Backqround
The next scheduled Pavement Management Area as outlined in the Capital Improvement Plan
includes streets in three residential areas of Cottage Grove:
• Prestige Estates Neighborhood: Streets north of 80th Street, east of Kingston Park,
and west of Cottage Grove Trail Way Corridor (District C-3).
• Jamaica Ridge Neighborhood: Streets north of East Meadow Cliff Ravine, east of
Jamaica Ave, south of 80th Street, and west of Jeffery Avenue (a portion of District F-3).
• Rolling Hills Neighborhood: Streets north of Crestview Elementary and Park High
School, east of Hinton Avenue, and west of North Ideal Park and Nina's Park (a portion
of District B-1).
Included with this memo is a project location map that highlights the proposed areas.
Discussion
The Prestige Estates, Jamaica Ridge, and Rolling Hills Neighborhoods are proposed for recon-
struction due to the poor condition of the streets. Similar to the 2015 and 2016 Pavement
Management projects, these streets are experiencing failure due to stripping. Jamaica Ridge
and Rolling Hills are also experiencing severe cracking.
Feasibility Report: The next step in the project development process is the preparation of a
feasibility report. It is recommended that the feasibility report be ordered at this time to deter-
mine the physical and economical feasibility of providing the necessary public improvements.
Recommendation
It is recommended the City Council adopt a resolution authorizing the preparation of a feasibility
report for the 2017 Pavement Management Project for District C-3, a portion of District F-3, and
a portion of District B-1.

RESOLUTION NO. 2016-XXX
RESOLUTION AUTHORIZING THE PREPARATION OF A FEASIBILITY
REPORT FOR THE 2017 PAVEMENT MANAGEMENT PROJECT
WHEREAS, based upon the City Council's acceptance of the Capital
Improvement Plan, the next step in the development process is the preparation
of a feasibility report; and
WHEREAS, it is recommended at this time to determine the physical and
economical feasibility of providing the necessary public improvements; and
WHEREAS, the City desires to assess the cost of said improvements to
all benefitted properties.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of
Cottage Grove, County of Washington, State of Minnesota, that a feasibility
report for the 2017 Pavement Management Project be authorized.
Passed this 1 st day of June 2016.
