Building Permit Statistics: Between March 1 and March 31, 2016, 236 building permits were
issued with a total valuation of $4,012,445, including 8 new homes valued at $2,834,528. There
were 30 commercial permits issued with a total construction valuation of $257,326.

Current Project Updates
Aldi Foods: On March 30, the plumbing and mechanical systems were approved. A temporary Cer-
tificate of Occupancy will be issued on April 18. The outstanding items needing completion include
building painting, landscaping, and asphalt repair. Ribbon cutting will be held on April 28.
Hope Glen Treehouse: The framing has been inspected and approved. The interior electrical, plumb-
ing, and heating systems are being installed. y

Cottage Grove Storage: A partial Certificate of Occupancy to occupy the East and Central (semi -
heated) buildings was issued on March 24. Further work is ongoing for the west, north, and south
buildings along with site grading and landscaping.

American Agco: On March 29, a Certificate of Occupancy was issued. It was determined that a
separate permit will be required for completion of the seed silos and bagging process area.
Rivertown Cakes: The Certificate of Occupancy was issued on March 25. This bakery is located in
the Shoppes at Gateway North. The ribbon cutting is being planned.

with a total valuation of $4,012,445, including 8 new homes valued at $2,834,528.
80th Street Crossing: Staff recently met with representatives for the 80th Street Crossing project to
refine the exterior materials that will be utilized for their new construction and remodeling projects.

Planning Commission Applications
The Planning Commission met Monday, March 28, 2016, and reviewed, held public hearings, and
made recommendations to the City Council on the planning applications summarized below:
Tax Increment Financing (TIF) District No. 1-17 (Dominium): The Planning Commission reviewed
the proposed TIF District 1-17 (Dominium) plan to determine that it is in conformance with the City's
Comprehensive Plan. TIF District 1-17 is proposed to facilitate the construction of 184 affordable
rental apartment units for seniors in the City. No changes were made to the proposed TIF District.
The Planning Commission adopted a resolution stating their determination that the District does con-
form to the City's Future Vision 2030 Comprehensive Plan. This was approved by the City Council
at their April 6 meeting.
Summerhill Crossing 4th Addition: Mike Rygh applied for a preliminary plat application to re -plat
Outlot A in Summerhill Crossing 3rd Addition. The proposed Summerhill Crossing 4th Addition
preliminary plat subdivides Outlot A in Summerhill Crossing 3rd Addition into two lots and two outlots
on the northwest corner of 70th Street South (CSAH 22) and Hinton Avenue South (CSAH 13).
Neighboring residents voiced concerns that the proposed plat is inconsistent with the prior approval
of a senior housing project on the property. It was reported at the public hearing that the previously
approved 86 -unit senior housing project is no long proposed by the landowner and that a restaurant
with liquor is now proposed on the westerly one acre of the three -acre site. The Planning

Commission unanimously (7-0 vote) recommended to the City Council that the Summerhill Crossing
4TH Addition preliminary plat application be approved, subject to conditions. The City Council
approved the preliminary and final plats at their meeting on April 6.

Junction 70 Grille: HAF Group applied for a zoning amendment to amend the Summerhill Crossing
Planned Unit Development (PUD) Master Plan located on the northwest corner of 70th Street South

Rahn Home Services: Rahn Home Services, Inc. applied for a conditional use permit to operate
heating and air conditioning, plumbing, and electrical businesses with outdoor parking of commercial
vehicles at 11825 West Point Douglas Road South. The Planning Commission unanimously (7-0
vote) recommended to the City Council the approval of this conditional use permit application. The
application was approved by City Council at their April 6.

Cottage Grove Tank Farm Exterior Storage: St. Paul Park Refining Company, LLC filed an interim
conditional use permit application to utilize the Cottage Grove Petroleum Tank Farm at 6483 85th
Street South as a temporary outdoor storage area for piping and structural steel materials that will
be used for a construction project at the St. Paul Park Refinery. Testimony objecting to the proposed
temporary outdoor storage area was not expressed at the public hearing, but questions about the
type of materials to be stored and hours of operation were asked. The Planning Commission unani-
mously (7-0 vote) recommended to the City Council approval of this interim conditional use permit.
This application was approved by the Council at their meeting on April 6.

Minnesota Pipe Line Parking Lot Expansion: Minnesota Pipe Line Company, LLC applied for a con-
ditional use permit to expand their nonconforming parking lot at 6483 85th Street South. At the public
hearing, concern was expressed for the removal of existing trees and a request was made for addi-
tional landscaping to be installed along 85th Street. The Planning Commission unanimously (7-0
vote) recommended approval of the conditional use permit for the parking lot expansion. One of the

conditions of approval included the planting of trees and/or shrubs. The City Council approved the
application at their meeting on April 6.

Renewal by Andersen Sign Package: Lawrence Sign filed a conditional use permit for a comprehen-

sive sign package for Renewal by Andersen's site at 9900 Jamaica Avenue South. The applicant is
proposing to replace four existing directional signs with new directional signs that will be at the same
locations. At the public hearing, nobody spoke in favor or against the application. The Planning Com-
mission unanimously (7 -to -0 vote) recommended to the City Council approval of the conditional use
permit application as proposed, subject to conditions. This recommendation will be on the April 20,
2016, City Council agenda.

Sunrise Solar Garden: Sunrise Development, LLC applied for a zoning amendment to City Code
Title 11-4-1 OD, Solar Collection Systems, to add approximately 101 acres of land to Exhibit A to of
Ordinance No. 948 to allow a solar collection system on property at 11576 Point Douglas Road
South. Sunrise Development also filed a conditional use permit for the installation of a five megawatt
community solar garden on 101 acres of land at 11576 Point Douglas Road South. The applicant
requested that the Planning Commission not take any action on their planning applications and
granted a 60 -day extension for the City to take final action. At the public hearing, neighboring property
owners supported the proposal with certain conditions. Some of the neighboring property owners did
not want solar panels from the south area of the property to be relocated to the north area of the site
because they would be able to see more of the panels from their homes. The Planning Commission
unanimously (7 -to -0 vote) continued the public hearing to their meeting on April 25, 2016.

Upcoming Projects
To date, the following projects are scheduled for review and public hearing at the Planning Commis-
sion meeting on April 25, 2016:
• Dominium Senior Housing Development at 6961 and 7007 East Point Douglas Road South.
• Eastridge Woods Amended Preliminary Plat, which adds adjacent property to the subdivision.
• Zoning amendment regarding breweries and brew pubs.
• Continued public hearing on the proposed community solar garden.
