Per the Naming Policy, the request was brought to the Parks Commission in December, February and March for review. Commissioners also discussed the merit of the naming request with the Cottage Grove Softball Association (requestor). After much deliberation, the Parks, Recreation and Natural Resources Commission is recommending accepting the name change request in consideration of the following: 1. Dan Collins passionately volunteered over 30 years to the sport of Cottage Grove Fastpitch Softball 2. Dan Collins service went beyond that of his family. He served before, during and after his daughter and granddaughter played softball in the association 3. Dan Collins had a positive impact on hundreds of players and families in the Cottage Grove softball world 4. Dan Collins dedication to this community-based program is considered exceptional community service 5. Dan Collins was the face of pitching development for Cottage Grove Fastpitch Softball Staff Recommendation Consider renaming Old Cottage Grove Park Softball field to Dan Collins Softball Field. Please list reasons for proposed name(s): Dan Collins passed away in early 2014. Dan coached in the CGAA Softball program for over 30 years up until shortly before his death. He led numerous teams to state and na- tional tournament titles. He coached hundreds of players that went on to play at the high school and collegiate level. He conducted many clinics over the years teaching girls the game of softball and most specifically the art of pitching. He was able to coach two gen- erations of players,coaching his daughter and granddaughters and numerous children of former players. Dan has arguably meant as much to CGAA Softball as Charlie Whitbred has meant to Park High School Softball and the Board of Directors of CGAA Softball would like to honor his contributions to our program. We would like to do this by renaming his favorite field,the Firehouse Field (Field 23) in Old Cottage Grove. Introduction The selection of a proper name for a park, park facility, and/or open space is a thoughtful process which requires careful analysis by many people. This procedure has been adopted by the City of Cottage Grove to provide the proper guidelines for any naming or renaming of said amenities. II. Procedure The following procedure will be used for the naming of parks, park facilities, and open space: 1. Staff, Council, Advisory Body, or Cottage Grove resident recognizes and requests the naming of a park, park facility, or open space. 2. Staff will prepare and submit the request to the Parks, Recreation and Natural Resources Commission for review. 3. The Parks, Recreation and Natural Resources Commission will discuss the merit of the name(s). If there is a list of potential names, they may be added to or eliminated from the list at this time. No formal recommendation will be made at this meeting. 4. At the subsequent Parks, Recreation and Natural Resources Commission meeting staff will provide any information requested by the Commission. If there is a list of names, the list should be narrowed to three at this meeting. No formal recommendation will be made at this point. 5. At their next meeting the Parks, Recreation and Natural Resources Commission shall debate the merits of the remaining name(s) and make a final recommendation to the City Council. 6. The recommendation will then be placed on the next regular City Council meeting. If City Council does not approve the recommended name, they will return the issue to the Commission with direction and the process will begin anew. III. Park, Park Facilitv, and Open Space Namin� Criteria Listed below are the criteria used to determine the naming or renaming of Parks, Park Facilities, and Open Spaces. 1. The name of the subdivision associated with the Park. 2. The name of the neighborhood in which the park is located. 3. The street name adj acent to or closely identified with the park. 4. The name of a local interest point, or local focal point near the park. 5. The name of an event or historical occurrence associated with the park or area. 6. The name of a person who dedicates a major part or all of the land for the park. 7. The name of a person of significant stature within the community. He/she must adhere to at least one of the following credentials and complete a waiting period of at least six months from the conclusion of service or time of death: a. At least ten years of local service to the community b. Shown outstanding assistance or support of the local park system c. Maj or financial donor to the park system d. A historical figure or family VIII.
