This sweeping project is completed each year in the spring to remove debris from city streets, including sediment and organic matter. Sweeping projects such as this are one of the most effective best management practices for preventing these materials from entering the storm sewer system. Once this material enters into the city storm sewer, it is deposited in stormwater ponds, where it is much more costly to remove. In addition, this material will contain phosphorus that can dissolve into stormwater runoff and reach local lakes and rivers. Increased phosphorus can create large algae blooms, so removal of the material from the streets is a very effective way to improve water quality in these water bodies. Discussion It is estimated that there will be 400 total hours of sweeping for the 2016 project. Quotes were due for this project on March 10, 2016. There was a total of three complete quotes received. Each contractor provides an hourly rate quote for six street sweepers that will be used on the project. The following table summarizes the results of the quotes received. The complete quotes are also attached for reference. The budgeted amount for the City of Cottage Grove for 2016 is $27,200. At the estimated 400 hours of sweeping for the City of Cottage Grove project, the low quote of $77.00 per hour gives an esti- mated cost of$30,800. Recommendation It is recommended the City Council award the 2016 City-Wide Sweeping project to the low quote, supplied by Mike McPhillips, Inc., for $77.00 per hour. RESOLUTION NO. 2016-XXX RESOLUTION AWARDING THE 2016 CITY-WIDE SWEEPING PROJECT TO MIKE MCPHILLIPS, INC. FOR $77.00 PER HOUR WHEREAS, quotes were requested to provide the necessary work for the 2016 City-Wide Sweeping Project; and WHEREAS, three firms submitted quotes; and WHEREAS, it appears that Mike McPhillips, Inc. provided the lowest accepted quote; and WHEREAS, it is the recommendation of the City Engineer that the quote be awarded to Mike McPhillips, Inc. for $77.00 per hour.
