The concept design phase of this project began in December of 2015, starting with a review of various alter- natives for traffic control at the intersection. The traffic control alternatives were reviewed throughout the concept and preliminary design phases and presented to the City Council at a workshop on February 17, 2016. The alternatives were then presented to the public at an open house on February 25, 2016. Based on the review and feedback, a six-leg roundabout was selected as the preferred alterna- tive. The preliminary design of the roundabout was shown to the public at an open house on May 24, 2016. The six-leg roundabout will allow for the permanent connection of East Point Douglas Road to CSAH 19 at its current location. Discussion In 2013, the City extended utilities and reconstructed East Point Douglas Road to the urban three-lane curb & gutter section adjacent to Wal-Mart. With the future alignment of East Point Douglas Road proposed to route through the Cottage View development at that time, the re- construction was ended immediately east of Wal-Mart. With the continued connection of East Point Douglas Road at CSAH 19 planned to remain at its current location, the City is able to re- view the reconstruction of the remainder of East Point Douglas Road from where it ended in 2013 to the proposed roundabout. This project would involve reconstructing the road to an urban curb & gutter section and would also include construction of pedestrian facilities and street lighting. Utilities would be proposed to be extended to CSAH 19 as part of this reconstruction project. This extension would provide utility service for the future Cottage View development. Finally, the intersection with the future development road would be constructed. As part of the feasibility report process, traffic control at this intersection would be reviewed. Attached with this memo is a concept layout of the East Point Douglas Road reconstruction. It is recommended that the feasibility report be ordered at this time to deter- mine the physical and economical feasibility of providing the necessary public improvements. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, that a feasibility report for the reconstruction of East Point Douglas Road from the intersection with CSAH 19 to a point 1,500 feet west of CSAH 19 be authorized.
