Introduction
The Future Vision 2030 Comprehensive Plan was adopted by the City Council on March 2, 2011.
The Metropolitan Land Planning Act requires all metropolitan area communities to submit updated
Comprehensive Plans to the Metropolitan Council by December 31, 2018.
What is the Comprehensive Plan?
Cities are granted the authority to regulate land use by the Municipal Planning Act (Minn. Stat.
462.351). For cities engaged in land use regulation, the Municipal Planning Act provides the
framework and road map that all cities within the seven-county metro area must follow.
The comprehensive plan provides a strategic vision and goals that are crucial in guiding the overall
development in the community. The overall planning principles the City will use to guide public and
private investments in the coming years will partially be based on the comprehensive plan.
Cities regulate land use through three basic tools:
The comprehensive plan
The zoning ordinance
The subdivision ordinance
These planning tools harmonize and interact in important ways to protect and promote sound de-
velopment for the City. First, the comprehensive plan helps the City look to the future, as it guides
current and future development in administering its zoning ordinance and subdivision ordinance.
The City’s subdivision ordinance regulates the division of land into smaller lots and the creation of
blocks and neighborhoods with safe streets, appropriate environmental features, and character.
Finally, the City’s zoning ordinance regulates the use and density for residential, commercial, in-
dustrial, and agricultural purposes, both segregating and combining uses where appropriate to
prevent congestion and other negative human health hazards and promoting the health, safety,
morals, and general welfare of the community, to protect and conserve the value of buildings, and
to encourage the most appropriate use of the land.

Why are we updating our existing Comprehensive Plan?
The Comprehensive Plan is updated every eight to ten years, and establishes the vision and sets
the course for the City for about a two-decade period. The plan should be updated periodically to
consider changes in markets trends, revise development forecasts, and adjust community goals
and policies used to guide development decisions. In order to align with the Council goal of posi-
tioning for growth, this update is proposing a different project approach. One is to hire a consultant
to help guide and staff the Steering Committee, and the second is to conduct a market overview
and analysis by Tangible Consulting (please see the attached proposal). They will provide a realis-
tic understanding of the types of real estate development within all four major sectors: housing, re-
tail, offices, and employment. This will be helpful in setting expectations about future development
and the amount of land that should be guided for each use. It is necessary to hire a consultant for
this project to help provide the necessary staffing and resources to ensure this is a successful
process and to provide outside prospective on the process and land use.
The cost breakdown for the project is as follows:

The funds necessary to support this effort will be the Park Trust (only park elements), MSA, Water,
Sanitary and Storm Sewer Area Funds, and General Fund.
Plan Update Process
The comprehensive plan update processes will utilize a “steering committee” format. This commit-
tee will oversee the preparation of the comprehensive plan update. The steering committee will in-
clude one to two members from each City advisory commission, the Economic Development
Authority, business representatives, and city residents who will be appointed by the City Council.

COMPREHENSIVE PLAN UPDATE
Introduction
Stantec proposes to assist the City of Cottage Grove with an
update to its Future Vision 2030 Comprehensive Plan through a
robust process of analysis, community engagement and
implementation. This proposal outlines our approach and
process to update the Plan.
Project Understanding
The City of Cottage Grove is updating its comprehensive plan to implement
future vision and to meet the requirements of the Metropolitan Council. The City Council has
articulated ositioning for Growth as a primary goal. The character of growth for Cottage Grove
and the Metropolitan Area is different now in 2016 looking ahead to
2020, 2030, and 2040 than it was in 2000 and 2010. Among the factors
affecting growth and development are the economy in general; the
aging population, with the need for different housing types; the
increasing diversity of the population, with different needs and
expectations; the growing emphasis on active, healthy living, and its
implication for parks, trails, recreation and connections; and the growing
understanding of the importance of sustainability and resilience in
development decisions.
Project Approach
To achieve the overall goal above, and other goals that will be developed and updated within
the planning effort, Stantec proposes a process in seven phases, designed to involve the
community and City decision makers in a systematic update of the Plan and its various elements.

Key to this planning approach is to start with good information and analysis. We will incorporate
the studies and plans on systems such as transportation, parks, sanitary sewer, water, and
stormwater, plus conduct a market analysis to estimate the scale and type of residential,
commercial and industrial uses.

attention given to the locations within the City where the development is
likely to occur. This is helpful in setting expectations about future
development, and providing insights concerning where public intervention
may be requiredif important development outcomes are not likely to occur on a strictly market
basis. A key outcome will be a comparison of the amount of land needed for the various land
uses and the amount guided in the Plan for these types of development.

Project Team
The project team for the Comprehensive Plan will be led by Senior Planner/Project Manager Phil
Carlson and Engineering Project Manager Dave Sanocki. Phil and Dave will be assisted by a team
of Stantec planners, landscape architects, GIS technicians, and engineers specializing in sewer
and water infrastructure, transportation, stormwater management, and other disciplines as
needed.
The Stantec team will be joined by Tangible Consulting, specialists providing market research and
development strategies.

Scope of Work
Stantec will perform the following scope of work, comprising seven phases with tasks described
under each phase, in pursuit of completion of the Comprehensive Plan update. This scope is open
for discussion with City staff, to be detailed more fully in a contract with the City if this proposal is
accepted.
PHASE 1 PROJECT INITIATION
Task 1.1.Initial kickoff meeting with City staff. Stantec team members will meet with City staff
to review the roles, responsibilities, communication and schedule for the project. This
will include discussion of the appointment of the Steering Committee, if not already
in place.
Task 1.2.Prepare and review project memo. Stantec will prepare a project memo outlining
the key points of the kickoff meeting to help guide project understanding going
forward.

developers and real estate professionals familiar with the Cottage
Grove geography and the relevant development types.
Task 2.2.Stakeholder and landowner interviews. Stantec will conduct up to six interviews with
key stakeholders or property owners identified by the City. The purpose of the
interviews will be to gather input on significant issues or concerns they may have
and to get insight into potential future development plans.
Task 2.3.Business round table. Stantec will hold a meeting with business representatives to
discuss issues relevant to the business community in Cottage Grove. The intent will
be to gather input on opportunities or concerns they see. The meeting could be
arranged by invitation with guidance from City staff or coincide with regular

Task 6.5.Open House and Planning Commission meeting Draft Plan. Stantec will facilitate
a community open house meeting in advance of a Planning Commission meeting
to review the Draft Plan. The Open House will provide an opportunity to view maps
and other information and to ask questions and provide input to Stantec and City
staff. The Planning Commission meeting will be the public hearing on the Plan.
Task 6.6.Refine Draft Plan with City staff. Stantec will meet with City staff to refine and revise
the Draft Plan before presenting it to the City Council for review and adoption.
Task 6.7.City Council review meeting Final Plan. Stantec will present the Plan to the City
Council for their review and adoption.
Task 6.8.Communications and web presence. Stantec will work with City staff to post
information, update websites and provide opportunities for discussion and
feedback on the Final Plan.
PHASE 7 PROJECT ADMINISTRATION
Task 7.1.Project administration. Stantec will monitor, discuss and communicate among staff
members and City staff to manage and administer the project, including regular
budget and progress updates.

Cost Estimate
Stantec will perform the scope of work described in this proposal for a cost not-to-exceed
charged on a time-plus-materials basis in accordance with our standard rate schedule and billed
monthly to the City for work completed in the previous month.
The cost estimates by phase and task are summarized on the table on the next page. These task
and phase costs are estimates, and the only cost figure agreed to is the total for the whole
Comprehensive Plan project.
Schedule
We estimate the Comprehensive Plan update will involve a schedule of 12 to 16 months,
depending on the scheduling and timing of various meetings and reviews with the Steering
Committee, Planning Commission and City Council. We will discuss with City staff a more detailed
schedule in the Kickoff Meeting, identifying if possible dates and times for key meetings and
check-in points in the process. We will make every effort to follow the agreed-to schedule, but
cannot be responsible for circumstances beyond our control that may affect the timing and
delivery of various parts of the work.
