To: Economic Development Authority Members Charlene Stevens, City Administrator From: Robin Roland, Finance Director Date: March 3, 2016 Subject: Consideration of adopting a modification to the development program for development district number 1, establishing tax increment financing district 1-17 (Dominium) and adopting the tax increment financing plan for the same Introduction & Discussion At the February 9, 2016 Economic Development Authority (EDA) meeting, the EDA passed a resolution requesting that the City Council call for a public hearing on modifying the current development plan, establishing TIF District 1-17 (Dominium). At the February 17, 2016 City Council meeting, the City Council passed a resolution calling for the public hearing to be held on April 6, 2016. The Planning Commission will review the TIF plan at their March 28th meeting. The TIF district is being established to facilitate the construction of 184 affordable apartment units for seniors in the City. The project is a housing district under Minnesota State Statutes 469.174 and 469.1761; affordable rental housing units with income requirements defined in section 172(d) of the Internal Revenue Code. The proposed TIF plan is included with this memo. The TIF plan includes a “sources and uses” statement on pages 2-5 and 2-6 that will serve as the maximum project budget. Appendix D addresses the cash flows of the project, showing expected annual tax increments for the district. Appendix E addresses the income restrictions for a Housing district. Action Requested 1. Adopt the resolution modifying the development district number 1, establishing TIF District 1-17 (Dominium) and adopting the TIF plan for the district.
