I. CALL TO ORDER Meeting called to order at 7:01 p.m. II. ROLL CALL Members Present: Dornbach, Robert Forsythe, Pat Griffith, Kent Ingram, Steve Jurgens, Tony Podoll, Jeff Rediske, Lise Davick, Evan Staloch, Peter Campbell, Robert Members Absent: Serpico, William Lewis, Jodi Staff Present: Burshten, Les, Public Works Director Woolery Craig, Public Safety Director Burfeind, Ryan, Project Engineer Taylor, Harry — Public Works Supervisor Orloff, Gary, Streets Foreman Others Present: Justin Olsen, Councilmember III. Approval of Agenda Agenda -Approved City of Cottage Grove Parks and Recreation Commission 1 � P a g e IV. Approval of Minutes March 21, 2016 -Approved V. Open Forum Commission Chair Jurgens invited citizens present at the meeting to address the Commission regarding any matters that were not on the agenda. Resident Beskar expressed concerns that were related to agenda items being presented by Burfeind. Jurgens requested that Beskar wait with his concerns until after Burfeind presented his items. The following forum occurred after agenda items 07.A & 07.B. Bob Beskar of 7950 Lamar Avenue South stated he has been a Cottage Grove resident for 40 years and has lived at his Lamar residence for 30 years. Beskar expressed his concern regarding the high number of people speeding on Lamar Ave So. Beskar associated the issue with increased traffic and the confusing speed limit signage along the road. Beskar made the Commission aware of a street name sign on Lamar that is placed on the wrong side of the street and blocked by a blue adopt a road sign. Burshten agreed to look into the sign issue. Commissioner Jurgens asked Beskar his thoughts regarding the speed limits transitioning from 50mph to 35mph to 30mph. Beskar felt the speed should go from 50mph to 30mph. Skipping the 35mph and avoiding added confusion for drivers. Beskar requested the police department start issuing tickets to violators to help discourage speeding. Jurgens suggested a speed trailer could be set up to remind drivers of their speed. Rediske asked for clarification on the location of the street name sign needing attention. The sign is located on the left side of Kimbro if you are heading northbound. Burfeind stated the speed limit could be changed to 30mph if it does not violate state statue. Burfeind would research this new request. VI. Presentations VII. New Business A. Dynamic Speed Display Sign Policy — Burfeind stated as part of the 90t" Street reconstruction in 2015 a joint meeting of the Public Safety and Public Works commission was held on October 19, 2015 to discuss safety and parking issues that were raised by residents. One of the issues identified was related to vehicle speeds on 90t" Street. Based on the speeds that were observed, the commission recommended to install a dynamic speed display sign with solar power. The Council approved this recommendation. Burfeind gave a brief overview of the City sign policy stating in order to provide consistency for the installation of dynamic speed display signs in the City of Cottage Grove, a policy has been drafted regarding the installation and removal procedures. As part of this policy it proposes to limit installation to roadways classified as a major collector or higher there the 85tn percentile speed is 5 mph greater than the posted limit. Burfeind added in the event the speed limits are measured and if the 85t" percentile is found to be less than 5mph over the posted speed limit the City will have the option to relocate the dynamic Speed display sign with Commission recommendation and Council approval. Ingram inquired if the traffic study was conducted on traffic going both directions on the 90t" Street hill. Burfeind stated the traffic study was conducted on traffic traveling down the hill based on resident concerns. Ingram asked where the City of Cottage Grove Parks and Recreation Commission 2� P a g e sign would be placed. Burfeind responded the sign would be close to Woodridge Park. Ingram requested consideration for the flashing pedestrian sign to be taken into account so drivers are not confused by multiple signs. Staloch asked if there has been a traffic study conducted on Hillside in the past. Burfeind responded not to his knowledge. Jurgens requested a second sign to be placed on top of the gOtn Street hill. Burfeind stated that he will look into it. A recommendation was made to approve the Dynamic Speed Display Sign Policy by Ingram and seconded by Staloch. B. Kimbro Avenue & Lamar Avenue Speed Limit — Burfeind explained that currently Lamar Avenue is posted as a 30 mph road through old Cottage Grove. At the south end of Old Cottage Grove there is an inconsistency where the speed limit changes from 30mph to 50mph on Kimbro Avenue. For the southbound traffic the speed limit is not increased to 50mph until south of the 80t" Street intersection. To manage the issue Burfeind proposed changing the speed limits at different points for both northbound and southbound traffic. Ingram requested the average traffic counts for this area. Burfeind responded they are under 1000 vehicles per day. Jurgens requested only two speed changes instead of the proposed three. Jurgens would like the speed to go from 50mph to 30mph eliminating the 35mph. Ingram agreed with Jurgens recommendation. Burfeind stated the speeds could be changed as long as it doesn't conflict with state statue. Staloch is in agreement with Jurgens and Ingram. Podoll compared the Lamar area to Hadley Avenue where the speed goes from 45 to 35 to 30. Podoll stated the Hadley Avenue speeds are very confusing and requested the error not be repeated on Lamar. Burfeind reinforced his prior statement explaining 30mph is a speed set for urban areas and he would have to look at the State Statue. Burfeind added after the speed change and drivers have time to adjust they would gather the data again for evaluation. A recommendation was made to approve the proposed speed limit changes on Kimbro Avenue and Lamar Avenue with the exception of removing the 35mph speed change by Ingram and seconded by Dornbach. VIII. Rediske asked staff if there has been any discussion regarding adding a fence to the Goodwill parking lot. The response was no but they would look into it. Rediske requested city staff to present information regarding a safe place to drop off inedications for residents. Rediske asked if there is a safe swap area in the City for residents to exchange items sold on Craigslist or other auction sites. Woolery responded that staff is looking at adjusting the cameras at City Hall so they can take pictures of license plates so residents could use the parking lot at City Hall as a safe spot. It is still being worked on. City of Cottage Grove Parks and Recreation Commission 3� P a g e XI. Staff Reports and Educational Material A. Public Works — Taylor stated Mark Garcia has been hired in the Utility Department. The Public Works department is looking to fill a vacant Streets position. Taylor gave information regarding the May 7, 2016 Spring Cleanup and hazardous waste event at Public Works. B. Police — Woolery shared information on current training at the police department which included supervisor training on how to respond to the media and respect in the workplace training. Woolery gave an overview of the Hero building. This project is contingent on Legislative funding. XII. Council Comments A. Olsen commended Jurgens on his volunteer of the year award and thanked the Commissioners for their service. Olsen congratulated Nickle for his promotion well deserved promotion to Sergeant. Olsen updating the Commissioners on current Council consent items. XIII. Commission Comments XIV.
