The proposed directional signs are six feet wide and four feet in height. The bottom edge of the signs are approximately two feet from the ground. Two directional signs are proposed along 100th Street, one directional sign on 97th Street, and one directional sign on Renewal by Andersen's private access drive that is along their west property boundary line. The applicant i attended the public hearing. At the public hearing, no testimony for or against the proposed sign package for Renewal by ; Andersen was received. ! The Planning Commission unanimously (7-to-0 vote) recommended that the City Council approve ', Lawrence Sign's conditional use permit application to allow four new directional signs as shown I on the applicant's illustrations revised on March 17, 2016. The Planning Commission's recom- ' mendation was subject to the seven conditions listed in the planning staff report. , Planning Considerations Ordinance Criteria � The Sign Ordinance (Title 9-8-5A(3)(c)), Places of Worship, Parks, Hospitals, Schools, and Other Non-Residential Buildings), specifies that signage in excess of the sign regulations requires City Council approval of a conditional use permit. Because the proposed new directional signs exceed the four square foot maximum directional sign area and the number of free-standing signs proposed ', are greater than two, the applicant is requesting City approval to allow more signage at the Renewal I by Andersen site. The ordinance lists eleven general criteria that must be met to obtain approval of the conditional use ; permit. The criteria relates to impact on property, design, compatibility with the existing and intended character of the zoning district, not hazardous, detrimental or disturbing to present and potential surrounding land uses, generate minimum traffic on local streets, not create additional public im- provements at the public's expense, and adversely impact scenic or natural features or potential ', development of adjacent properties. ' The Renewal by Andersen property is zoned I-1, Limited Industry District. City Code Title 9-8-6, , Signs in Business and Industrial Districts, allows one on-premise monument or pylon sign for each ; separate parcel for business or industrially zoned land. The monument sign or pylon sign must I not be closer than 75 feet from another monument sign or pylon sign and is prohibited from being placed within the clear view triangle on a corner lot. The size of a monument or pylon sign for the Renewal by Andersen site is 100 square feet for a monument sign with a maximum height being ten feet. If a pylon sign is proposed, the maximum sign area is 50 square feet with a 15-foot ' maximum height. For the Renewal by Andersen site, a second monument sign is allowed because the Renewal by Andersen facility is greater than 100,000 square feet and has two or more primary access points. In �� this case, a second monument sign at a secondary access point is permitted if the primary freestand- ing sign is of monument style.The second monument sign shall not exceed 50 percent of the graphic area and height requirement of the permitted principal sign. Information and directional signs posted on the premises are limited to four square feet in size per sign. The applicant proposes to install four directional signs that are four six feet wide and four feet high. The bottom edge of each sign is approximately two feet above the ground. Because the name "Re- newal by Andersen" is displayed on the signs, these signs are not directional signs as defined in the City ordinance and the size of the signs exceed the four square foot limitation for directional signs. Proposed Sign Package Lawrence Sign is proposing to replace three existing directional signs and install one additional directional sign at four of their existing road entrances. The north-south roadway parallels Renewal by Andersen's west property boundary line. This private roadway connects to 97th Street and 100th Street. Renewal by Andersen uses this private drive to access their shipping/receiving area and the newly constructed employee parking lot located west of their building addition that was constructed in 2015. The property is located on the northwest corner of Jamaica Avenue and 100th Street. The main entrance is from the only private access drive located on Jamaica Avenue. The proposed monument sign at this entrance complies with sign regulations, and a building permit for this monument sign was issued by the City for its construction. The illustration below shows the appearance of this monument sign on Jamaica Avenue. An aerial view of Renewal by Andersen's property is shown below. This aerial was taken in 2015. Attendees at ' the Technical Review Committee generally supported the applicant's proposed sign package, but recommended that the directional signs proposed at the two access drives on 100th Street and � the one access drive on 97th Street be modified to include a masonry base and be surrounded with landscaping that is similar to the proposed monument sign at the main access drive on � Jamaica Avenue. This recommendation is included in the conditions recommending approval of this conditional use permit application. ' The Building Division reviewed the proposed sign package. A building permit application is re- quired to be submitted to their office for the proposed directional signs if the conditional use permit application is approved by the City Council. A building permit must be issued by the City's Building , Inspections Division before the directional signs are installed. � The Public Works and Public Safety Departments require the signs to be placed on private prop- erty and recommended that they setback from the property line so not to block motorists' views � of approaching traffic and pedestrians. i i No written comments or recommendations were received from other advisory commissions. The building permit must be issued before the sign(s) are installed. � 2. All electrical wiring, connections, and temporary lighting fixtures must comply with State electrical requirements. i 3. Any illuminated sign shall be diffused or directed so as not to direct rays of light toward adjacent properties or public right-of-way. The illumination source shall not be placed so as to cause or create a traffic hazard. 4. All electrical power supply, wiring, and conduits must not be visible on the exterior of ; any sign. ' 5. ' I McCool summarized the staff report and recommended approval subject to the con- ! ditions stipulated in the staff report. ', Graff asked for clarification on the size of the existing signs and if they were noncom- pliant with the current code. McCool responded that the current signs are four feet by ' six feet and the signage they are proposing will have the same sign area; the existing � directional signs exceed the maximum size allowed for directional signs. They are looking to replace the directional signs that are proposed to display "Renewal by , Andersen." Because of the business name on the sign, they are no longer directional � signs but advertising signs; this is the reason for the conditional use permit. ' Rasmussen asked if the proposed directional signs would be identified and permitted I as monument signs instead of the directional sign language. McCool stated that was , correct. ' Dave Peltier, 1387 Clipper Ship Alcove, Woodbury, with Lawrence Sign, clarified that ; Sign D is an existing sign, so it will be a replacement and not a new sign.
