Background/Proposal
At the April 20, 2016, City Council meeting, a Certificate of Appropriateness (COA) was issued
for the delisting of 7003/7007 East Point Douglas Road South, which is known as the Historic Hill -
Gibson House, from the City's Register of Historic Sites and Landmarks (RHSL). The COA also
included approval for the demolition or relocation of the structures on the property and included 11
conditions. The COA is attached.

Project Update
Since the Council action on April 20, the Preservation of Alliance has secured a party interested in
relocating the structure, and they are actively seeking a lot that is appropriate for the structure. The
City has been assisting with the lot search process.
The future property owner has been putting together information for the required historic education
plan and will be submitting it to the City for review in the next few weeks.
Copies of several articles regarding the delisting and demolition or relocation of the Hill -Gibson
House are attached for your information.
Recommendation
No action is required.
Certificate of Appropr���a cr e r� ess
Pursuant to the requirements of §9-9-6 of the City Code of the City of Cottage Grove, no owner or
contractor shall disturb or alter any part of a property listed in the City Register of Historic Sites
and Landmarks without a Certificate of Appropriateness. The Advisory Committee on Historic
Preservation reviews applications for City permits in relation to designated historic sites and
landmarks. Certificates of Appropriateness may be granted by the City Historic Preservation
Officer, acting on behalf of the Advisory Committee on Historic Preservation (ACHP), for small
projects and minor work, or in cases where the proposed work will have no adverse effect on a
designated historic site or landmark. Criteria and guidelines used in reviewing applications for
Certificates of Appropriateness are contained in the Historic Preservation Element of the
Comprehensive Plan. Any change in the scope of work subsequent to the issuance of this
Certificate of Appropriateness requires a new Certificate of Appropriateness for such changes.
Name and Location of Historic Property: "Hill -Gibson House" Historic Site, 7003-7007 East
Point Douglas Road South, Cottage Grove, Minnesota.
Property Owner/Address: Anchor Bank, 14665 Galaxie Avenue, #310, Apple Valley, MN 55124..
Request: To delist the Hill -Gibson House and property located at 7003-7007 East Point Douglas
Road from the City's Local Register of Historic Sites and Landmarks and to relocate or demolish
the structures on the property.
Findings: The ACHP reviewed the proposal at thein regular meetings on January 12, 2016, and
February 9, 2016, and recommended approval of the requests. The City Council approved the
requests at their meeting on April 20, 2016.
Conditions of Approval:
1. A historic education plan shall be created identifying actions in which to methodically allow
for the dissemination of the history of die property and people associated with it prior to
any demolition or relocation actions taken.
2. The site plan approval process for the redevelopment of die site shall require that the
future property owner complete the action items identified in the historic education plan
within one year of the site redevelopment, and that an appropriate escrow be posted to
ensure completion of the identified action items.
3. Demolition of any structure on the site shall not occur without an approved site plan for
the redevelopment of the site.
4. The property owner obtain a building permit from the City prior to any demolition or
relocation efforts.
5. The property shall be photo documented prior to and during any demolition or relocation
actions being taken.
6. The property owner pay for the City's time and efforts to shut off and disconnect the site
from all public utilities,
7. Hazards on the site shall be removed and the site graded and re -vegetated immediately
after any demolition or relocation activities.
8. Representatives from the City shall be present on site during any demolition or relocation
actions.
9. All plans and documents related to the potential relocation of the structure shall be
submitted to the City for review and approval by the Community Development Director.
10. Any unique items of historical interest identified during the demolition or relocation
activities shall be incorporated into the historic education plan if feasible and practical.
11. If relocation is the course of action exercised, a post relocation update report shall be
submitted to the City for inclusion in the historic archive folder related to the site.

Cottage Grove home could be moved,
demolished

A Cottage Grove house built more than 150 years ago — and that has caused some
recent stir — could find a new home.
The property at 7003-7007 East Point Douglas Road will be removed from the city's
historic register and could be moved or demolished.
Known as the Hill -Gibson House, the duplex was built around 1858, said John
Burbank, city senior planner. It is currently bank -owned.

The area is part of the proposed site for a 184 -unit affordable senior housing
development by Dominium, a service council members said is needed in Cottage
Grove.
The Hill -Gibson property, which includes the home, a barn and shed, was listed on
the local registry in 1998, Burbank said.
It was renovated and kept up at that time, he said, but has since fallen into disrepair.
"It's 18 years of neglect on the property," Burbank said, citing problems with the roof,
windows, siding and much more.
Anchor Bank has been trying to sell the property since 2013, but Burbank said the
historic listing has scared away some buyers because it comes with extra rules.
The Preservation Alliance of Minnesota is working with an interested buyer who
would purchase the home and move it to another site, Burbank said.
Burbank said the senior housing project likely has about three months before work
could get underway on the site, so the timeframe for moving the property is feasible.
The City Council on April 6 gave permission to de -list the property and authorized
moving or demolishing the structures.
Anne Ketz, real estate coordinator with the Preservation Alliance, said the statewide
nonprofit is dedicated to preserving historic resources. She said the organization
argues that demolition doesn't have to be the first option for these types of
properties.
"If we can figure out somewhere else to re -use it, all the better for everyone," Ketz
said.
The group has a network of people interested in investing in historic properties, and
that's how they found a buyer for this house, Ketz said.
If the home can't be moved, it may be demolished. Prior to that, however, a plan for
providing education on the historic significance of the property and people

associated with it would need to be in place, and items would be salvaged from the
property.
The senior housing development has said it would offer a place to share that
information, staff said.
"Dominium is able to take on that mantle and uphold our desire to preserve history,"
Community Development Director Jennifer Levitt said.
The process
In December, the City Council created a process through which property owners can
seek to remove their properties from the city's Local Register of Historic Sites and
Landmarks.
Getting on the list in the first place is voluntary and can only happen upon property
owners' request, as well as through meeting historic and cultural significance
guidelines, Burbank said,
Taking a property of the list happened before, in 1994, when the city de -listed a
church that was then moved and became a single-family residence, Burbank said. But
there was no record of the process at that time.
There were some concerns raised as the Hill -Gibson property went through the
newly created process to come off the historic registry.
But Burbank said the city has a successful historic preservation program and he
doesn't think this action will "open the floodgates" of de -listing properties, noting
most people who have historic properties invest in them and like being part of the
registry.
Council members said they don't take the historic designation lightly. But they also
said the proposal of relocating the home or providing education on the property at
the Dominium site is a good way to preserve the history while also allowing for
development.
Affordable senior housing is a big issue for the community, they said.

"This seems like a very reasonable solution to a challenge that this community, which
values historic preservation a great deal, is facing," council member Justin Olsen said.
After approving the de -listing of the property and allowing for relocating or
demolishing the structures, the council voted on a tax increment financing district
for Dominium to help subsidize the affordable housing development.

is the unlikely focus of a fight over the future of historic
preservation in Minnesota.
The 19th -century Hill -Gibson House, long protected on
Cottage Grove's register of historic places, is on the verge
of losing that status and could be demolished.
InDecember, city officials agreed to amend an ordinance
so owners can remove properties from the city's historical
register— a change believed to be the first ofits kind in Min-
nesota. Once off the list, buildings can be knocked down,
moved or modified.
State historic preservation advocates say the new rule
circumvents state law and defeats the purpose of having a
historical register.
Not only couldit spell trouble for the Hill -Gibson House
— now a bank -owned property sitting on land the city wants
