RE: Fire Station #2 —Architectural Professional Services —Award Project
Background
The existing Fire Station #2 building was constructed in 1972. In the early 1980's expansion
occurred to the facility to meet the growth of the fire department. The renovations to the facility
were completed in 1985, which then allowed for additional apparatus storage, improved
kitchen facility, fitness room, and small day room. Due to its age, increased maintenance
costs, functionality of the facility, and a new fire response model, the existing facility is not able
to meet the growing needs and demands of the fire and EMS response systems.
In March of 2011, staff began to assemble and evaluate the needs of the fire department. The
staff-led facilities needs summary was completed in September 2011. The project is currently
proposed to be constructed in 2017.
Discussion
The space needs study outlined elements to be included in the proposed 36,254 square foot
building in more detail. Through the space needs study, it was determined that the estimated
budget for the proposed facility would be $9.1 million compared to the $7 million outlined in the
CIP.
The Public Services Commission reviewed the space needs study and is supportive of the site
selection of 8641 80th Street South.
The City Council, at their meeting on March 16, 2016, accepted the Space Needs Study, ap-
proved the proposed Fire Station #2 location at 8641 80th Street South, and approved the
Request for Proposals for Architectural Services.
On March 21, 2016, the RFP was transmitted to 16 firms with a deadline to submit proposals
of noon on April 22. The City received 11 proposals. The selection committee reviewed those
11 proposals and selected three firms to interview. Interviews were conducted on May 13,
2016, with Wold, Five Bugles, and SEH. Following the interviews the selection committee
discussed the proposals and selected Wold Architects and Engineers to provide professional
architectural services for the design of the proposed Fire Station #2 project. The professional
services are proposed at a fixed fee of 6 percent of the construction value of $5,850,000, less
$8,000 for a credit from previous space needs study, equaling $343,000 for the new fire station
design (schematic design, design development, construction documents, bidding, and

construction administration). The demolition contract for the existing fire station is valued at
$100,000; the proposed fee for service would be 6 percent, equaling $6,000. Wold's submittal
for the RFP and a copy of their presentation from their interview are attached.
Recommendation
Award the professional architectural services for the design of the proposed Fire Station #2
project to Wold Architects and Engineers and authorize staff to negotiate a contract.
