projects are scheduled for review and public hearing at the Planning Commis-
sion meeting on March 28, 2016:
Rahn Home Services A conditional use permit to operate a heating and air conditioning com-
pany, a plumbing business, and an electrical business at 11825 West Point Douglas Road South.
Summerhill Crossing Preliminary plat to create two commercial lots on the northwest corner of
70th Street and Hinton Avenue.

Junction 70 Grille A zoning amendment, site plan review, and conditional use permit for a 180-
seat restaurant to be located at Summerhill Crossing on the northwest corner of 70th Street and
Hinton Avenue.
Cottage Grove Tank Farm An interim conditional use permit to allow temporary outdoor storage
at the Cottage Grove Tank Farm located at 6483 85th Street South.
Renewal by Andersen A conditional use permit for a comprehensive sign package.

Council will appoint volunteers from the list of candidates at their meeting on March 16, 2016.
