1. WORKSHOP SESSION — OPEN TO PUBLIC
A. Comprehensive Plan
Community Development Director/City Engineer Jennifer Levitt introduced Fay Simer
from Stantec, who provided details of Stantec's proposal and identified those things that
were required by the Metropolitan Council. Ms. Simer stated a Comprehensive Plan is
really formulating a plan to accomplish the community's goals and objective and is the
foundation for all of the other planning, land use, and zoning controls that a community
has. Comprehensive Plans are required in this region and cannot be in conflict with
regional plans for sanitary sewer, transportation, parks and open spaces, and airports.
The Metropolitan Council requires planning for density and achieving ethnicity. The
basic elements of a Comprehensive Plan are vision, inventory analysis component, goal
setting, developing different land use alternatives to meet those goals, and an
implementation plan for how the community will move forward over the next 10 years.
Director Levitt reviewed what had been taking place in 2008, when the last
Comprehensive Plan was done. The utility plans were not updated at that time, so
those will be done this time. She stated the Comprehensive Plan was a critical element
that would prepare Cottage Grove for growth in the fashion that we want.
Ms. Simer stated some trends in housing include diversity in housing styles, having
housing available at different price points, and to be attractive to people at different
steps in their careers, ages, and income levels. Many Americans aren't confident that
they can afford housing in their community, so communities are looking at affordable
housing and where that fits in their mix. Community Development Director Levitt stated
that's one of the key components of the sub-consultant fee that was in the proposal;
someone who understands those trends, what's happening in the market, what housing
types we want to provide, and at what density or how many acres we should be setting
aside for those different housing types.

Ms. Simer reviewed the specifics associated with the proposal, including: Project
Initiation, Online Public Engagement, Background Research (which includes Market
Research), Land Use Alternatives, Resiliency, Economic Competitiveness,
Implementation, and Draft Plan Preparation. While the total cost for the Comprehensive
Plan is $142,000, Director Levitt stated that they've become aware of two available
grants, one from the PCA for a $15,000 matching grant, and one from the Met Council,
approximately $35,000 to the City for Comprehensive Plan planning efforts. They will
hope to try to capture those grants to offset the Comprehensive Plan expenditures.
