Subject: Promotion to Sergeant-Police Officer Patrick Nickle
Backaround
In the 2015 budget, Council approved reclassifying one police officer to the position of Sergeant.
This sixth sergeant position will provide consistent and improved supervisory coverage to the
patrol officers.
A number of staffing changes occurred in the patrol division in 2015 with resignations and
retirements. The decision was made to postpone the sergeants position until the newly recruited
officers were fully trained and on the schedule.
The position of Patrol Sergeant was posted internally, closing on October 26, 2015.
Five qualified candidates applied for the position of Police Sergeant. Applicants were required to
present their qualifications, supervision philosophy and performance management style to an
evaluation panel.
From the five candidates, four were selected to move on in the process to be evaluated by Gary
L. Fischler and Associates, PA. Comprehensive testing on managerial, leadership, intelligence
and judgment was completed.
From the four finalists, Patrick Nickle was identified as the top candidate.
Discussion
Per your approval, I am recommending that Patrick Nickle be promoted to the rank of Police
Sergeant effective March 16, 2016.
In accordance with the Patrol Sergeants' Labor Agreement, Patrick Nickle would start at step D
and would be subject to a one year probationary period.
Recommendation
With your approval, I would request a badge pinning/oath of office recognition for Patrick at the
March 16, 2016 regular city council meeting. The promotion of Patrick Nickle to the position of
sergeant has my full support. Officer Nickle has consistently performed his duties at an
exemplary level and I am confident he will continue to provide excellent service to the city and
the community.
